Italian envoy slapped with child abuse, human trafficking raps

FILE PHOTO MANILA, Philippines — The Laguna Prosecutors Office on Monday filed before the Laguna court child abuse and human trafficking charges against the Italian diplomat who has been detained in the country since last month. Daniele Bosio, the Italian ambassador to Turkmenistan, has been charged with three counts of violation of Republic Act 7610 or the Anti-Child Abuse Act and three counts of violation of Republic Act 10364 or the Expanded Anti-Trafficking in Persons Act of 2012. The prosecutor recommended P120,000 bail for each count of violation of Anti-Child Abuse Law but no bail was recommended for qualified trafficking. Bosio was on a holiday when he was arrested last April. Witnesses from the Bahay Tuluyan Foundation, a non-government group promoting children’s rights, alleged that while at the resort in Laguna, they saw Bosio “touching and caressing” three underaged boys in the swimming pool.When asked how they were related, one of the boys said Bosio was his father but another said they were not related at all. Sensing something wrong, the foundation executives sought help from policemen at the resort who arrested Bosio. For his defense, Bosio said he merely acted in the performance of his social and moral duty to afford the children their rights to play and recreation as well as their basic rights to food, clothing and cleanliness. DND maintains Edca constitutional

By Bong LozadaINQUIRER.net 5:13 pm | Monday, May 26th, 2014 MANILA, Philippines — After two former senators marched to the Supreme Court Monday morning demanding that the Enhanced Defense Cooperation Agreement be declared unconstitutional, the Department of National Defense fired back and stood its ground. DND spokesman Peter Galvez maintained the constitutionality of Edca, saying that it falls within the bylaws of the 1987 Constitution. “We maintain that it’s within the constitution and existing laws,” Galvez said. Binay wife allowed to travel to Hawaii

Both the 4th and 5th Divisions of the Anti-Graft Court said there was no reason to block the trip of the wife of Vice President Jejomar Binay. Mrs. Binay will be in Hawaii from June 6 to June 27. There is no need for Mrs. Binay to post a P90,000 travel bond because she has not yet withdrawn the bond she posted from previous trip. Mrs. Binay is facing a graft case. Filipinos in Singapore drop Independence Day plans after abuse

SINGAPORE—Organizers of a Philippine independence celebration have dropped plans to hold it in a busy Singapore shopping district, police said Monday, after an abusive campaign by online commentators opposed to the event’s venue. The Philippines marks its 116th year of independence on June 12 and a group of Filipino residents in the city-state had initially planned a commemoration event on June 8 for compatriots and Singaporeans at a shopping complex along the busy Orchard Road shopping belt. In a statement sent to AFP Monday, police said organizers, the Pilipino Independence Day Council 2014 (PIDC), had withdrawn their application to hold the event at the Ngee Ann City shopping complex. “This follows police’s advice that there are public order and safety concerns with the venue proposed by PIDC,” police said. It said the organizers had been advised to hold the event at alternative locations, including a free speech park and a convention center. Organizers did not immediately respond to an AFP request for comment on whether they would go ahead with the event at a different location. Online commentators, mostly on anonymously-run local websites and Facebook pages, have heaped racial abuse and attacked the choice of venue by the organizers. Critics posting on ultra-nationalist blog The Real Singapore have characterized the commemoration of a foreign state’s independence day at the center of town as an example of foreigners overstepping their welcome in Singapore. Rosa Rosal back on Philippine Red Cross board

Rosa Rosal is back at the Philippine Red Cross after being appointed to its board of governors. Rosal’s was among the appointments that Malacañang announced over the weekend. Last December, Rosal called for an audit of the PRC and for the board to suspend its secretary general, Gwendolyn Pang, while the audit was being done. She said a former accountant for the PRC found irregular transactions and requests for payment and disbursement of funds, including the use of PRC money for a birthday party for Pang. Navy to mark anniversary in Palawan to show support for frontline troops

A ceremony to mark the 116th anniversary of the Philippine Navy will be held at its base in Ulugan Bay in Palawan to demonstrate the support that frontline sailors have from Navy leadership, including President Benigno Aquino III, commander-in-chief. Vice Admiral Jesus Millan, Navy chief, told reporters Sunday that the anniversary rites will be held at Naval Station Carlito Cunanan, headquarters of Naval Forces West, on Tuesday to highlight improvements to the base, which, he said has strategic importance. He said developing the naval station will help sailors there perform their jobs – which includes securing the West Philippine Sea – better. “Yung ating morale of the men is one big concern for me, which will redound to the better accomplishment of their mission,” he said. Colonel Edgard Arevalo, chief of the Navy’s Civil Military Operations Group, said the celebration of the Navy’s anniversary is usually held in either Manila or Cavite. “Gusto nating ipakita sa ating personnel na binibigyan natin sila ng due attention,” he said of the decision to do it in Palawan this year. Bill seeks lifetime salaries, ‘dignified retirement’ for former presidents

President Benigno Aquino III might continue receiving his monthly salary of P95,000 for life should the bill filed by a party-list representative become a law. Citing the need to provide due recognition and to show gratitude to the Philippines’ former leaders for their services, ACT-CIS party-list Rep. Samuel Pagdilao Jr. said retired presidents should continue to receive an annual pension equivalent to their basic salaries. House Bill 4450, or the Retired Presidents’ Protection Act, seeks such benefit for former presidents as their “role as moral voice of the nation will continue” even long after they retired from government sevice, Pagdialo said in the bill’s explanatory note. Under HB 4450, the pension shall be paid monthly by the Office of the President to the former head of state. The bill defines “a retired president” as one who has completed his or her full term of office, the person who has served more than four years as the president’s successor, and the individual who resigns as president before his or her official term expires provided that he or she had not been removed from office or forced to resign due to impeachment. Meanwhile, under the 47-year-old Republic Act 5059, former presidents are only entitled to a tax-free life pension of P40,000 each year. Filipinos in San Francisco a century ago

Years ago, Abe Ignacio was surfing on eBay when he was stunned by one item for sale. It was a cover of an 1899 issue of Judge magazine showing President WilliamMcKinley scrubbing what was supposed to be a Filipino child, saying, “Oh, you dirty boy.” The caption read: “The Filipino’s first bath.” That discovery led Ignacio, in cooperation with three other Filipinos — including Jorge Emmanuel, Helen Toribio, Abe’s late wife, and Enrique de la Cruz — to write “The Forbidden Book,” a compilation of racist portrayals of Filipinos during the Philippine-American War. I wrote about a 2001 exhibit in Berkeley based on the collection for the San Francisco Chronicle. Abe has continued digging since then, finding a rich gold mine of information and photos at the San Francisco Main Library, where he is now a guest scholar. One of the items he found recently offers a different portrait of San Francisco, which is now considered one of the most liberal and open-minded cities in the world, where Filipinos have one of most vibrant and established immigrant communities. Just last month, San Francisco Mayor Ed Lee announced that Tagalog is now the third required language, in addition to Chinese and Spanish, covered by the city’s language access ordinance.
