De Lima: I don't feel any pressure over Napoles' revelations

Despite a growing clamor for her to divulge Janet Lim-Nqpoles’ revelations about the P10-billion pork barrel fund scam, Justice Secretary Leila de Lima’s lips will remain sealed. “I won’t bow down to pressure from anyone or any group (challenging) that I make Napoles’ list public at this point,” De Lima told reporters in Manila on Friday. Senators Alan Peter Cayetano and Francis Escudero, among other lawmakers, have already appealed for the release of Napoles’ supposed list of individuals involved in the multi-billion-peso controversy, that reportedly included Sen. Gringo Honasan as well as eight former and incumbent congressmen. Groups such as the Bagong Alyansang Makabayan have likewise posed the same challenge to De Lima to reveal the manes of persons on the list. Former Senator Panfilo Lacson earlier revealed that he, too, allegedly has a copy of Napoles’ list that was supposedly handed to him by the businesswoman’s husband, Jaime. Lacson claimed more than 100 people have been implicated. Like De Lima, Lacson had ignored calls to make public his copy of the list. Even Sandra Cam, president of the Whistlblowers Association of the Philippines, claims to be in possession of Napoles’ list, which she claimed included 16 senators, two Cabinet officials, and around 80 lawmakers from the House of Representatives. Obama visit forces SC to reset oath-taking of Bar passers

The Supreme Court has rescheduled the oath-taking ceremony for the 1,174 law graduates who passed the 2013 Bar examinations. In a briefing in Manila, SC Public Information Office chief and spokesman Theodore Te said the event was reset in light of the visit of US President Barack Obama to the Philippines next week. “The oathtaking is moved to May 5, Monday, 2 p.m., PICC (Philippine International Convention Center),” Te said. “This is due to the expected heavy traffic due to the visit of the US President.” Earlier in the day, the SC PIO had announced that the oathtaking was to take place Monday next week on April 28. “Please take note that there might be heavy traffic at or leading to the area of PICC because of the arrival of President Obama on same day,” said the SC PIO an hour before the date of the event was reset. The SC encouraged inductees and guests to be at the venue earlier than 2 p.m. The SC said the oath-taking event is considered a special en banc session since all 15 magistrates are expected to show up. The University of the Philippines copped five of the top ten places in last year’s Bar exams, including the number one spot taken by Nielson Pangan. The latest Bar exams’ passing rate was 22.18 percent, according to 2013 Bar chairman and Supreme Court Associate Justice Arturo Brion. Govt denies restricting NDF access to Tiamzon couple

The government denied on Friday that it was unjustly restricting the access of the National Democratic Front to their leaders being detained at the Philippine National Police Custodial Center inside Camp Crame in Quezon City. In a statement, the government peace panel branded as “false” the assertion of Randall Echanis and Rafael Baylosis of the NDF that they were denied access to Communist Party of the Philippines leaders Benito and Wilma Tiamzon without explanation. It explained that the PNP duty officer on the day of the incident, April 13, told the two visitors that as a matter of standard operating procedure, they need at least one week to process visit requests. But it said Enchanis and Baylosis handed their request letter only on the said date and the PNP had to “regretfully” inform the two that their request cannot be granted. It said the two were then advised to reschedule their visit. “While visits are given the highest priority for immediate relatives, counsels, or their doctors, all others who do not fall under these categories have to undergo the usual scrutiny and process, which require an application submitted days in advance,” it said. And with the “distorted” information being disseminated by the NDF, the government panel said it is “constrained” from making its “usual ready endorsement” to the PNP relative to their request made through NDF Monitoring Committee for Human Rights secretariat head Issa Dumanjug Palo, for a rescheduled visit to the Tiamzons. Palace dismisses ‘pork’ king tag vs. Abad as speculation

Malacañang dismissed on Friday as mere speculation allegations that Budget Sec. Florencio “Butch” Abad had tutored businesswoman Janet Lim-Napoles on how to operate the pork barrel scam. “At this point, we do not know the contents of Napoles’ statement and it is unfair to speculate. Let us wait for the evaluation of the DOJ [Department of Justice],” deputy presidential spokesperson Abigail Valte told GMA News Online in a text message. The Palace official was reacting to a story published by the Daily Tribune on Friday which quoted a source as saying Napoles had pointed to Abad as the real brains behind the scheme.  The P10-billion scheme allegedly involves funneling some lawmakers’ Priority Development Assistance Funds into fake nongovernment organizations put up by Napoles, with kickbacks going to lawmakers. Last April 1, the Ombudsman recommended plunder charges against Napoles and Senators Jinggoy Estrada, Bong Revilla and Juan Ponce Enrile for allegedly pocketing millions in their pork barrel funds through the said scam. The Tribune story came after Justice Sec. Leila De Lima said Napoles has committed to “come clean” and “tell all” about the alleged fund scam. State witness or not, Napoles should tell all –Cardinal Tagle

