(Updated 5:28 p.m.) Justice Secretary Leila de Lima on Saturday said the Philippine National Police Board of Inquiry’s report on the Mamasapano clash had a “wrong premise” on President Benigno Aquino III’s involvement in the Mamasapano operation. “Comprehensive as the BOI Mamasapano Report wishes to be, it starts on the wrong premise insofar as the role of the President as commander-in-chief of the PNP is concerned,” De Lima said of the 130-page report. The BOI report, which was made public on Friday, pointed out that Aquino’s meeting with suspended PNP chief Director General Alan Purisima and Special Action Force commander Dir. Getulio Napeñas Jr. was against protocol. The BOI said “the act of dealing with Napeñas instead of OIC-PNP [Deputy Director General Leonardo] Espina bypassed the established PNP Chain of Command.” De Lima: PNoy not PNP commander-in-chief, but chief executive But de Lima pointed out that Aquino cannot be considered the commander-in-chief of the PNP, which is civilian in nature. “In relation to the PNP, the President is the Chief Executive, in the same way that he acts as the Chief Executive to all the civilian agencies of the Executive bureaucracy,” she continued. Pork scam whistleblower Merlina Suñas mentioned new names in the latest bail hearing for alleged mastermind Janet Lim Napoles at the Sandiganbayan, GMA’s “Saksi” reported Friday. According to the report, Suñas specifically said that Senators Vicente “Tito” Sotto III, Loren Legarda and Ferdinand “Bongbong” Marcos Jr. were also involved in the P10-billion Priority Development Assistance Fund scam. She also mentioned Cagayan de Oro Rep. Rufus Rodriguez and Abante Mindanao Party List Rep. Maximo Rodriguez as members of the lower house who were allegedly involved. Furthermore, she said that former Customs Commissioner Ruffy Biazon and his father Muntinlupa City Rep. Rodolfo Biazon, who are both memebrs of the administration Liberal Party, were also involved. Aside from this, Suñas also alleged the involvement of other members of the House of Representatives whom she only identified by their surnames; Estrella, Ortega, Umali, Cagas, Olano and Fuentebella. Girls Got Game [via Facebook] A roving summer sports camp designed for underprivileged girls in the Philippines is being offered by former athletes to give mind and body training to pre-teen girls as a way to help them rise out of their current economic difficulties. The Girls Got Game (GGG) PH camp runs for four consecutive days and is conducted in poor neighbourhoods around the country. GGG PH offers training in the team sports of basketball, football/soccer, and volleyball. The camp program consists of physical training with skills and drills, followed by friendly matches. Health authorities on Friday warned the public against buying a Vitamin E product that it found to be unregistered. The Food and Drug Administration issued Advisory 2015-007 advising against the use of “KIRKLAND Signature Vitamin E 400 I.U. Softgels.” “Upon determination by the Food and Drug Administration, the product is confirmed to be unregistered,” it said in its advisory dated Feb. 20. The advisory was posted on the FDA website on Friday. FDA OIC Nicolas Lutero III said food and drug regulation field officers have instructions to seize the product if found in the market. Lutero also asked local government units and law enforcement agencies to help ensure the product is not sold or offered for sale in their localities. Also, he warned drug establishments and outlets against the importation, distribution, or sale of any unregistered drug product. On the other hand, he advised consumers to look for the FDA Registration number on the product label. Senator Miriam Defensor Santiago reiterated Friday her appeal to her colleagues and the public to support her bills to instutionalize gender equality. Santiago, author of the Magna Carta of Women (Republic Act No. 9710) and co-author of the Reproductive Health Law (RA No. 10354), said some of her proposed legislation on women and gender equality remain at the committee level. “I have written the committee on women, family relations, and gender equality earlier this year to ask that it prioritize public hearings for my bills,” the senator said in a press statement One of the measures pending in the committee is the proposed Child Support Act (Senate Bill No. 403), which seeks to penalize any parent who refuses to support a child. “This will protect single parents, especially women, from being financially abandoned by the child’s other parent,” the senator said. She also filed the Safe Haven Bill (S.B. No. 2457), which caters to women unprepared or unfit for motherhood, while ensuring the safety of their babies. The bill seeks to allow women to turn over their newborns with government-assigned safe haven providers rather than haphazardly abandoning them. Another pending measure is the Battered Women’s Testimony Bill (S.B. No. 1558), which seeks to facilitate the use of expert testimonies in cases of women subjected to domestic violence. De Lima told reporters on Friday that she has yet to receive an official copy of the Philippine National Police’s probe results prepared by its Board of Inquiry “Talaga namang bibigyan kami ng copy, hopefully within the day, matanggap namin para ma-evaluate agad namin,” De Lima said. She added that if she gets her hands on the report by today (Friday), she will spend her weekend going over the report, which had already been posted online by the PNP earlier in the day. “I cannot be commenting on something I havent seen or havent read yet.
