On PH-China friendship day, an unfriendly Chinese comment

INQUIRER FILE PHOTO MANILA, Philippines–On the day the Philippines and China were commemorating their 13th Friendship Day, Beijing on Monday denounced Manila and Hanoi for holding “friendly games” on a disputed island in the Spratlys archipelago. Chinese foreign ministry spokesperson Hua Chunying’s description of the event as a “clumsy farce” did not sit well with President Benigno Aquino’s spokesperson, who reminded Beijing yesterday of the two countries’ friendly relations. “We wish to gladly inform China that we just celebrated yesterday the 13th Filipino-Chinese Friendship Day and perhaps, instead of condemning the friendly games between the Philippines and Vietnam, China should focus on engaging the Philippines in friendly initiatives,” presidential spokesman Edwin Lacierda told reporters. Despite the latest verbal attack, Communications Secretary Herminio Coloma said the government remained hopeful that China would “see the meaning of what we are doing and the good [it would bring], that we would have peace in our minds and in our actions.” Mr. Aquino was set to deliver a speech last night at the joint celebration of Philippines Independence Day and the 13th Filipino-Chinese Friendship Day at the Manila Hotel. Tacloban now part of USAID’s Cities Development Initiative

AP FILE PHOTO MANILA, Philippines—Tacloban City in Leyte, an area badly hit by Super Typhoon “Yolanda,” (Haiyan) is now part of the Cities Development Initiative (CDI) of United States Agency for International Aid (USAID). “I am proud we can come in and work with the city. It wasn’t originally part of the CDI but now it will be to help them rebuild.  I’m proud that after the humanitarian side, we’re now talking about rebuilding and rehabilitating,” said Denise Rolins, USAID’s Acting Assistant Administrator for Asia on Tuesday. Rollins is in the country for a six-day visit from June 6 to 11, and from Manila she toured areas in Mindanao and Tacloban City. Cagayan de Oro, Iloilo and Batangas were originally the pilot cities under CDI, which seeks to “ignite secondary cities as engines of economic growth.” “You have a mayor who is very committed to development the city… If you partner with leadership that wants to get something done, you begin to see results,” she said of Cagayan de Oro. In Tacloban, she led the launch of USAID Rebuild, the US government’s rehabilitation program in Typhoon Yolanda-affected areas. Overall, the US government support is estimated at approximately $142.5 million in response to Yolanda. “I’m coming seven months after the typhoon hit, so I didn’t see the initial effects. PH-Vietnam games not meant to pick on China

MANILA, Philippines—After China called the games between the Philippines and Vietnam a farce, one Philippine Navy official said that the sports festival between the two nations was not meant to provoke any actions from the mighty Asian nation. “Definitely it’s not meant to pick on China,” Colonel Edgard Arevalo, Philippine Navy spokesman, said Tuesday afternoon. He said that the sole purpose of the games, which involved football, volleyball, and tug of war, which was conducted at Southwest Cay, a Vietnamese-occupied island in the South China Sea, was to create a fellowship between the Philippines and Vietnam. On Monday, China called the game a “clumsy farce” and demanded that the two smaller countries “stop causing trouble.” Arevalo said that even though the Philippines and Vietnam are co-claimants of the Southwest Cay, they want to have good relations with each other. “What we want to maintain is the friendly relations, we can show that we can interact with each other without fighting, without the disputes,” Arevalo said Tuesday. “Fellowship can still develop, notwithstanding the claims for the islands, the least of our intention is to pick quarrels with anyone.” Arevalo added that there would be another installment of the games between the Naval forces of the Philippines and Vietnam, this time with the Filipinos playing as hosts. Zhao said he was optimistic that things would turn out better amid the territorial disputes between the Philippines and his country. “The Chinese government has always attached great importance to its relationship with the Philippines,” he said. “I believe we have the wisdom, the patience and the courage to settle the dispute through negotiations and consultations,” the ambassador added. Both Aquino and Zhao were invited by the Federation of Filipino-Chinese Chambers of Commerce and Industry, Inc. (FFCCCII) for their joint celebration of the 116th Philippine Independence Day and the 13th Filipino-Chinese Friendship Day. SC upholds life terms on 5 fratmen in Venturina slay

The Supreme Court has upheld the convictions for murder of five fraternity members in connection with the death in 1994 of Dennis Venturina, a student of the University of the Philippines and a member of a rival brotherhood. In a ruling penned by SC Associate Justice Mario Victor “Marvic” Leonen, the high tribunal affirmed the decision of the Quezon City Regional Trial Court that found five members of the Scintilla Juris Fraternity guilty for the murder of Venturina on December 8, 1994. On February 28, 2002, the trial court found suspects Robert Michael Alvir, Danilo Feliciano Jr, Christopher Soliva, Julius Victor Medalla, and Warren Zingapan guilty of murder and attempted murder, and were sentenced to the penalty of reclusion perpetua. The Court of Appeals on December 26, 2010 affirmed the guilty verdict. Court records showed Ventura and six other co-members of the Sigma Rho fraternity were eating at the Beach House Canteen near the Main Library in UP Diliman when they were attacked by masked men with baseball bats and lead pipes.  Ventura shortly afterwards died at the St. Luke’s Medical Center, while the six other victims survived. Cayetano to Brillantes: ‘You're worse than Garci’