Whether or not she’ll be a state witness, businesswoman Janet Lim-Napoles should tell the truth about the alleged pork barrel scam. This was according to Manila Archbishop Luis Antonio Cardinal Tagle, following Napoles’ supposed intention to “come clean” in the pork barrel scam case by becoming a state witness. “My inclination is whether or not she will be a state witness, she should tell the truth,” Tagle said Thursday. “Do you need to be a state witness to tell the truth?” He also said Napoles, who allegedly masterminded the systematic misuse of lawmakers’ pork barrel funds, should return the money that she supposedly got from the scam. “Tell the truth and return the things that are not yours. It should be that way, right?” said Tagle, who joined last year’s Million People March, a large protest action that called for the abolition of the pork barrel system. For his part, Manila Auxiliary Bishop Broderick Pabillo urged the government to carefully study what will happen on the case once Napoles is turned into a state witness. Gov’t spending at least P2.07M to test 414 Etihad passengers for MERS CoV

The government is spending at least P2.07 million in its efforts to track, test and monitor all 414 passengers of Etihad Airlines flight EY 0424, the spokesman for the Inter-agency Task Force Middle East Respiratory Syndrome-Corona Virus (MERS-CoV) said Thursday. Dr. Lyndon Lee Suy said the photo chromatography reaction test, which requires a mouth swab from the tested person, costs P5,000 for each passenger. Lee Suy said the task force has not yet compiled a detailed report of other expenses, such as hospital confinement, long-distance and cellular phone calls, and transporting or the fetching of the passengers from a specific location. The 45-year-old Filipino male nurse who initially tested positive for the MERS-CoV in the United Arab Emirates was one of the 414 passengers on board the EY 0424, which landed in Manila on April 15. He subsequently tested negative for the virus in two tests conducted by the Research Institute for Tropical Medicine. Spending now to prevent higher costs In a press briefing, Lee Suy said the financial cost of testing and treating the 414 passengers should be viewed in the context of a widespread MERS-CoV infection. “Consider the economic cost of parents unable to report for work and losing income, or children missing school. Aquino names new Air Force chief

President Benigno Aquino III has picked Maj. Gen. Jeffrey Delgado to take over as commanding general of the Philippine Air Force as Lt. Gen. Lauro Catalino dela Cruz retires from the military. Armed Forces of the Philippines public affairs office chief Lt. Col. Ramon Zagala, who made the announcement Thursday night, described Delgado as a professional soldier and “an experienced pilot, who flew [MD520s] and T-28 Trojans in close air support operations.” Delgado will assume command at formal rites that President Aquino will preside over at the Fernando Air Base in Lipa City, Batangas on Friday. Delgado is a member of the Philippine Military Acadeny Class of 1982 and was a member of the Presidential Security Group during the administration of President Corazon Aquino, the incumbent president’s mother.  He commanded the 15th Strike Wing from January to October 2012 and has been senior military assistant to President Aquino. “The AFP welcomes the appointment of Major General Jeffrey Delgado as the new Commanding General of the Philippine Air Force,” Zagala said. — JDS, GMA News

25 cops linked to illegal drugs sacked

Twenty-five policemen, most of them assigned in Central Luzon, have been relieved of their posts for their alleged involvement in illegal drugs operations. Two ranking police officials in Metro Manila, identified as Supt. Robin King Sarmiento and Supt. Maristelo Manalo, are also implicated. “We are not saying that they are guilty. We just want to know the truth and make sure that they will be available during the investigation,” said Police Director Carmelo Valmoria, head of the National Capital Region Police Office (NCRPO).. He said Sarmiento was sacked as deputy chief for Operations of Parañaque City Police while Manalo cannot be relieved as he is under schooling. Meanwhile, aside from the two, 24 other policemen — 19 of them Police Non-Commissioned Officers (PNCO), or those with ranks from Police Officer 1 to Senior Police Officer 4 — were sacked from their posts, said Chief Supt. Raul Petrasanta, director of the Central Luzon regional police. “This is to pave the way for the investigation being conducted by NCRPO and to make the concerned personnel available for inquiry and investigation,” said Petrasanta. The NCRPO conducted the investigation following the killing of  investigation on the killing of  Chief Insp. Elmer Santiago in an ambush last April 16 in Mandaluyong City. Ex-COA chief Villar arrested for plunder

Police on Thursday arrested Reynaldo Villar, a former Commission on Audit chairman who is facing plunder charges in connection with the alleged misuse of Philippine Charity Sweepstakes Office (PCSO) funds during the Arroyo administration. Villar, whose co-accused included former President Gloria Macapagal-Arroyo, was arrested in his home in Merville Park, Parañaque City, at about 4 p.m., according to a police accomplishment report submitted to the Criminal Investigation and Detection Group (CIDG). Plunder is a non-bailable offense. Arroyo, Villar and several other defendants were accused of conspiracy in the irregular transfers of confidential intelligence funds of the PCSO amounting to P366 million between January 2008 and June 2010. The other accused were former PCSO general manager Rosario Uriarte; former PCSO board directors Jose Taruc V and Ma. Fatima A. S. Valdes; and Sergio Valencia, Manuel Morato and  Raymundo  Roquero, all former PCSO officials. Villar’s arrest was based on an arrest warrant issued by the Sandiganbayan First Division. — KBK, GMA News
