East Timor resistance hero PM offers resignation

In this Sept. 25, 2014, file photo, East Timor Prime Minister Xanana Gusmao addresses the 69th session of the United Nations General Assembly at U.N. headquarters. East Timor independence hero Prime Minister Xanana Gusmao resigned as prime minister Friday, Feb. 6, 2015, stepping down ahead of an expected restructuring of the government next week. (AP Photo/Frank Franklin II, File) Dili, East Timor — East Timor resistance hero Xanana Gusmao has submitted his resignation as prime minister, the government said Friday, after more than a decade leading the half-island nation during the early years of its independence. The president must now decide whether to accept the resignation of the 68-year-old, who has served as either president or prime minister since East Timor became independent in 2002 following a long struggle against Indonesian occupation. The departure of the former guerrilla fighter would deprive East Timor of a unifying figure who has helped resolve numerous crises, but analysts say it is time for Gusmao to step aside to enable a transition to a new generation of leaders. Speculation had been mounting that Gusmao would step aside soon after he began talks with the president earlier this week about a major government overhaul, which is expected to be announced in the coming days. In a statement Friday, the government said that Gusmao “has sent his letter of resignation from the post of prime minister to the president”, Taur Matan Ruak. “It is now for the president of the republic to consider and respond to Read More …

How Apec member nations are stepping up fight against terror

Senior Officials of the 21-member countries of the Asia-Pacific Economic Cooperation pose for a formal picture during the opening of the First Senior Officials’ Meeting in Clark, Pampanga. Nestor Corrales/INQUIRER.net CLARK, Philippines— The 21 member economies of the Asia-Pacific Economic Cooperation (Apec) are bolstering their anti-terrorism defenses to ensure security and stability in the Asia-Pacific region. “Apec members are strengthening capacity in the Asia-Pacific region to fight terrorism and ensure the security of our people and our economies,” Oscar Valenzuela, chair of the Apec Counter-Terrorism Working group said in a statement. Valenzuela said coordination among member economies is underway as terrorism continues to elevate risks in the Asia-Pacific region. “We continue to see a rise in the spread of violent extremism worldwide,” he said. Valenzuela said the brutal death of two Japanese hostages by the Islamic State group signals an increased threat in the region. He said the new developments in technology and communications are posing new counter-terrorism challenges that put lives and livelihoods at risk, citing “it is critical to move swiftly to address these advances.” The Apec official pointed the importance of aligning government policies of member economies as well as with existing anti-money laundering and counter-terrorism regimes to clamp down the financing of terrorists. He said a stepped up cooperation “to boost relevant prosecutorial and law enforcement capacities in the region. According to him, discussion on travel-related aspects of increasing terrorist flows is also underway among Apec member economies. “The movement of terrorist recruits traveling to and from Read More …

Community groups help borrowers out of payday loan debt traps

Community advocates (from left): Rafael Morales,Wendy Ho, Gabriel de la Cruz and  Fahad Qurashi.  MOUNTAIN VIEW, California – Deadlier than a loan shark is the predatory payday lender. Both offer short term loans at extremely high interest rates, target the low income and keep them in a cycle of debt. But only the payday lender operates with varying degrees of legality, depending on which state they do business. Silicon Valley Community Foundation (SVCF) Economic Security Program Officer Rafael Morales said, “To give you a sense of this: there are more payday lenders in the US than there are McDonalds and there are more payday lenders than there are Starbucks. In California alone, the payday loan industry is about $3 billion a year.” Morales also said, “Until several years ago, the major banks were essentially funding a lot of these payday lenders. But most of the banks have gotten out of the payday lending business because of federal regulations.” Morales added that it grew out of the check-cashing model, and the SVCF didn’t tackle the issue until 2009. United Way Silicon Valley Advocacy & Public Policy Manager Wendy Ho, a Filipino-Chinese stated, “I think payday loans really came about in the 1990s with the downturn of the economy when people really started looking for quick cash fixes. Desperate times called for desperate measures to make ends meet.” Morales explained that some immigrants, not necessarily undocumented, bring their grave mistrust of banks when they come to the US and prefer to stash their Read More …

