Lacson said Binay once asked him about his political plans and whether he would be open to joining forces. “During one of the Cabinet meetings we were seated together and he whispered to me: ‘Ano ang plano mo?’ Sabi ko: ‘Wala pa nga e.’ Sabi niya: ‘Magsama na lang tayo.’” “After that, I haven’t considered anything yet. Basta ang importante lang is to improve on my numbers, nandoon ang focus muna. I haven’t decided nga e. You cannot put the cart in front of the horse.” Asked if he is closed to the idea of running with Binay, Lacson said: “Not at all.” Lacson said he is still getting the public’s pulse on his possible bid for the presidency in 2016. The former senator ran for president in 2004 and placed third in the race with over 3 million votes, behind Fernando Poe Jnr and President Gloria Macapagal Arroyo. Ex-poll chief urges Comelec not to appeal SC ruling on PCOS repair deal

(Photo from left) Commission on Election (Comelec) Commissioner Arthur D. Lim, Comelec Executive Director Jose M. Tolentino Jr., and Smartmatic Program Manager Marlon Garcia, discuss the condition of some 82,000 Precinct Count Optical Scan (PCOS) machines (right) during the poll body’s “Walk Through” on Friday (March 20, 2015), held at the production area in Comelec Warehouse, Park Drive, Light Industrial Science Park 1, Barangay Diezmo, Cabuyao, Laguna. (MNS photo) MANILA (Mabuhay) – Instead of appealing the decision of the Supreme Court, former elections chairman Sixto Brillantes Jr. on Wednesday urged the poll body to look for another company that will repair the 81,000 Precinct Count Optical Scan (PCOS) machines that will be used in the 2016 polls. “I think the commission now should look for an alternative immediately instead of filing a motion for reconsideration,” Brillantes said. The SC on Tuesday voided the P300-million diagnostics and repair agreement between the Commission on Elections and Smartmatic-TIM, after it was questioned by the Automated Elections System and the Integrated Bar of the Philippines. In voiding the contract, the Supreme Court noted that the Comelec “failed to justify its resort to direct contracting,” according to court spokesman Theodore Te. Brillantes, who signed the agreement before he retired in February, said the Comelec can opt for alternative bidding or get a copy of the SC decision to check if the it gave any recommendation on how the poll body should proceed with the repair. “Kailangang i-repair talaga yung mga PCOS machines. Bongbong wants assurance Bangsamoro territory will remain part of PHL

Senator Ferdinand “Bongbong” Marcos Jr. is keen on including in the proposed Bangsamoro Basic Law a provision that would state that the Bangsamoro political entity will remain part of the national territory of the Philippines. He said the inclusion of such provision is needed to allay fears that the BBL will be used to separate the Bangsamoro entity from the country. “Kailangan nating ilagay dahil baka nangangamba na ito ay hakbang sa paghihiwalay ng Bangsamoro sa Pilipinas,” Marcos said in a phone interview with reporters Thursday. Marcos said the same provision is stated in Article III, Section 1 of the Organic Act, which created the Autonomous Region in Muslim Mindanao (ARMM). The provision states: “Integral Part of the Republic. – The Autonomous Region in Muslim Mindanao shall remain an integral and inseparable part of the national territory of the Republic as defined by the Constitution and existing laws.” Marcos, chairman of the committee on local government discussing BBL, said he asked the peace panel why such provision was not included in the draft BBL. He said the panel told him there is no need to because the Moro Islamic Liberation Front (MILF) has no plan of separating from the Philippines. “Ang sabi ng peace panel, hindi naman daw kailangan, hindi naman daw nila planong gawin kaya there is no need to put it. Parang wala naman daw tayong tiwala sa MILF sa kanilang pangako,” he said. “Sinasabi ko na kung yan ang balak nila, bakit hindi na lang natin ilagay. Read More …

