Likewise, he added that PNP will establish Police Assistance Centers along major thoroughfares and highways for emergency road assistance as the police expects the “traditional exodus of city residents to the provinces.” The PNP also advised local police and barangay patrol groups to mobilize a “neighborhood watch group” to provide security to homes left by vacationing residents. PHL in top 10 in gender equality at work but gap may take 80 yrs to close worldwide

GENEVA – If you’re waiting for gender equality in the workplace, be prepared to wait a long time. While women are rapidly closing the gender gap with men in areas like health and education, inequality at work is not expected to be erased until 2095, according to a report published by the World Economic Forum (WEF) Tuesday. The Philippines, meanwhile, placed in the top 10 most gender-equal countries. The WEF, which each year gathers the global elite in the plush Swiss ski resort of Davos, said that the worldwide gender gap in the workplace had barely narrowed in the past nine years. Since 2006, when the WEF first began issuing its annual Global Gender Gap Reports, women have seen their access to economic participation and opportunity inch up to 60 percent of that of men’s, from 56 percent. “Based on this trajectory, with all else remaining equal, it will take 81 years for the world to close this gap completely,” the WEF said in a statement. The world would be better served to speed up the process, according to WEF founder and chief Klaus Schwab. “Achieving gender equality is obviously necessary for economic reasons. Only those economies who have full access to all their talent will remain competitive and will prosper,” he said. Some ‘far-reaching’ progress The report, which covered 142 countries, looked at how nations distribute access to healthcare, education, political participation and resources and opportunities between women and men. Almost all the countries had made progress towards closing Read More …

Gov't needs to re-engineer policies on hunger – Sen. Poe

Senator Grace Poe on Monday called for the comprehensive re-engineering of the government’s policies on hunger and malnutrition, given that at least 9.3 million Filipino families considered themselves as “food-poor” and 7.36 million children below the age of five were malnourished. Poe said in a privilege speech that despite the reported economic growth, hunger was evident not just in official statistics but in the streets. “This is a country where there is a fried or roasted chicken stand in every corner but the bestseller in the slums do not come in buckets but out of garbage cans – the pagpag double-fried chicken.” The senator said that while food was available, not everyone had the money to buy it. “Kung walang pang-extra rice, extra tulog na lang. Yes, sleep is the number one hunger coping mechanism in the land today. Hunger is a natural sleeping pill. Outside of slumber, others make do with ulam substitutes. The top five are soy sauce, the default viand of 23% of hungry Filipinos; followed,by bagoong, the replacement meal of 15%; tomato, salt and coffee,” Poe enumerated. Consequently, according to the senator, bad nutrition would retard motor development, stunt cognitive skills and as a result, those who weigh less, score lower in tests and learn less than their classmates. DepEd, DSWD programs Poe said that allocations in the P2.6 trillion 2015 national budget did not adequately address the malnutrition problem. According to Poe, In the next school year, the government through the Department of Education is Read More …

Prosecution panel rejects Pemberton motion to reduce charge to homicide

Laude sympathizers rally near Olongapo court. Sympathizers of slain transgender woman Jeffrey “Jennifer” Laude rally outside the Olongapo Hall of Justice on Monday, October 27, during the second day of the preliminary investigation on the case. Suspect US Marine Pfc. Joseph Scott Pemberton was again a no-show at the probe. Rouchelle Dinglasan Prosecutors on Monday rejected a motion filed by the camp of US Marine Pfc. Joseph Scott Pemberton seeking to reduce the murder complaint filed against him to homicide, saying it would be premature to do so. The 19-year-old US Marine is the suspect in killing transgender woman Jeffrey “Jennifer” Laude, who was found dead in a motel on Oct. 11. The motion was one of three filed by the defense, led by lawyer Rowena Garcia-Flores, during the preliminary investigation at the Olongapo Hall of Justice. The motions were for clarification of the murder complaint, declaration that there was no probable cause, and — in case the prosecution panel finds probable cause — the reduction of the charge to homicide. “Do not teach us what to do. We will base our resolution on the evidence that we’ve gathered,” Olongapo City Chief Prosecutor Emilie Fe Delos Santos said during the proceedings, which lasted less than an hour. All three motions were denied. Delos Santos explained that the evidence needs to be corroborated before the panel can decide if the complaint should be filed in court. Only then will the charge be determined, she said. “It is premature to determine if Read More …

Barring Sueselbeck from leaving PH upholds nation’s integrity – De Lima

Marc Sueselbeck AFP FILE PHOTO MANILA, Philippines – The government stopped the German boyfriend of slain transgender Jeffrey “Jennifer” Laude from leaving the country Sunday night to enforce the law and uphold the nation’s integrity, Justice Secretary Leila de Lima said on Monday. De Lima also said Marc Sueselbeck was stopped from leaving so he could face “undesirability” charges that the Bureau of Immigration had filed against him. The charges could lead to Sueselbeck’s deportation and being blacklisted in the Philippines, De Lima said. Sueselbeck missed his Malaysian Airlines flight Sunday night after immigration agents stopped him from boarding it and handed him a copy of a complaint brought against him by the Armed Forces of the Philippines (AFP). The military filed a complaint against Sueselbeck in the immigration bureau last week, accusing the German accountant of illegally entering an off-limits area in Camp Aguinaldo and assaulting a Filipino soldier. The trespassing and assault happened on Oct. 22 after the suspect in the killing of Laude, US Marine Pfc. Joseph Scott Pemberton, was transferred from the USS Peleliu, which was docked on Subic Bay, to the Joint US Military Assistance Group (Jusmag) compound in Camp Aguinaldo, the AFP headquarters in Quezon City. Demanding to see Pemberton, Sueselbeck and Laude’s sister Marilou climbed over the fence and leapt into the Jusmag compound, where the US Marine had been put in a makeshift detention cell–a 28-cubic-meter, air-conditioned freight container. When challenged, Sueselbeck shoved a Filipino guard but apologized later in talks with Read More …

Akbayan Rep. Bello files joint resolution seeking to terminate VFA

Akbayan party-list Rep. Walden Bello on Monday filed a joint resolution calling for the termination of the Visiting Forces Agreement (VFA) with the United States, claiming the US is using the treaty to evade accountability for the crimes its soldiers are implicated in. House Joint Resolution No. 19 cites as bases for the VFA’s termination the acts committed by US personnel on Philippine soil that are contrary to the 1987 Philippine Constitution, human rights standards, criminal statutes, and norms and standards concerning the protection and conservation of the environment. The proposed joint resolution also directs the Foreign Affairs Secretary to serve notice of the VFA’s termination to the US government. “This is a resolution whose time has come. We’re happy to be together with the office of Senator Miriam Defensor Santiago in filing this,” Bello told reporters after filing the proposal. Bello said the killing of transgender Jeffrey “Jennifer” Laude allegedly by a US Marine earlier this month is just the latest addition to the list of offenses committed by the US since the VFA was ratified in 1999. Private First Class Joseh Scott Pemberton is facing a murder complaint in connection with the killing of Laude on Oct. 11 in Olongapo City. At present, Pemberton is detained in Camp Aguinaldo. Other US violations In his resolution, Bello enumerated the other supposed violations the US military has reportedly committed in the span of 15 years the VFA has been in place: the 2005 Subic rape case, the USS Guardian’s destruction Read More …
