Dismissed Sandiganbayan Associate Justice Gregory Ong allegedly tried “influencing” Supreme Court justices while he was being investigated over his links with alleged pork barrel scam mastermind Jante Lim-Napoles, according to one of the magistrates. In his 38-page concurring opinion, Associate Justice Marvic Leonen said he received information that Ong tried negotiating with SC magistrates on how to deal with the complaint filed against him. The SC last week voted 8-5-2 to dismiss Ong from service for gross misconduct, dishonesty and impropriety. Leonen, who did not disclose where he got his information, said that over the course of the SC’s motu proprio probe on Ong, colleagues have pointed to the need for “compassion” over the case. “We are told that he has served long years as a judge and as a justice,” Leonen wrote. “We were even told that he attempted to informally circulate a letter through other colleagues in this court that he was willing to take an optional retirement should he be meted with any kind of suspension,” he added. While Ong was dismissed for gross misconduct, dishonesty and impropriety for fraternizing with Napoles, Leonen said Ong’s “audacity to try to influence” SC justices could have been another basis for his dismissal. “It shows that he has at least made attempts to communicate ex parte with members of this court outside the formal processes allowed by our rules,” Leonen said. “Ex parte communication sub rosa by one being investigated with any member of this court while we sit in Read More …
Instead of sounding the alarm bells, the opposition United Nationalist Alliance (UNA) on Monday expressed surprise that preference for Vice President Jejomar Binay as the next President slipped by only 10 percentage points despite the corruption-related controversies he was facing. “Given the very challenging and rough times that the Vice President faced in the past weeks, we expected a bigger decline—but the latest survey results are a surprise for us,” UNA interim president and Navotas Representative Tobias “Toby Tiangco said in a statement. Results of the latest Pulse Asia survey released earlier in the day showed significant drop in the number of Filipinos who were inclined to vote for Binay as their next President. Despite the decline, Binay, UNA’s presumptive standard-bearer remained as the top choice for the presidency, with a lead of 18 percentage points over second placer Interior Secretary Manuel Roxas II. Roxas is said to be the sole choice of the ruling Liberal Party to run as President in 2016. Tiangco said the survey results showed the public remained confident Binay was capable of solving the country’s problems. “The latest figures will only motivate the Vice President to improve the bar of public service, and no amount of smear and slander can shake him,” the opposition stalwart said, adding the public was aware the allegations against the Vice President were part of a ploy by administration allies to drag him down. Binay and members of his family have been accused of benefiting from the alleged overpricing of Read More …

AP file photo MANILA, Philippines — The Philippines has assigned a thousand-strong force of its United Nations peacekeepers to help guard Pope Francis when he visits Asia’s main Catholic outpost next January, the military said Sunday. The papal security force will include more than 300 soldiers who were withdrawn from the UN-administered Golan Heights buffer zone after the unit fought off an attack by Syrian rebels last month. “We believe that their exposure and experience in peacekeeping operations in Syria will be beneficial towards the successful security of Pope Francis’s papal visit to the Philippines,” said a statement quoting military chief General Gregorio Catapang. Two battalions of Filipino UN peacekeepers, including those withdrawn from the Golan Heights as well as those who had been training to replace them, will join a police-led security detail for the pope, he added. A Filipino battalion comprises about 500 soldiers. The Philippines earlier announced it would not replace its Golan Heights troops due to the worsening security there. The local Catholic church leadership said Pope Francis will be in the Philippines from January 15-19 and will visit the survivors of Super Typhoon “Yolanda” (Haiyan), which left about 7,300 people dead across the central Philippines in November last year. Philippine politicians have said Filipino Islamic militants, some of who have pledged allegiance to the Islamic State jihadists fighting in Iraq and Syria, could pose a threat during the papal visit. Pope Francis giving the Philippines a merciful and compassionate embrace is the theme of the official logo of the Holy Father’s upcoming visit to the country in January. The logo features arms around a yellow circle representing the Philippines, the Papal Visit’s official website PapalVisit.ph said. “The current Pope is well known for expressing his love and care for people by spontaneously hugging and kissing them. The red and blue circles or arms therefore symbolize the Pope’s Merciful and Compassionate Embrace, and by extension, Christ’s loving embrace. The Pope now comes to the Philippines to embrace us with his arms of love,” it said. But it added the logo’s blue, red and yellow colors symbolize the Philippines and the Filipino people. These are also the colors of the Philippine flag. More importantly, the PapalVisit.ph site said the Pope’s visit is “in solidarity with the victims of recent