Peace talks may have shaped AFP's actions during Mamasapano clash – Senate report

Benjie Castro The Senate report on the Mamasapno clash concluded that the ongoing peace process between the government and the Moro Islamic Liberation Front was one factor that influenced the actions of the Philippine Armed Forces during the January 25 “misencounter.” “The AFP, as a party to the cessation of hostilities with the MILF may have been constrained by the peace process, considered as the centerpiece of our current national security program,” an executive summary of the Senate report on the Mamasapano clash read.  The report also concluded that had the AFP  been more aggressive and had fired white phosphorous and high explosive artillery rounds earlier during the encounter, “it is possible that the battle might have ended sooner” and loss of lives would have been minimized. The report noted that it was late on January 25, at 5:48 p.m. 11 hours into the firefight, when the AFP first fired white phosphorous rounds, which was seen as crucial in driving away the opposing force that engaged the PNP Special Action Force (SAF) commandos. Lawmaker asks PNoy to convene natl security council to address Sino aggression

A party-list lawmaker has urged President Benigno Aquino III to convene the National Security Council immediately amid China’s creeping aggression in reclaiming areas in the West Philippine Sea. In a privilege speech Monday night, Magdalo party-list Rep. Ashley Acedillo sounded the alarm on China’s swift and silent reclamation activities in the disputed swath of waters, which he said present an “existential threat” to the country’s territory, sovereignty and economic well-being. Photos Acedillo obtained showed China’s reclamation and construction activities in territories within the West Philippine Sea have been continuous, with various reefs and islets being expanded humongous structures built on them. India backs peaceful resolution of sea row

MANILA, Philippines–India has assured the Philippines that it will promote the peaceful resolution of the South China Sea territorial and jurisdictional disputes after Manila called anew for the global community’s assistance in helping put a stop to China’s massive reclamation activities. India has its own territorial issues with China. The Department of Foreign Affairs (DFA) on Monday said Foreign Undersecretary Evan Garcia had made the appeal to the global community at the 17th Association of Southeast Asian Nations (Asean)-India Senior Officials’ Meeting in New Delhi, India, on Saturday. The DFA said recent developments in the South China Sea were discussed in the meeting, where Indian Minister of External Affairs Anti Wadha thanked the Philippines for providing India with this information. “Noting that an important dimension of the Asean-India strategic partnership is its increasing relevance to the political security of the region, Minister Wadha assured the Philippines that India will encourage the peaceful resolution of the dispute,” the DFA said in a statement. It said that during the meeting, Garcia also reiterated Manila’s call for the international committee to help press for a stop to massive reclamation activities in the South China Sea. The incident adds to growing a list of foreign nationals including Filipinos who were seized during the same group’s raids on oil fields south of Sirte in recent weeks. It was the first time that the Philippines came to the three-day expo with representatives from the government, academe and private sector. “We have a few companies like Sony outsourcing some of their artwork in the Philippines. We have Filipino contacts in Microsoft and other companies, based here and in Canada, who support this sector,” Dinsay reported. “We do a lot of artwork for them, some programming and tech support services. We sell a lot of art – background work, object design and detail work like face-rendering and constructs. (The government) is supporting it because it is one of the fastest growing industries and it has a lot of potential.” Game Developers Association of the Philippines President Alvin Juban. INQUIRER FILE PHOTO SENDAI, Japan—United Nations Secretary General Ban Ki-moon has vowed to “continue mobilizing the necessary resources” to make disaster risk reduction (DRR) everybody’s business in the Philippines and other disaster-prone countries. Responding to a question by the Inquirer in a press briefing at the 3rd World Conference on Disaster Risk Reduction (WCDRR) at the Sendai International Center in this northeastern Japanese city, Ban, however, admitted that “it would require some time” to make DRR a household word. Ban said raising public and institutional awareness on DRR was doable. “That is why I established the UN Office for Disaster Risk Reduction. We have been meeting regularly and launching many initiatives.” The agency, he noted, had initiated a “global campaign” which aims to enhance people’s awareness of DRR and its importance. “But frankly speaking, [some] government leaders have not given much attention [to the issue] as they have been doing so much on economic policies. But once it happens, then we will have to mobilize all the resources to DRR issues,” Ban said. PHL calls on int'l community to press to stop reclamation in South China Sea

The Philippines has called on the international community to press for a stop to massive reclamation activities in the South China Sea that could increase tension in the disputed area. According to the Department of Foreign Affairs, Undersecretary Evan Garcia said at the 17th ASEAN-India Senior Officials Meeting (SOM) held in New Delhi on March 14 that “such unbridled reclamation activity worsens an already sensitive geopolitical situation and raises the specter of increasing militarization.”  The DFA also said that Indian Minister of External Affairs Anil Wadha assured the Philippines “that India will encourage the peaceful resolution of the dispute.” On Thursday, the Philippines called on China to stop reclamation work in contested areas in the South China Sea, including in areas that Philippine officials say are within Manila’s territory. A latest surveillance photo of Burgos Reef (Gaven Reef), according to Philippine defense officials, showed that China has constructed a building as large as the Mall of Asia in Pasay City – Manila’s biggest shopping mall. “We are strongly opposed to the reclamation for several reasons because very clearly it is intended to change the status quo, the character and feature, including maritime entitlements, of features in the South China Sea,” Foreign Affairs spokesman Charles Jose told reporters then. — JDS, GMA News

Group calls on govt to pass law protecting children in natural disasters

In light of recent disasters, especially Typhoon Yolanda in 2013, a non-governmental organization urged the Philippine government to pass a law to protect children during calamities and other emergency situations. Save the Children country director Ned Olney said in a statement this week that Senate Bill 2446 or the proposed Children’s Emergency Relief and Protection Act will “mitigate the impact of disasters on education” through proper planning and investments. “The [proposed act] is asking for investments to make school facilities safer, setting limits on the use of classrooms as displacement centers and in preparing children and teachers for disasters,” Olney said. If passed into law, the bill will: 1) Enhance and institutionalize protection of children affected by natural disasters and calamities; 2) Provide Congress a strengthened oversight mandate to ensure child protection in disasters; and 3) Address policy gaps in current laws of importance to child welfare. “Disasters have a huge impact on education. However, it does not have to be that way. Proper planning can help us to mitigate the impact of disasters on education,” Olney added. The psychological distress that children suffer after disasters, which affects their ability to learm,  will also be addressed. The House of Representatives approved its version of the bill on third reading in January. House Speaker Feliciano Belmonte Jr. said in a press statement in February that it would pass through the Senate soon and will be signed into law by President Benigno Aquino III “in due time”.