Tony King family sells 70% stake in AG Finance

MANILA, Philippines–The owners of AG Finance Inc. are exiting the company they listed two years ago, days after announcing that its original microfinance business would be modified to include mining and smelting. AG Finance said in a stock exchange filing Wednesday its controlling shareholders, chair Tony King and his family, had agreed to sell their 70-percent stake to RYM Business Management Corp. No other details were provided. AG Finance fell 9.55 percent to P7.10 a share on Wednesday after posting sharp gains since the beginning of March this year. “We understand that the agreement is subject to closing conditions customary for share sale transactions, including the conduct of a tender offer to minority stockholders by the buyer,” AG Finance said in its filing. The move comes days after AG Finance announced that it had approved the change in its primary purpose from leasing and finance to that of a holding company. The company also approved to amend its secondary purpose to include “mining and smelting operations.” AG Finance in 2013 raised about P150 million in an IPO. The company provides microfinance and consumer loans mainly for overseas Filipinos. Part of the proceeds funded the company’s professional and skilled overseas Filipino worker loan portfolio expansion program. A portion was also used to repay outstanding loans with China Bank amounting to P37 million. The microfinance firm of Tony King was established in 2011 to provide short-term, unsecured credit facilities to permanent rank-and-file employees of reputable medium-sized companies in the Philippines. Binay to meet death row’s Veloso in prison

Philippines Vice President Jejomar Binay is planning to visit Mary Jane Veloso, a Filipina on Indonesia’s death row, on the sidelines of his visit to Indonesia this week to attend the 60th anniversary of the Asian-African Conference, a senior diplomat from the Philippines has said. Speaking to reporters on Monday, Jesus Domingo, the assistant secretary for the UN and international organizations at the Philippines Department of Foreign Affairs, said Vice President Binay was expecting to use his visit to look for opportunities to save Veloso from the firing squad. “We’ve requested the opportunity to visit her,” he said on the sidelines of the Asian-African Ministerial Meeting on Monday. “Our vice president is hoping for a chance to visit her and to speak with the relevant officials in the Indonesian government to see if there are any other legal remedies that can be tried to secure her a release or at least spare her from the death penalty.” Veloso, who was involved in trafficking 2.6 kilograms of heroin via Adi Sutjipto Airport in Yogyakarta in 2010, is one of a number of foreign nationals to be executed in the near future. The 30-year-old is currently waiting to be transferred from Wirogunan Penitentiary in Yogyakarta to the Nusakambangan prison island in Cilacap, Central Java, where she will face a firing squad alongside nine other convicts. Last month, Veloso filed for a second case review with the Sleman District Court after President Joko “Jokowi” Widodo rejected her clemency request. The Supreme Court later Read More …

The benchmark Philippine Stock Exchange index (PSEi) closed down 1.03 percent, or 81.62 points, to 7,865.27, or still within a trading range that analysts said the measure would trade at this week. The broader all-shares index was down 0.94 percent, or 42.69 points, to 4,494.17. Stock across the region were also in the red as stimulus efforts in China aimed at countering slowing growth failed to lure investors back into the market. In the Philippines, foreign investors were net sellers to the tune of P703.8 million Monday, data from the PSE showed. A total of 1.14 billion shares changed hands for P18.57 billion. The volume spike was mainly due to a block sale of about P9.97 billion worth of Rizal Commercial Banking Cop. shares. It closed Monday an investment deal allowing a unit of Cathay Financial Holding Co. Ltd. to take a 20-percent stake in RCBC at P64 a share. Miguel R. PNP: No official record yet on reported resignation of Espina

Interior Secretary Mar Roxas (center) receives the Board of Inquiry (BOI) report on the Mamasapano incident from Philippine National Police OIC Deputy Director General Leonardo Espina (right) and Director Benjamin Magalong, the BOI chairman, on Friday. The report was immediately made public. (MNS photo) MANILA (Mabuhay) – The Philippine National Police on Thursday said they have no official record yet of the reported resignation of General Leonardo Espina as the police force’s officer-in-charge. “Wala pang ganyan sa official records ng PNP,” police spokesperson Chief Superintendent Generoso Cerbo Jr. told  reporters early Thursday morning. A report on Wednesday claimed Espina tendered his resignation to President Benigno Aquino III last March, four months before his scheduled retirement. Cerbo denied the report’s allegation. “Kami ang unang makakaalam kung may pagbabago sa PNP,” Cerbo said, adding “Kung may changes diyan, isa ako sa unang makaaalam.” Moreover, Cerbo said, “Normally, kapag may resignation, it will be through channels… maraming pagdadaanan.” The PNP has no record yet of Espina’s resignation, supposedly submitted last March. Cerbo said, “Patuloy pa rin ang kanyang (Espina) pagtatrabaho, walang nabago.” Espina was even promoted, and effective last Tuesday he assumed as The Deputy Chief for Administration (TDCA), the second highest post in the agency, even as he remains the police force’s officer-in-charge, Cerbo added. “Na-promote pa siya, naging full-time TDCA pa siya… so wala tayong nakikitang basehan ang alegasyong ito,” he said.