A Senate hearing on Tuesday seeking ways to prevent fraud in automated elections was marred by a verbal altercation between Senate Majority Leader Alan Peter Cayetano and Commission on Elections chairman Sixto Brillantes Jr. The heated exchange ensued after Brillantes defended himself from Cayetano’s charge that he was “Garci in disguise.”  Cayetano made the allegation in a recent plenary session after Senator Grace Poe’s privilege speech on the massive fraud in the 2004 presidential elections. Cayetano likened Brillantes to former Comelec commissioner Virgilio “Garci” Garcillano, who allegedly engineered the rigging of the elections in favor of then President Gloria Macapagal-Arroyo. “Sa konting experience ko ho na nakaupo sa Comelec, nakakabigla naman na sabihin na ako ay Garci in disguise. Hindi ko naman ho kaibigan si Garci noong 2004. Hindi ko naman kakampi si Garci,” Brillantes said during the hearing. Cayetano immediately took exception to Brillantes’ remarks, saying the Senate hearing wasn’t a venue for officials to air their gripes against senators. “Hindi po ito privilege speech at interpellation na time ni Chairman Brillantes sumagot. PHL to host another round of ‘goodwill games’ with Vietnam

Two days after Philippine and Vietnamese navy personnel drank beer and played volleyball together on disputed territory in the South China Sea—a display of unity that China has labeled a “farce”—the two countries are teaming up again for more “goodwill games,” with the Philippines hosting this time. “The agreement to have the Philippines as venue of the next goodwill games with Vietnam is already a commitment. And we do not intend to renege on such hosting,” Philippine Navy spokesman Col. Edgard Arevalo told reporters Tuesday. “If the end is to maintain good relations and amity with a neighboring nation; and sports is one of the means to attain it, then the Navy will have to pursue it,” Arevalo, who also heads the Navy Civil Military Operations Group, added. Solon calls on VP Binay to quit Cabinet if he wants to attack PNoy, LP

A Liberal Party (LP) stalwart in the House of Representatives on Tuesday called on Vice President Jejomar Binay to quit from President Benigno Aquino III’s Cabinet if he wants to continue accusing LP of engineering reports linking Binay’s family to the P10-billion pork barrel scam. In a privilege speech, Caloocan City Rep. Edgar Erice said that while Binay has cleared Aquino of involvement in smear campaigns against his family, he continues to “give the go-signal” for his family and members of the opposition coalition United Nationalist Alliance (UNA) to attack the President. “Kung siya ay tunay na kakampi ng administrasyong Aquino, dapat ay utusan niya ang kanyang mga anak ay kapartido na tantanan ang pagbanat sa Malakanyang at sa partido ni Presidente Aquino,” Erice said. “Ngunit kung siya ay tunay na lider ng oposisyon, dapat ay panindigan niya ito at agad siyang magbitiw sa Gabinete upang araw-araw niyang mabanatan ang mga nakikita niyang mali sa administrasyong Aquino at ng Liberal Party,” he added. Alleged De Lima sex videos to be ignored in confirmation hearing

The alleged sex videos of Justice Secretary Leila de Lima will not be considered during the Cabinet offiicial’s confirmation hearing on Wednesday, Senator Aquilino Pimentel III said Tuesday. Pimentel, Commission on Appointments (CA) justice committee chairman, said in an interview that the supposed sex videos are “immaterial” to De Lima’s confirmation. “Hindi ako papatol sa tsismis, lalo na kung alleged lang yan. Alam mo, you have to authenticate, so hindi na po tayo papasok sa ganyan,” Pimentel told reporters. He added that the alleged sex videos already will not affect De Lima’s confirmation, since the Cabinet official already has the support of majority of the CA panel’s members. “The House delegation votes as a block, and most likely they will vote for the confirmation, plus one more, that makes a majority… Totoo o hindi totoo, wala na pong bearing iyan,” Pimentel said. Whistleblower Sandra Cam was earlier quoted in media reports as saying that she received four cuts of De Lima’s supposed sex videos with her driver and bodyguard. Last week, Cam attempted to block De Lima’s confirmation citing various issues involving the justice chief, including incompetence and supposed “illicit affairs.”  De Lima, however, refused to answer questions on her personal life during her confirmation hearing.    Deputy presidential spokesperson Abigail Valte earlier asked Cam not to use the CA as a venue for “whatever ax it is you have to personally grind” against De Lima. — Andreo Calonzo/RSJ, GMA News

Department of Foreign Affairs (DFA) spokesman Charles Jose said this in response to Chinese Ministry of Foreign Affairs spokesman Hong Lei’s statement that China’s reclamation activities in the Spratly Group of Islands “has nothing to do with the Philippines.” “Anything that impinges upon our sovereignty over territories that we claim is our business. Anything that affects our ability to exercise our sovereign rights and jurisdiction over maritime territories that we claim is our business,” Jose said in a press conference Monday. “Anything that upsets the peace and stability in the region is our business. Anything that raises tensions in the region is our business,” he said. President Benigno Aquino III previously said that new Chinese ships were seen around several reefs in the West Philippine Sea, specifically Cuarteron Reef and Gavin Reef, raising concerns that China will conduct further reclamation activities. The DFA had released a series of aerial photographs of Mabini Reef showing its progression from a submerged maritime feature into an artificial island that is likely being prepared for the construction of concrete structures. China claims “indisputable sovereignty” over the entire South China Sea, including parts of the Philippines 200 nautical mile exclusive economic zone.
