California’s health safety net stressed despite Obamacare

INQUIRER.net US Bureau 5:47 am | Wednesday, August 20th, 2014 CALIFORNIA REPORT BERKELEY, California – While the Affordable Care Act or Obamacare has helped millions of Californians gain health insurance, millions more remain uninsured and dependent on a safety net system that is inadequately funded and difficult to navigate, a new report by a policy think tank argues. The Greenlining Institute interviewed staff from safety net providers, foundations that support health work and a policy nonprofit. The report is titled “Voices from the Front Lines: California’s Remaining Uninsured and the Safety Net.” “Even after the Affordable Care Act is fully implemented, millions of Californians will remain uninsured,” said Greenlining Institute Health Policy Director Carla Saporta. “Right now these Californians face a safety net system that’s complex, fragmented and underfunded and ultimately that hurts us all.” While a significant number of the uninsured are undocumented, many are not. Interviewees repeatedly expressed concern about funding levels and the difficulty of accessing care – particularly for families of mixed immigration status, who must navigate a minefield of complex rules and differing eligibility requirements. “If you don’t insure every single person, the system is not going to work,” one safety net provider commented. “It’s going to be pieces falling apart.” Greenlining’s report concludes with a series of policy recommendations, including passage of SB 1005 (Lara), which would extend private insurance and Medi-Cal so that coverage is available to all Californians. Govt performance, not PNoy's image, still top priority – Palace

Malacañang on Tuesday said the administration’s priority is still improving the government’s performance and not enhancing President Benigno Aquino III’s image. During a press briefing, Communications Secretary Herminio Coloma Jr. said any effort to build a positive image of the administration will not work if the government will not do its job. “Kinakailangan mauna ‘yung performance. Wala naman pong mahihita sa pagpapalabok o sa pagpapaganda kung ang produkto ay may diperensiya,” Coloma explained. The Palace’s explanation came after broadsheet The Manila Standard Today reported that Malacañang had hired a foreign strategist to rebuild Aquino’s image, which, according to recent polls, was on a downswing. Last week, a Social Weather Stations survey found that more Filipinos became dissatisfied with the Aquino administration in the second quarter of 2014. The same poll showed that the President’s satisfaction ratings dropped to a moderate +25, the lowest since he took office in 2010., Similarly, results of a Pulse Asia poll released last month showed a significant drop in Aquino’s approval and trust ratings. Coloma said he had no information on a massive public relations campaign for Aquino, but maintained his office was doing its best to communite the administration’s gains to the public. “Sa araw-araw sinisikap ng aming tanggapan na maihatid ang makatotohanan at tamang impormasyon na makatutulong sa mga mamamayan hinggil sa pagpapabuti ng kanilang kabuhayan,” the communications secretary said. — DVM, GMA News

Lone winner takes P16-M jackpot in Super Lotto

A lotto bettor won P16 million in the Philippine Charity Sweepstakes Office’s Super Lotto 6/49 draw Tuesday night. The PCSO said the winner got the combination of 47-32-09-43-19-20 to win the jackpot. On Sunday night, a lotto bettor won P16 million in the Super Lotto 6/49 draw. Last May 22, a lone Super Lotto 6/49 bettor won P98,612,308 with the combination of 31-35-04-06-30-03. On April 7, a lone bettor hit the jackpot of the PCSO’s Grand Lotto, getting the combination of 39-21-42-28-05-27 to win P249,841,572. Head of Project NOAH envies Mario Maurer

The head of one of the country’s disaster warning systems said one of the fastest ways through which warnings could be disseminated was the social media. Project NOAH director Dr. Mahar Lagmay, however, said that if information shared through social media went unnoticed by the public, efforts of the government will be put to waste. “It’s not all about science and technology, kahit gaanong ganda nito, kapag hindi ito inembrace ng taong bayan, magiging balewala ito,” Lagmay said in a speech at the Polytechnic University of the Philippines in Manila. Lagmay recalled sharing information on Twitter about an impending storm in Mindanao. He, however, only received 15 retweets. “Mario Maurer tweeted at the same time I did, and he immediately gets 600 + retweets, and all he said was ‘good afternoon po’,” he added. Lagmay said they are now coordinating with many specialists, including some psychologists, “para mahuli ang kiliti ng mga tao.” He also urged the public to be more vigilant in sharing information that may save many lives. Lagmay explained that Project NOAH or the Nationwide Operational Assessment of Hazard was an inter-agency collaboration “to promote and integrate advanced science and technology to enhance disaster management and prevention capacity of the Philippine government.” —Amanda Fernandez/NB, GMA News

