Issue over custody of US soldier may stall filing of murder rap in court—lawmaker

Kabataan Party-list Rep. Terry Ridon, who went to Olongapo to lead a preliminary probe, said on Wednesday, that Chief Insp. Gil Domingo, the commander of the police station handling the case, revealed to his group that the custody issue has slowed the criminal prosecution of the suspect. “The Olongapo police [are] actually adamant on beginning the inquest proceedings against Pemberton. Pope Francis urged to spend more time with ‘Yolanda’ survivors in pastoral visit

MANILA, Philippines—An official of the social action arm of the Catholic Bishops Conference of the Philippines (CBCP) is appealing to Pope Francis to spend more time with the people affected by Super Typhoon “Yolanda” (Haiyan) during his visit to the Philippines in 2015. “The intention of the Pope in coming here is really to meet the survivors of the disaster. If he really wants to do that, then I think one day is not enough,” said Fr. Edwin Gariguez, executive director of the CBCP-National Secretariat for Social Action Justice and Peace (CBCP-NASSA). “I’m just wondering why he would be spending only one day there (Leyte) and the rest of his stay will be spent in Manila. PH gov’t asked to end VFA if US refuses to hand over Pemberton

MANILA, Philippines—The Philippine government should consider terminating the Visiting Forces Agreement (VFA) if the United States were to refuse to hand over an American serviceman suspected of killing a Filipino transgender, activists said Wednesday. Co-accused in Enrile’s graft cases enter not guilty plea

Eight of the 13 individuals charged as co-accused of Senator Juan Ponce Enrile in the P10-B pork barrel scam on Monday pleaded not guilty to the graft charges filed against them by the Office of the Ombudsman. At their arraignment before the Third Division of the Sandiganbayan, the eight maintained that their signatures were just forged by pork barrel fund scam whistleblowers Benhur Luy, Marina Sula and Merlina Suñas. The accused who entered the “not guilty” plea were Eulogio Rodriguez, Evelyn De Leon, Jesus Castillo, Nitz Cabilao, Mylene Encarnacion, Renato Ornopia, Jocelyn Piorato and Dorilyn Fabian. Two other accused, Hernani Ditchon and Rodrigo Galay, meanwhile, were present but were not arraigned pending a motion for reconsideration that they recently filed urging the court to revise its September 29 ruling finding probable cause to proceed with the graft cases. Another accused, Laarni Uy who is based in Davao, failed to show up during the arraignment, but the court said she likewise filed a motion for reconsideration on the September 29 ruling. UST law dean suspends all members of two frats

University of Santo Tomas’ Faculty of Civil Law suspended all members of two fraternities from “all bar operations and other student activities” after the Supreme Court’s Office of the Bar Confidant complained of a confrontation between fraternity members while the bar exams were held last October 12. A second and similar incident was also reported the next day, October 13. According to The Varsitarian, the official student publication of the UST, Dean Nilo Divina suspended the members of the Gamma Delta Epsilon Fraternity and Aegis Juris Fraternity as a “precautionary measure to ensure the security of all reviewees and students of the faculty.” “Hindi ko na-witness, pero from accounts of students who were there, may sakitang naganap, not just yesterday but also [last] Sunday,” The Varsitarian’s Dayanara T. Ex-bids and Awards committee chair did not disclose ties with Hilmarc – Valenzuela City

The local government of Valenzuela City on Tuesday confirmed its former city administrator, Rogelio Peig, failed to disclose his ties with controversial contractor Hilmarcs Construction Corporation (HCC), amid allegations by Kabataan party-list Rep. Terry Ridon that Peig had conflict of interest as he also headed the city’s Bids and Awards Committee (BAC). “Atty. Peig did not disclose that he was connected with HCC. The city government acted as an employer in good faith when it hired Peig as the city administrator,” Valenzuela City government human resource head, Flory Villamar, said in a statement. Peig had testified in his capacity as HCC’s assistant vice president for legal affairs during the Senate Blue Ribbon committee’s investigation into the allegedly overpriced Makati City Hall Building II. The former Valenzuela City official, who said he has been HCC’s lawyer since 2001, told lawmakers during the hearing that the company had won the contract for the Makati building through a competitive bidding, not through a rigged and fixed bidding as alleged by Engr. Mario Hechanova, former head of Makati’s General Services Department and BAC vice chairman. Sen. Chiz Escudero warns of one-year prescription of criminal cases under VFA

Senator Francis “Chiz” Escudero on Tuesday called on the police and prosecutors involved in the case of the slain transgender woman in Olongapo City to “act fast lest the prescriptive period be breached.” The suspect in the case is a member of the US Marines, Private First Class Joseph Pemberton. Like other US troops involved in joint military exercises in the Philippines, he is covered by the Visiting Forces Agreement between the two countries. The VFA  provides for a one-year prescription for criminal cases involving US troops filed in Philippine courts. Escudero renewed his call for a review of Visiting Forces Agreement following the killing of a transgender woman allegedly by a member of the US Marines. “As before, I call on and urge the DFA (Department of Foreign Affairs) to revisit and seek the amendment of the VFA [as regards the] lopsided criminal jurisdiction provision,” Escudero said in a text message to reporters. Early Christmas present? Transport group wants jeepney fare rollback

A transport group said it wants to slash minimum jeepney fare from P8.50 to P8, noting the recent rollbacks in the prices of petroleum products, a report  on “24 Oras” said Tuesday. “Kung ito’y kinakailangan, alang-alang sa ating mga commuters, gagawin natin sa Pasang Masda at umaasa ako na gagawin din ito ng ating mga kasamahan sa transportasyon para sa isang maligayang Pasko ng ating mga kababayan,” Pasang Masda national president Obet Martin said. The group noted that when the jeepney fare was increased to P8.50 in June, diesel was priced P45 per liter. Now, diesel is only P37 per liter, or P8 less than the previous price. Pasang Masda has already informed the Land Transportation Franchising and Regulatory Board (LTFRB) about its plan. However, LTFRB chairman Winston Ginez said the group needs to file a formal petition and go through the proper process. “Bigyan natin ng pagkakataon naman ‘yung iba na magkaroon ng kanilang oppositions if they’re willing to do so,” Ginez said. To date, transport groups Alliance of Concerned Transport Operators (ACTO),  Federation of Jeepney Operators and Drivers Association of the Philippines (FEJODAP), and Liga ng Transportasyon at mga Operator sa Pilipinas (LTOP) are against Pasang Masda’s proposal. Slain transgender woman’s mom cries for justice

The mother of transgender woman Jeffrey Laude, also known as Jennifer, who was killed allegedly by a US serviceman in Olongapo City over the weekend, is crying out for justice, a report on 24 Oras showed.   “Ano ba ang naisip niya at bakit ganun ginawa niya sa anak ko? Ano’ng kasalanan? Naturingan siyang sundalo, siya dapat ang tumutulong sa naaapi,” Julita Laude said. She flew to Olongapo from Leyte Tuesday.  Julita last talked to the victim over the phone on October 8. The victim reportedly told Julita about plans to get married to a European boyfriend in December.  Investigation updates  Chief Superintendent Raul Petrasanta of the Central Luzon police told GMA News that cases against suspect Private First Class Joseph Pemberton might be filed on Wednesday. He said the police were only completing the documents and waiting for forensic test results from the PNP Crime Lab.  Olongapo City Mayor Rolen Paulino said there would be a direct filing of the case before the City’s Prosecutors’ Office.
