Solon wants sale, use of e-cigarettes regulated

A lawmaker wants to regulate the manufacture, distribution, sale, importation and use of electronic cigarettes, which has become popular among smokers trying to overcome their tobacco addiction. Parañaque City Rep. Eric Olivarez,author of House Bill 5093 or the proposed E-Cigarettes or Vape Regulation Act of 2014, said e-cigarettes cannot be considered completely risk-free because they are still a source of nicotine, a known addictive substance. “Although it may be safer than a cigarette or tobacco, because it does not produce real smoke as a very dangerous by-product of the latter, the long-term effects of vaping e-cigarettes are still not guaranteed to be completely safe,” he said in the bill’s explanatory note. Under Olivarez’s proposal, manufacturers of e-cigarettes will be required to put health warnings on the packaging of their products. The Department of Health (DOH) will prescribe the standard for the size and content for these labels. Apart from this, the DOH may also impose restrictions and regulations on the flavor, composition, advertising and promotion of e-cigarettes. The sale of e-cigarettes to minors will be prohibited regardless of who will use or consume the product. Even if e-cigarettes are marketed as a safer alternative to regular cigarettes, Olivarez said they can still induce substance dependence because they function as a nicotine delivery device. “E-cigarette delivers toxic chemicals and carcinogens into the lungs. Green cards for sale, but there’s catch

On Feb. 8, 2013, the US Securities and Exchange Commission (SEC) brought charges against a Chicago regional center for defrauding close to 300 foreign investors out of $156 million. This investment scam was sold to foreign investors as part of the United States Citizens and Immigration Services (USCIS) EB-5 Immigrant Investors Visa program. In exchange for investing in the regional center’s development of a hotel and convention center, foreign investors were promised US citizenship. In the end, none of the investors obtained a green card through the scam, but became parties of a legal battle against the regional center to recoup their losses. While the victims of the Chicago regional center recently recovered most of their investments with the help of the SEC, many foreign investors are not as fortunate. Therefore, the Chicago regional center’s scam should serve as a warning to all EB-5 foreign investors about the importance of vetting all projects and hiring competent legal counsel and accountants. What is EB-5? The EB-5 immigrant investor visa program was created by USCIS in the ’90s to provide immigrant investors a pathway to obtain US citizenship. The criteria for the investment is that the amount must be either $1 million or $500,000 “at risk” in a new commercial enterprise that creates 10 full-time jobs. In compliance with the order by the Pasay Court, “the MIAA is hereby suspending its implementation,” it said in a statement. The integration, based on Memorandum Circular No. 8, should have started November 1. But several overseas Filipino groups asked the court Tuesday to stop the order. Migrant Filipino workers are exempted from paying terminal fees and the integration order would nullify this benefit. Army official ordered relieved for the second time in a month

An Army official who has been ordered relieved from his post has been given a new position in the AFP Medical Center — only to be relieved again. Armed Forces chief Gen. Gregorio Pio Catapang has ordered the relief of Lt. Col. Florencio Ritchie Capulong from the center’s Technical Working Group, which supervises the implementation of certain projects. Capulong had been earlier sacked as disbursement officer of the AFP Medical Center for his involvement in an alleged anomalous procurement of medicines and medical supplies worth P80 million, but he was designated secretariat head of the TWG by acting AFP Medical Center chief Col. Benedicto Jovellanos. Jovellanos gave Capulong his new assignment on October 15, or a day after Capulong was sacked as disbursement officer. Asked if Jovellanos was aware that Capulong had been ordered relieved when he gave him the TWG assignment, AFP public affairs office chief Lt. Col. Harold Cabunoc said: “He knows but I don’t know the rationale [behind it).” “I don’t know the reason why he was given a job. I can only assume that it is due to his expertise that might be lost because he will be doing nothing, so that we can utilize his expertise for certain tasks,” he said. Trader Antonio Tiu yet to submit proof he owns Batangas property – Koko

Businessman Antonio Tiu has yet to submit to the Senate blue ribbon subcommittee the documents to prove his ownership of the farm estate in Rosario, Batangas which has been alleged to belong to Vice President Jejomar Binay, Senator Aquilino Pimentel III said Wednesday. “Hanggang ngayon wala pa rin. So bukas sa start ng hearing, magpapa-update tayo sa committee secretariat kung kumusta na ba yung written contract na nabanggit ni Mr. Antonio Tiu,” said Pimentel, who chairs the subcommittee. “Nag break pa kami nung Oct. 22 para tawagan nya yung opisina na ipadala sa Senate yung dokumento, natapos na yung hearing wala pa. Hanggang ngayon as of this afternoon wala pa,” he added. During last week’s hearing, Tiu was not able to produce the transfer certificate title of the property. He claimed paying P11 million as initial payment for the P446 million worth of property.  Former Makati Vice Mayor Ernesto Mercado had testified at the Senate that the Batangas property is owned by Binay. House panel approves fair competition, anti-trust bills

A national policy prohibiting agreements that discourage business competition and other unfair trade practices is closer to becoming a law after hurdling the House Appropriations committee. The committee chaired by Davao City Rep. Isidro Ungab on Tuesday approved the substitute bill to 11 proposals, one of which was House Bill 1133 authored by Speaker Feliciano Belmonte Jr. The National Competition Policy Bill, one of the Aquino administration’s priority legislative measures, is expected to pass in the run-up to the ASEAN economic integration next year, said Davao Del Norte Rep. Antonio Rafael del Rosario, one of the authors of the bills consolidated by the House panel. “We are hoping that by the end of this year, we will be able to spprove it, or hopefully between one month before our Christmas break,” Del Rosario said. The ASEAN integration will pave the way for the creation of an ASEAN Economic Community (AEC), a single market spanning the 10-nation bloc that includes Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam. ‘I’m excited’ to debate Trillanes, says VP Binay

Vice President Jejomar Binay on Wednesday said he is “excited” for the upcoming debate between him and vocal critic Senator Antonio Trillanes IV. “I’m excited. Dito the public will know who is saying the truth,” Binay told reporters in Camarines Sur. “Ako ho ang naghamon, wala hong atrasan ‘to kung ako ho ang tatanungin niyo. Basta’t magkakaharapan po tayo,” he said. “Nakikiusap ho ako doon sa mga nagsasabing hindi pa ako nagpapaliwanag. Tatlong beses na akong nagpapaliwanag, hanggang ngayon sinasabi pa hindi ako nagpapaliwanag.