NBI wants to get notebook of bribed persons in Maguindanao massacre case

The National Bureau of Investigaiton (NBI) wants to get its hands on the notebook, which supposedly contains a list of individuals that the Ampatuans allegedly bribed in connection with the Maguindanao massacre case. In a report from GMA’s “24-Oras” on Tuesday, NBI Chief Atty. Virgilio Mendez said the bureau could check whether the allegations have basis based on the notebook’s contents. “This notebook contains the list of those alleged recipients of the bribe money. Dito natin makikita kung talagang meron bang pinagbasehan yung mga sinasabi,” Mendez said. Witness Jerramy Joson earlier showed the notebook to the media.  The notebook contains names and contact numbers of individuals involved in the Ampatuan massacre case, with corresponding amounts of money beside the names. According to the report, the NBI recently investigated members of the prosecution regarding the bribery attempt. Among them was Senior Deputy State Prosecutor Richard Fadullon who denied the allegations. “Kung hindi lalahad at lalantad yung tao na yun, we should not even dignify answering any accusations about the notebook,” Fadullon said. Fadullon’s name was purportedly said to be in the notebook revealed by Joson. Also implicated in the notebook was Justice Undersecretary Francisco Baraan III, who denied the allegations. “Hihingin ko sa Ombudsman na agad akong bigyan ng subpoena at ng complaint ng babaeng ito para masagot ko na ang kaniyang mga allegasyon,” Francisco said. Palparan disappointed by order to keep him in Bulacan jail

Retired Maj. Gen. Jovito Palparan expressed his disappointment with a court’s decision to keep him in the Bulacan Provincial Jail. In an exclusive interview with GMA News on “24 Oras” Tuesday, Palparan said that the Malolos City Regional Trial Court’s decision was rushed. He also insisted that the court did not listen to him and ignored the threats to his life. Palparan’s lawyer Narzal Mallares also called for his client to be transferred, saying the retired general deserves better jail conditions. He suggested that Palparan should be detained at a military facility or at the Philippine National Police detention center. The former general also had something to say about Justice Secretary Leila de Lima. “Talagang she really meant to put me in jail. It’s a good accomplishment for her. Mahaba pa ambisyon ni Secretary eh,” he said. Palparan was considered one of the country’s “Big 5” fugitives after the Bulacan RTC issued a warrant for his arrest in December 2011. He was charged with kidnapping and serious illegal detention in connection with the disappearance of University of the Philippines students Sherlyn Cadapan and Karen Empeño in 2006. — Trisha Macas/BM, GMA News

Award-winning five-hour Philippine film seeks venue

The Philippine director of an international award-winning movie returned home Monday to presidential accolades and the challenge of finding an audience for his five-hour film. Lav Diaz, whose movie “From What Is Before” scooped the coveted Golden Leopard prize at the prestigious Locarno film festival in Switzerland at the weekend, said his victory was a boost for Philippine cinema. “It’s good for the Filipino people. It’s good for Filipino cinema. Our work is on par with other cinemas of the world,” he told AFP hours after returning. Diaz, 55, whose black-and-white film recounts the strange events that befall an isolated village in the Philippines in 1972 during the era of dictator Ferdinand Marcos, won the festival’s top prize while his lead actress Hazel Orencio won best actress. Diaz said in the coming days he would be looking for venues to show the movie in its entirety and to distribute it both locally and abroad. “That is the struggle of (non-commercial) cinema,” he said, remarking that Hollywood had conditioned people to expect that movies should only be about two hours long. But he said this was a misconception, adding that at Locarno, his movie was screened to a full-house thrice with the audience staying to the end. “They didn’t want the film to end,” he laughed. President Benigno Aquino’s spokesman Herminio Coloma congratulated Diaz and Orenico, saying “once again, we have shown to the world that the Filipinos are undeniably talented”.

PH apologizes to Malta over OFW who missed flight back to Manila

INQUIRER FILE PHOTO “We have expressed our regrets for what happened through a note verbale to the government of Malta,” Department of Foreign Affairs (DFA) spokesman Charles Jose said in a press briefing Monday. “The Maltese authorities are investigating the case of Rodrigo Andres, the OFW evacuated from Libya who failed to board the second chartered flight from Malta last August 16. The Philippine government is extending its full cooperation in the investigation until its final resolution,” he said. Andres was among the more than 700 OFWs evacuated from strife-torn Libya by ship and brought to Malta where two Philippine Airlines (PAL) chartered flights flew them back to Manila. Reporters who were onboard the flight asked Overseas Workers Welfare Administration (OWWA) welfare office Mario Antonio on the possibility that Andres chose to stay in Malta instead of board the plane back to Manila but he simply replied he doesn’t know. “We have labor and welfare and DFA officials who can check his whereabouts at the airport,” Antonio told reporters before the plane went ahead with its flight after nearly an hour delay.