Hit rom-com ‘English Only, Please’ begins North America run

DALY CITY, California — “English Only, Please,” the romance comedy that bagged second place at the recent Metro Manila Film Fest, will start its North America run on February 20. Fresh from its successful showing in the Philippines, the movie proved to be a big winner for lead stars, Jennelyn Mercado and Derek Ramsay. A light-hearted  romantic comedy, “English Only, Please” combines the optimism, heartbreak and fuzzy warmth of newfound true love. It is best watched with friends and loved ones as the lines resonate with anyone who can identify with love, laughter and relationships. The charming rom-com tells of the bond that develops between Fil-Am Julian Parker (Ramsay) and Tere Madlansacay (Mercado), the Filipino interpreter he hires. The two come from different worlds but have one thing in common –- they are both brokenhearted. Julian comes to Manila from New York with only one goal: to perfectly recite the Filipino translation of his angry letter to his half-Pinay ex-girlfriend Megan (Isabel Oli), all with the help of the perky and feisty Tere, the Filipino-English tutor he hires online. Ramsay proves to be a perfect foil to the Jennylyn; both turn fine performances, fitting their characters to a T and acting very naturally. The awards the movie has received prove that “English Only, Please” is a refreshing and welcome change to the usual slapstick or horror films lately being shown at festivals. At the Metro Manila fest, it garnered 2nd Best Picture, Best Actor (Ramsay), Best Actress (Mercado), Best Director (Dan Villegas), Read More …

San Francisco PH Consulate welcomes new tourism attaché

SAN FRANCISCO — There’s a new face for the Department of Tourism’s (DOT) “It’s more fun in the Philippines” campaign in this city. The Philippine Consulate General here welcomed Purificacion Suanding-Molintas, a native of Baguio City, who arrived January 26 to take over the tourism attaché post previously held for nearly two decades by Rene de los Santos. Molintas was introduced to the local media over lunch at Patio Filipino in San Bruno. In an interview with Manila Mail, Molintas explained that De los Santos’ departure is “part of the reorganization the government is doing for the rationalization. I think all the government agencies are doing rationalization at hindi naiiba ang DOT [and the DOT is no different].” Though Molintas has been to San Francisco four times, this is her first overseas posting. She has a term of three years, which could be extended for up to six years. DOT has three offices in the US: SF, Los Angeles and New York City. The jurisdiction of SF includes the west of California, up north all the way to Canada, Alaska and a portion of the Midwest. “Although we have our own jurisdiction, we have to coordinate closely with each other since the flights are interrelated among these three cities,” Molintas said. DOT aims to bring in 10 million foreign tourists to the Philippines by the end of 2016. “We’re about 60 percent right now,” she said. “But of course there are international challenges, issues that we have to hurdle.” New Read More …

US funded SAF operations to get Marwan—source

Marwan. PHOTO FROM FBI.GOV ZAMBOANGA CITY, Philippines – Inside a beachfront resort here, several Americans planned the botched Jan. 25 operations in Mamasapano, Maguindanao, which killed Malaysian terrorist Zulkifli bin Hir, alias Marwan, but also left 44 police commandos, 18 rebels and four civilians dead. A Philippine Daily Inquirer source who refused to be identified due to security reasons said the Mamasapano operation was “fully funded by the US.” “The Americans, who have a secret facility inside the La Vista del Mar Resort, planned and funded the operation,” the source said. La Vista del Mar Resort, located in Barangay (village) Upper Calarian some six kilometers from the city’s downtown area, is owned by the family of first district Rep. Celso Lobregat. Lobregat denied knowing anything about the operations to get Marwan or accommodating American operatives to plan the secret operations in his hotel. “I do not know anything about it,” Lobregat, in a text message to the Inquirer Thursday afternoon, said. The source described the “facility” inside La Vista del Mar as having a blue gate and having been “occupied by the Americans and the biggest number of elite forces of the 84th Special Action Force Company.” According to Joel New, the barangay chair of San Jose Gusu and a former employee of the resort, the facility belongs to Special Action Force (SAF). “It’s a camp of the SAF and it is located beside the resort. They (SAF) do tactical operations training and swimming, including speedboat operations, there,” New said. Read More …
