Asia arms up to counter growing Chinese might

Several Asian nations are arming up, their wary eyes fixed squarely on one country: a resurgent China that’s boldly asserting its territorial claims all along the East Asian coast. The scramble to spend more defense dollars comes amid spats with China over contested reefs and waters. Other Asian countries such as India and South Korea are quickly modernizing their forces, although their disputes with China have stayed largely at the diplomatic level. AP Asian countries now account for about half of the world’s arms imports. China’s goal is to dislodge the US as the dominant power in the Pacific, says a geopolitical analyst Compared to Vietnam and Japan, the Philippines is lagging behind. 60 maps debunk China’s ‘historical claim’ on South China Sea

By Matikas Santos |INQUIRER.net 5:46 pm | Thursday, September 11th, 2014 SC Senior Associate Justice Antonio Carpio shows an ancient map that depicts the Scarborough Shoal as part of the Philippines to Foreign Affairs Secretary Albert del Rosario, Justice Secretary Leila de Lima, and Defense Secretary Voltaire Gazmin. MATIKAS SANTOS/INQUIRER.net MANILA, Philippines – An exhibit of 60 ancient maps presented Thursday showed that China has never had “historical ownership” of Scarborough Shoal, one of the many maritime features in the disputed West Philippine Sea. The maps were published based on the previous lecture of Supreme Court Senior Associate Justice Antonio Carpio debunking China’s claims of “indisputable sovereignty” over the entire South China Sea. “This exhibit provides a compelling argument against China’s ‘indisputable claim’ on the South China Sea,” Foreign Affairs Secretary Albert del Rosario said in his opening remarks. He said that the maps corroborate the fact that Scarborough, also known as Bajo de Masinloc or Panatag shoal, has never been a part of Chinese territory and has always been part of the Philippines. Carpio said in his keynote speech that he hopes these maps, the oldest of which date back to 1136 under China’s Nan Song Dynasty, would show to the world the true historical facts of the disputes in the South China Sea. All maps, whether published by China or other countries, consistently show that China’s southernmost province in Hainan island does not claim any other maritime features, such as the Spratly Islands and Scarborough. PNP slams acquittal of 3 Chinese drug suspects

By Julliane Love de Jesus |I‎NQUIRER.net 4:49 pm | Thursday, September 11th, 2014 INQUIRER.net FILE PHOTO MANILA, Philippines—The anti-illegal drugs unit of the Philippine National Police (PNP) condemned the decision of an Angeles City, Pampanga court acquitting three accused Chinese drug ring members, saying the ruling was “flimsy and whimsical.” ‎Judge Omar Viola, of the Angeles City Regional Trial Court, ordered the acquittal of Yang Pei Zi, Yang Liang Zao, and Yang Hong Liang, all from Fujian, China, who were caught operating a shabu  (metamphetamine hydrochloride) laboratory in 2008. The suspected drug manufacturers allegedly operated the drug den on Ohio Street, Villason Subdivision in Barangay (village) Anunas in Angeles City. The PNP anti-illegal drugs special operations task force (PNP AIDSOTF) said they were “disappointed and disgusted” with the court’s order, adding it was a “big blow” on  government’s drive to curb illegal drugs use‎. PNP AIDSOTF’s spokesperson Chief Inspector Roque Merdegia Jr. said the ruling  cited the absence of a representative from the court, the Court Sheriff, during the police’s search in 2008. However, Merdegia said Judge Viola’s decision was “flimsy and whimsical.” “The three Chinese nationals were hardcore members of a big drug syndicate operating in the Southeast Asia and the Philippines. The acquittal is a big blow on the government’s campaign against illegal drugs,” he said. In January, Merdegia recalled that an informant, who was the same person who tipped off the drug den’s location to the police, disclosed that the Chinese syndicate ‎was working on the release Read More …

Executive Secretary Ochoa defends Palace's new definition of savings

Executive Secretary Paquito Ochoa on Monday defended before members of Congress Malacañang’s redefinition of savings in the proposed 2015 national budget, saying the executive crafted the new meaning in good faith. “Insofar as the executive is concerned, the [new definition of savings] was proposed in good faith, believing that we are correct and we do not violate any provisions of the Constitution,” Ochoa told lawmakers at the budget briefing of the Office of the President Monday night. Last July, the Supreme Court voted unanimously to strike down as unconstitutional specific acts of the Aquino government’s Disbursement Acceleration Program (DAP). One of the DAP acts that was declared unconstitutional was the withdrawal of unobligated allotments from the implementing agencies, and the declaration of the withdrawn unobligated allotments and unreleased appropriations as savings prior to the end of the fiscal year and without complying with the statutory definition of savings contained in the General Appropriations Act; Following the SC’s adverse decision on the DAP, the Palace changed the definition of savings in the proposed 2015 national budget to mean  portions of allocations that “have not been released or obligated” due to “discontinuance or abandonment of a program, activity or project for justifiable causes, at any time during the validity of the appropriations.” The General Appropriations Acts from 2011 to 2013, when the DAP was implemented, defined savings as funds that are “still available after the completion, or final discontinuance, or abandonment of the work, activity or purpose for which the appropriation is Read More …

