Unprecedented number of candidates for 2016 polls: Comelec

(MNS photo) MANILA (Mabuhay) – Last week’s period for filing of certificates of candidacy (COCs) recorded the greatest number of aspirants for elective posts with 130 COCs filed for president, 19 for vice president, and 172 for senator, according to Commission on Elections spokesperson James Jimenez. The Partido Bagong Maharlika party had the most number of candidates with one for president, one for vice president, and nine Senate candidates. The administration’s Liberal Party (LP) had one for president, one for vice president, and eight candidates for senator. The United Nationalist Alliance (UNA), the Ang Kapatiran Party, and the Partido ng Manggagawa at Magsasaka each had one for president, one for vice president, and six for the senate. The Philippine Green Republican Party had one president and six senate candidates. The Democratic Party of the Philippines had a presidential candidate and four senate candidates. Stormy weather continues for N. Luzon — PAGASA

(MNS Photo) MANILA, Oct. 20 (Mabuhay) — Stormy weather will continue to prevail in Northern Luzon as severe tropical storm “Lando” has maintained its strength as it moves slowly in the northeast direction, according to Philippine Atmospheric, Geohysical and Astronomical Services Administration on Tuesday. As of 4 a.m. Tuesday, the center of severe tropical storm Lando was estimated — based on all available data — at 130 km northwest of Laoag City, Ilocos Norte (19.0°N, 119.7°E) packed with maximum sustained winds of 95 kph near the center and gustiness of up to 120 kph. It is forecast to move northeast at 5 kph. Public storm warning signal (PSWS) no. 2 (61-120kph expected in 24 hours) is hoisted over the provinces Ilocos Norte, Ilocos Sur, Apayao, Abra, Batanes, northern Cagayan including Calayan and Babuyan group of islands. Signal no. 1 (30-60kph expected in 36 hours) remains hoisted in the provinces of La Union, Pangasinan, Benguet, Nueva Vizcaya, Ifugao, Mt. Province, Kalinga, Isabela and the rest of Cagayan Occasional rains and gusty winds will be experienced over provinces under signal no. 1 while those under signal no. 2 will have stormy weather. Comelec, SEC monitor campaign donations of corporations

(MNS photo) MANILA, Oct 20 (Mabuhay) – The Commission on Elections has partnered with the Securities and Exchange Commission to monitor against campaign funding of corporations and other SEC-registered entities. Comelec chair Andres Bautista and SEC Chair Teresita Herbosa signed the agreement Monday afternoon that would pave the way for mutual assistance and information sharing on corporations that may engage in partisan political activities with regards to the upcoming 2016 presidential elections. The SEC prohibits domestic or foreign SEC-registered corporations from giving “donations in aid of any political party or candidate or for purposes of partisan political activity” under Section 36 of the Corporation Code. Section 95 of the Omnibus Election Code meanwhile, also prohibits Public or Private financial institutions from making any contributions for purposes of partisan political activity. Also covered under the prohibition are Operators of Public Utility, Contractors or Sub-Contractors of Gov’t projects, Grantees of government granted franchises or similar privileges or concessions, those who have been grantees loans or accommodations worth more than 100,000 Pesos by the gov’t, Educational Institutions that have received grants of public funds of more than 100,000 Pesos, Civil Service officials and employees, and members of the AFP, and foreigners and foreign corporations. Silvestre Bello III, a member of the House minority bloc, urged the government to relentlessly pursue diplomatic means to resolve territorial issues with China. “The solution to the dispute between our country and China on the West Philippine Sea should be through diplomacy. DOJ’s ‘selective prosecution’ raised at oral argument on Corona’s tax case

Former Supreme Court Chief Justice Renato Corona MANILA, Oct. 20 (Mabuhay) – “IS there selective prosecution [at the Department of Justice],” a Justice of the Court of Tax Appeals (CTA) asked. The CTA en banc  (full court) conducted an oral argument on the petition filed by former Chief Justice Renato Corona insisting that he should be charged with six, not 12 counts of tax evasion case considering that Section 254 (Attempt to Void or Defeat Tax Collection) and Section 255 (Failure to File Income Tax Return) of the National Internal Revenue Code are one and the same act. Corona is facing 12 counts of violation Sections 255 and 254. He is also facing six counts for each violation. Last February, Corona insisted before the Tax Court’s 2nd division that he should be arraigned only for violating Section 255, or failure to file income tax returns. He argued that both sections 255 and 254 constituted the same acts of tax evasion under the NIRC. But the Tax Court denied the bid and insisted he should be arraigned. Corona’s counsel filed a motion for reconsideration which was denied prompting them to ask a full court ruling on the matter. During Tuesday’s oral argument, the Tax Court justices grilled both Corona’s counsels and the lawyers from the Bureau of Internal Revenue (BIR). Rains from ‘Lando’ bring ‘beneficial’ effects to dams, says Pagasa

(MNS Photo) MANILA (Mabuhay) – The state weather bureau said that the continuous rains from Typhoon Lando (international name Koppu) have brought a “beneficial effect” to major dams in Luzon. “Typhoons are disastrous but to the dams, it is beneficial,” said Pagasa hydrologist Danilo Flores in a televised press briefing on Monday. In Angat Dam in Bulacan, which supplies most of Metro Manila’s water needs, the water level increased by 7.21 meters. From 194.60 meters, it increased to 201.81 meters in 28 hours. In Pantabangan Dam in Nueva Ecija, its water level of 195.18 meters increased to 200.37 meters. In Magat Dam, the water level increased from 191.97 meters to 193.83 meters. San Roque Dam’s water level increased from 276.36 meters to 278.14 meters. In Ambuklao Dam in Benguet, water rose from 749.27 meters to 751.35 meters. Both Ambuklao and Binga opened two gates, Flores said. Water from these dams will go to San Roque in Pangasinan, which is still far from its spilling level, he added.
