STATE-RUN Bases Conversion and Development Authority (BCDA) remitted last week an additional P1 billion to the Bureau the of Treasury (BTr) to represent its partial payment of guarantee fees for the Subic-Clark-Tarlac Expressway (SCTEx) for 2014.