US-PHL forces to begin military exercises near West PHL Sea

Around 2,700 United States and Philippine armed forces members are set to begin naval exercises later this month in Palawan and Zambales. Philippine Navy Public Affairs Office Chief Lt. Cmdr. Marineth Domingo said on Tuesday that the Philippine Bilateral Exercise (Phiblex) would run from September 29 to October 10. “The exercise aims to advance the Philippines and US military to military relationship, build combined capacity for command and control, combined arms, amphibious operations, mechanized operations, special operations and logistics support operations,” Domingo explained. She added that Phiblex was for training purposes only and had nothing to do with China’s claims over disputed territories in the West Philippines Sea. In Palawan, the two forces will hold amphibious training operations, military exchanges on tactical warfare simulations, maritime security planning and command post exercises. Meanwhile, training on mechanized assault operations will be held in Zambales. Humanitarian activities, the construction of school buildings and medical missions, are also scheduled during Phiblex. — Andrei Medina/DVM, GMA News

Ombudsman dismisses CHR commissioner Quisumbing

The Office of the Ombudsman has meted the penalty of dismissal on Commission on Human Rights Commissioner Cecilia Rachel “Coco” Quisumbing after she was found guilty of violating the country’s code of conduct and ethical standards for government officials and employees. In a 23-page resolution signed by prosecutor Jasmine Ann B. Gapatan and approved by Ombudsman Conchita Carpio Morales on August 28, the Ombudsman also recommended the filing of a charge for direct bribery against Quisumbing before the anti-graft court Sandiganbayan.  “[Quisumbing is] found guilty of violation of Section Seven of RA 6713 and grave misconduct and meted the penalty of dismissal from the service, including all its accessory penalties of cancellation of eligibility, forfeiture of retirement benefits and perpetual disqualification for re-employment in the government service,” the resolution said.  The Philippine Alliance of Human Rights Advocates provided GMA News Online with a copy of the Ombudsman’s resolution. The charges stemmed from a complaint filed by Quisumbing’s former staff member Regina Eugenio. Eugenio alleged that Quisimbing had her promoted but kept the additional salary intended for her new salary grade, an offense that the Ombudsman deemed punishable by dismissal. “For her act of soliciting and receiving money—in this case Eugenio’s Salary differential—in the course of her official duties, this Office finds probable cause to indict respondent for Direct Bribery under Article 210 of the Revised Penal Code,” the decision said. The commissioner was earlier suspended by the Ombudsman on the same charges.  Quisumbing has claimed that all charges against her Read More …

‘Call center savvy PHL should have a reliable police hotline’

Senator Grace Poe has filed a resolution urging the Philippine National Police to operate “an improved 24/7 dedicated direct national emergency hotline similar to the successful 911 system in the US to address crime situations and provide assistance for citizens’ predicaments and other peace and order issues.” In her resolution, Poe, the chair of the Senate Committee on Public Order and Dangerous Drugs, said recent increases in crime volume indicated the need for the hotline in addressing crimes across the country. “We’re supposedly one of the best BPO countries in the world, with the most reliable call center agents, can’t we have a national 911 system? Wherever you are in the Philippines, you can call and they can determine your location and they can send somebody. This is an investment,” she said. She said current Hotline 117 did not work in all places. Poe cited the report of the PNP Directorate for Investigation and Detective Management that there was an increase in total crime volume in the first five months of 2014 compared to the same period in 2013 or from 245,347 last year to 289,198 this year.” She said the PNP’s crime statistics showed that there was also a noticeable spike in crime volume between 2008 and 2009, and again between 2012 and 2013. In the last case, the crime volume in 2013 was reported at 631,406, around triple the volume in the year before, at 217,812. More than 1/4 of crimes reported between January and May 2014 happened Read More …

Erice shelves plan to pursue political provisions in Cha-cha

Caloocan City Rep. Edgar Erice has shelved his plans to introduce amendments to the Constitution allowing an incumbent President to seek reelection. In a privilege speech Tuesday, Erice said House Speaker Feliciano Belmonte Jr. had asked him to withdraw the bill he is planning to file so that the chamber could focus on deliberations on the pending resolution to amend only the economic provisions in the Constitution. “Nais kong linawin na ako’y sang-ayon sa payo ni Speaker Belmonte na huwag ko pong isabay sa pagtalakay sa House Resolution 1 na patungkol sa economic provisions ang aking panukala tungkol sa political provisions ng Konstitusyon,” the lawmaker said. The Liberal Party stalwart earlier said he will file a bill to amend the political provisions of the Constitution to enable the President to run for a second term. The measure eyed by Erice will enable the head of state to serve for two consecutive four-year terms if he or she is reelected. Erice had said he was “tempted” with the idea of amending the Constitution to allow President Benigno Aquino III to run for office again. No surprises Belmonte’s Resolution of Both Houses No. 1 (RBH 1), meanwhile, seeks to amend the following articles of the Constitution: Article II or the Declaration of State Principles and Policies, Article XII on National Economy and Patrimony, and Article XVI which contains sections on foreign ownership. The Speaker inserted the phrase “unless otherwise provided by law” in his proposal to indicate that the current restrictions will Read More …
