Infant among Australia suspect's sex abuse victims – NBI

An 18-month-old girl was among the children allegedly sexually abused by an Australian man arrested in the Philippines last month, government investigators said Monday. Law enforcement officials are now hunting people overseas who apparently paid 51-year-old Gerard Peter Scully for the footage of the children being sexually abused, Manila’s National Bureau of Investigation said. “It was a video shown on the Internet, (of him) allegedly torturing the child physically and sexually,” NBI regional chief Angelito Magno said, referring to the young girl. Magno, whose unit originally arrested Scully on February 20 in the southern Philippines, said the infant’s parents apparently knew about the abuse, adding that the government’s Social Welfare Office was now caring for the child and her parents. He declined to give more information on the infant. Scully fled from Australia to the Philippines to escape fraud charges in 2011. The NBI has said he set up his cybersex operations in the impoverished southern Philippines, using offers of food and money to lure children into having sex with him and then selling the footage on the Internet. He faces human trafficking charges and could get life in jail if convicted. He is also being investigated for the suspected murder of a girl of about 12 years, whom he allegedly strangled and then buried under his rented house, said Basset Sarit, the executive officer of the NBI’s anti-human trafficking unit. Key House members not keen on tax exemption for boxing champ Rep. Pacquiao

House Ways and Means committee chairman Marikina City Rep. Romero Quimbo, a lawyer, said the tax exemption eyed for Pacquiao will raise questions about fairness in the application of the law. Quimbo also said the tax exemption should instead be granted to policemen, soldiers and other ordinary workers who help maintain the peace and order in the country. “[While] we truly idolize Manny and laud his efforts for the country… there are other hardworking Filipinos, aside from athletes, who deserve more tax breaks than athletes. They are the soldiers and policemen who put their lives on the line. Unahin muna natin ang mga kawani ng gobyerno na makakuha ng tax break bago ang mga mayayaman,” Quimbo said. Jolo Revilla on Monday countered allegations that the local official tried to take his own life due to pressing personal and family problems. Lawyer Raymond Fortun, a spokesman for Revilla, denied that the vice governor tried to take his life because of his father Sen. Ramon Revilla Jr.’s detention on plunder charges. NGCP: Expect brownouts in Zamboanga City on Tuesday

A power interruption is expected in parts of Zamboanga City on Tuesday, March 3, the National Grid Corp. of the Philippines said Monday. In an advisory, the NGCP said the brief outage in areas serviced by the Zamboanga City Electric Cooperative would occur at 8 a.m. and 5 p.m. The NGCP said this was due to the preventive maintenance of the 50-megavolt Power Transformer No. 1 at the Zamboanga Substation. The maintenance efforts include the transfer of load from Zamboanga-Tumaga 69-kilovolt line to the Pitogo-Tumaga 69-kilovolt line. —Joel Locsin/NB, GMA News

MILF seeks justice for 18 fighters, 5 civilians killed in Mamasapano clash

MILF chief peace negotiator Mohagher Iqbal, in a statement, said justice should also be served the families of the 18 MILF combatants and five civilians slain during the encounter and not only government troopers. “Seeking justice should not be confined on the (fate of the) SAF 44, but should be extended to also include the orphans and widows of the 18 MILF fighters and five civilians killed in the Mamasapano incident,” Iqbal said. It was not clear as to how the MILF wanted justice served, but Iqbal hinted that everything would hinge on the third party country facilitator Malaysia and which has been aided by international observer-countries in the peace process between the Philippine government and the MILF. Davide, Jr., to the more than 500 attendees of the 20th biennial assembly of the Order of the Knights of Rizal (OKOR) at the convention hall of this city on February 19-22. A former OKOR Supreme Commander, Davide asked his fraternity brethren to go beyond the ceremonies and studying the works of the Philippine National Hero, Dr. Jose Rizal, and challenged them to serve the Philippines using the ideals of Rizal as their guide. If Manila junks peace, wages war vs. the MILF, these 7 will win

Without a doubt, the Mamasapano tragedy must lead to a reexamination of the laws, rules, guidelines that are still being worked out as part of the peace agreement with the MILF. But those pushing for all-out war with the rebels keep missing a key point: All- out war doesn’t work. It never has. It never will. Ferdinand Marcos tried it 40 year ago, and the Moro movement simply grew stronger, forcing the dictator to sign a peace agreement that eventually fell apart. Believing that wiping out the MILF would be as easy as mowing down the bad guys in his movies, Erap gave it a shot during his disastrous administration. The military did take over Camp Abubakar and Erap and his allies, in a supreme example of political cluelessness, brought lechon and beer to the camp to celebrate. But 15 years later, the MILF is still there, looking even stronger. There’s another point the warmongers keep ignoring: The Moros are rebelling because their people have been bullied, abused, robbed and humiliated for decades. We keep forgetting that. The fact that key MILF leaders are talking peace suggests there’s a meaningful segment of the Moro movement that really wants to end the war. Are all of them for peace? Clearly not, for many reasons. Palace: PNoy to keep consulting, meeting with Senate, House leaders on BBL

President Benigno Aquino III continues to consult and meet with the leaders of the Senate and the House of Representatives regarding the Bangsamoro Basic Law (BBL), a Malacañang official said Sunday. “Ang batid po natin ay patuloy ang kanyang konsultasyon at pakikipag-ugnayan sa mga lider ng Kongreso kabilang na ang mga lider ng Senado,” Communications Secretary Herminio Coloma Jr. said on dzRB Radyo ng Bayan on Sunday when asked if Aquino will also meet with senators to fast-track the passage of BBL. “Antabayanan lang po natin kung mayroon siyang ipatatawag na pagpupulong,” he said. The president met with House leaders and select lawmakers last week to discuss the BBL and the extent of his role in the Jan. 25 covert PNP-Special Action Force operation in Mamasapano, Maguindanao.
