DAP like a hot potato

Once again, for the second time in less than eight months, the Supreme Court said that the scandalous P140-billion hot potato called DAP, the Disbursement Acceleration Program of the Aquino (Part II) administration, was unconstitutional. In other words, the program was simply illegal. The administration claimed that it used the DAP merely as an economic tool, and that the administration had nothing but good faith in its implementation. Despite the supposed economic benefits from the DAP, and no matter how spotless or righteous the intention of the saints who invented it, the fact remained that in dancing the DAP, somebody or some groups actually broke the law. According to reports, the SC also relented somewhat by saying that the SC also “recognized the encouraging effects of the DAP on the country’s economy and acknowledged its laudable purposes.” Well and good—the ultimate arbiter of the land of about 100 million people, perhaps thought that something illegal, which in the end could only mean something criminal, could bring about “encouraging effects” with its “laudable purposes.” What was it really now—a laudable act that should be encouraged because in the first place it was simply illegal? Truly, the new SC decision came only a few months after our leader Benigno Simeon (a.k.a. BS) went berserk with his personal launching of an aggressive attack against the SC. Better budget execution needed to achieve growth target – Moody’s

MANILA, Philippines – Moody’s Investors Service said Philippine economic growth this year may not reach the government’s “ambitious” goal without an enhanced budget implementation. The government’s ambitious growth target may be difficult to achieve in the absence of more effective budget execution,” Moody’s said in a report published yesterday. The domestic economy expanded by 6.1 percent last year, slower than the  7.2 percent growth in 2013 and short of the government’s 6.5 to 7.5 percent target. Following the surprise 6.9 percent growth in the last quarter of 2014, the government vowed to accelerate public spending, which has dragged down growth especially in the third quarter. The government hopes to grow the economy by seven to eight percent this year and the next. “While slower public spending weighed on overall real GDP (gross domestic product) growth in 2014, the private sector has maintained a relatively rapid pace of growth,” Moody’s said. PHL files two diplomatic protests over China’s harassment of Pinoy fishers

The Philippines on Wednesday lodged two diplomatic protests against China’s alleged harassment of Filipino fishermen off the Manila-claimed Scarborough Shoal in the South China Sea and its illegal harvest of endangered species in the same area. In a statement, the Department of Foreign Affairs said the diplomatic notes were handed to representatives of the Chinese Embassy in Manila. Citing a report from the Philippine Coast Guard, the DFA said three Philippine-flagged fishing vessels – F/V OG Barbie, F/V Ocean Glory 2, and F/V Ana Marie – “were intentionally rammed” by Chinese Coast Guard Vessel 3412 on January 29 at the shoal, “causing damage to the vessels and endangering the lives and safety of the Filipino fishermen on board.” The fresh incident shows the fragile situation in the South China Sea amid efforts from the Philippines and China to restore ties that have been marred by years-long territorial conflicts. Scarborough, located 124 nautical miles from Masinloc town in Zambales and 472 nautical miles from China’s nearest coastal province of Hainan, is called Huangyan Island by the Chinese. Manila and Beijing figured in a dangerous standoff in the area 2012. The stalemate temporarily ended when President Benigno Aquino III ordered Philippine vessels facing off with Chinese ships to withdraw due to bad weather. Marian Rivera happy with married life

Rival networks both claim top spot

RIVALS ABS-CBN Corp. and GMA Network Inc. both claimed to be ahead in television ratings last January, as each asserted their dominance in the coverage of important events like the visit of Pope Francis. The TV networks use different companies to track their performance. ABS-CBN, which uses Kantar Media, said it was still the “most watched” TV network with an average national audience share of 42 percent, against GMA’s 36 percent. Citing data from Nielsen TV Audience Measurement, GMA claimed it cornered 34.9 percent of the so-called national urban television audience measurement, which was higher than ABS-CBN’s 32.8 percent. Ranked third was TV5, with 11.2 percent, GMA said. According to ABS-CBN, it continues its lead in key territories such as Balance Luzon (all areas in Luzon outside Mega Manila) where it got an average total day audience share of 45 percent. In the Visayas, it received 56 percent, while in Mindanao, it got 48 percent. ABS-CBN’s Kantar data showed that GMA cornered 36 percent, 26 percent, and 31 percent, in the respective areas. ABS-CBN said it continued to hold sway in the primetime (6 p.m. to midnight) block, with an average audience share of 47 percent—higher than GMA’s 33 percent. The primetime block is the most important part of a broadcaster’s day when most Filipinos watch TV and advertisers put a larger chunk of their investment in to reach more consumers effectively. Maynilad keeps 100% compliance with drinking water standards

MANILA, Philippines – Maynilad Water Services Inc. said yesterday it has maintained 100-percent satisfactory compliance with the Philippine National Standards for Drinking Water (PNSDW) of the Department of Health (DOH) for the entire 2014. Since 2010, Maynilad has received a 100-percent satisfactory compliance rating for water quality in its concession area. Every month, water samples are taken from 965 different sampling points across Maynilad’s West Zone concession area — 26 more than what is required by the PNSDW. Samples are then taken to undergo strict bacteriological, physical and chemical examination to ensure that the water is safe for consumption. “It is our mission and responsibility to ensure that the water we deliver to our customer — from our source in Bulacan all the way to Cavite — complies with government safety standards. The more than eight million people in the West Zone can rest assured that the water we provide is safe to drink,” said Maynilad president and CEO Ricky P. Vargas. Davao inflation seen to drop to 3% in 2015

THE inflation rate in Davao Region is seen to go down to three percent this year brought about by the continuing reduction in the prices of gasoline, an official from National Economic and Development Authority (Neda)-Davao said Tuesday. In a press briefing at the Philippine Information Agency (PIA)-Davao office, Neda-Davao Director Maria Lourdes Lim said the oil price adjustments in the world market, which triggered local gas prices to go down, will favor mostly the importers who will pay less for the transport cost of goods. Last year, Davao Region noted 3.7 percent inflation rate, higher by .5 percentage point as compared to 3.2 percent registered in 2013. The region’s inflation rate has remained lower than 4.2 percent in 2014 recorded on a national level. “There are sectors that are favored, such as importers who will pay less, and (consumers who) can utilize more of (products and services) because of lower prices,” she said. Also, Lim sees the players engaged in the logistics to benefit from the reducing oil prices as well as the transport sector. In her presentation, the official reported that the region posted a total of US$1.768 billion worth of exports as of third quarter in 2014, as compared to US$1.535 billion in 2013.