calamities.” It also said the blue and red circles appear like ripples coming from the Cross in the inner circle. “We pray that the Papal visit will indeed create ripples of compassion and mercy throughout the Filipino nation and beyond January 2015,” it said. Pope Francis is due to visit the Philippines Jan. 15 to 19, and is expected to visit areas hit by recent calamities, including those devastated by Typhoon Yolanda (Haiyan). HAIKOU CITY, China – A Chinese think tank believes the Enhanced Defense Cooperation Agreement between the Philippines and the US furthers American interests and not regional stability. The state-run National Institute for South China Sea Studies said on Wednesday that China is “not happy” about the agreement that Defense Secretary Voltaire Gazmin and US Ambassador Philip Goldberg signed in time for US President Barack Obama’s visit to Manila in April. The agreement, which has been questioned at the Supreme Court, allows the increased rotational presence of US troops in the Philippines as well as limited access to Philippine military facilities, has been touted as a way to upgrade the Armed Forces of the Philippines and to bring stability to the area. But Wu Shicun, president of the NISCSS, told Filipino reporters in Haikou on Wednesday that the agreement opens the door for US “intervention”. He said the agreement was signed because the “US would like to come back to major bases like Clark and Subic Bay to contend with China.” Parties to the agreement have yet to determine which Philippine military installations will be opened up to US forces but activist groups in the Philippines have said the EDCA gives the US a free hand over Philippine territory. The US has raised concerns over freedom of navigation in the South China Sea, which contains major sea and air routes. But Wu said the US is “using freedom of navigation as an excuse to interfere in the South China Sea” and Read More …
A US Navy support vessel with some 500 sailors – 40 of whom are Filipino-American – is making a routine port call to Subic this week, the US Embassy in Manila said late Thursday. In a news release, the embassy said the USS Frank Cable (AS 40) was to arrive in Subic Bay Thursday in a routine call highlights the strong Philippine-US partnership. “This visit will allow the ship to replenish supplies and give the crew an opportunity for rest and relaxation. While in Subic Bay, the sailors of USS Frank Cable are eager to enjoy Olongapo City and strengthen their understanding of a country with deep historical ties to the United States and the U.S. Navy,” it said. According to the embassy, the USS Frank Cable provides repairs and support to submarines. It was named after Frank Taylor Cable (1863-1945), an early pioneer in submarine development for the US Navy. With its home port in Apra Harbor in Guam, the USS Frank Cable is part of the US Pacific Fleet. It is commanded by Capt. Mark Benjamin. USS Frank Cable was built by Lockheed Shipbuilding and Construction Company in Seattle, and was christened on January 14, 1978. It was commissioned on February 5, 1980, and was designed to tend the nuclear-powered Los Angeles-class attack submarines. From 1980 to 1996, it was the repair ship for Submarine Squadrons FOUR and EIGHTEEN in Charleston, South Carolina, tending Sturgeon-class attack submarines and Benjamin Franklin-class ballistic missile submarines. Ang sabi nga po natin sa kanila: Kung naghahanap kayo ng paglalagyan ng inyong puhunan, bakit hindi kayo sa amin pumunta, upang makasama nating pakinabangan ang bunga ng pag-unlad?” Aquino said in his arrival statement at the Ninoy Aquino International Airport late Thursday evening. The president said his administration is wooing Volkswagen to build its “global manufacturing hub” in the Philippines. “Ang Volkswagen din po, halimbawa, inengganyo nating dito magtayo ng kanilang global manufacturing hub; malaking bentahe ang lumalaki nating middle class, pati na rin ang maganda nating lokasyon at ang husay ng ating manggagawa, at ipagpapatuloy po natin ang pang-eengganyo sa kanila,” Aquino said. MANILA, Philippines – The late novelist E.K. Tiempo liked to tell his students at Silliman the story of how, newly arrived in Dumaguete from the US with a PhD in English and fellowships from Rockefeller and Guggenheim, he was invited to speak at a church service by a smallish fundamentalist congregation (so I assume but it may have been actually a large one) and, at the end of his talk, heard this comment from the pastor: “Let us pray that our guest speaker will be forgiven for the irreverent thing that he has said to us this morning.” It may have been more strongly worded and memory won’t be held back – …for the blasphemy that he has said to us this morning. Dr. Tiempo said the story of Adam and Eve was myth not history. This was in the late Fifties – over half a century ago. It was the time of Sputnik, the beginning of the awesome thing called space exploration. Dr. Tiempo’s anecdote seems to be a homespun, hometown echo, of a Hollywood movie hit: Inherit the Wind, a frankly theatrical popularization of the debate, continuing to this day, between Evolution and Creationism. Ah! but the problem with fundamentalists and literalists and historicists on both sides is that they don’t give revelation a chance. Or even just imagination. Imagine there’s a heaven! Yes, why not ‘there’s a heaven’ instead? I thought the Beatles were saying yea not nay. A talking serpent. That’s got to be myth. Metaphor, Read More …
