PH pleased by Vietnam’s plan to challenge China

MANILA, Philippines—The Philippines is heartened by Vietnam’s plan to challenge China’s sovereignty claims over the South China Sea. Communications Secretary Herminio Coloma Jr.. INQUIRER FILE PHOTO Communications Secretary Herminio Coloma Jr. said this was proof the Philippines’ advocacy for the peaceful settlement of maritime disputes was “gaining credence and support.” “If it comes to pass that another country other than the Philippines brings that issue to the tribunal, then it broadens the base for those that believe and adhere to the rule of law and to the concept of peaceful settlement of disputes,” Coloma said in an interview. Vietnamese Prime Minister Nguyen Tan Dung had said that his country was considering legal action against China. Two Vietnamese diplomats had said that Hanoi might file its own appeal and join Manila’s legal challenge against Beijing. Vietnam has tangled with China over the latter’s deployment of an oil platform in waters within Vietnam’s exclusive economic zone, a move that sparked riots against Chinese nationals across Vietnam. China claims 90 percent of the 1.35-million square mile South China Sea, while the Philippines, Vietnam, Malaysia, Brunei and Taiwan claim parts of it. The Philippines filed on March 30 a memorandum, also called a memorial, in the International Tribunal on the Law of the Sea (Itlos), asking it to rule on Beijing’s claims over most of the South China Sea. It asserted that the Chinese stance was illegal under the United Nations Convention on the Law of the Sea (Unclos), and that it interfered with Read More …

Indonesian leader Yudhoyono proposes joint sea patrols

Indonesian President Susilo Bambang Yudhoyono: Diplomacy AP PHOTO Buoyed by the new maritime boundary agreement with the Philippines, Indonesian President Susilo Bambang Yudhoyono has proposed that the two countries conduct joint naval patrols to combat poaching in the seas. The landmark agreement demarcating both countries’ overlapping exclusive economic zones (EEZ) in the Mindanao, Celebes and Philippine seas offers new opportunities in fishing, maritime and security engagements for both countries, Malacañang said. In his meeting with Mr. Aquino on Friday morning, Yudhoyono said he was instructing his minister for economic coordination “to prepare an outline for enhancing maritime cooperation,” Communications Secretary Herminio Coloma Jr. said. One major area of cooperation between the two archipelagic countries would be joint naval patrols to deter crimes such as poaching of protected wildlife—a constant concern in the West Philippine Sea. Coloma said they could now move forward with maritime cooperation on fisheries and aquatic resource development, and prevention of maritime crimes like poaching since there were no “more pending issues” between the two countries. At the state dinner later Friday, Yudhoyono said both countries should “seize the momentum from the historic achievement” to also boost cooperation in the maritime and ecotourism sectors. “I am glad that our bilateral relations are indeed on the right track with plenty of room for further expansion,” he said in a toast to Mr. Aquino. Coloma, who was present at the bilateral meeting, said the two leaders talked of possible joint patrols in the resource-rich seas between them. “The good Read More …

Edca a deterrent to war—Bautista

Philippine Military Chief Emmanuel Bautista. AP FILE PHOTO The Enhanced Defense Cooperation Agreement (Edca) is a “creative way” for the Philippine government to improve deterrence and face challenges to national security with the help of an ally, the United States, according to Armed Forces of the Philippines Chief of Staff Gen. Emmanuel Bautista. “We want to avoid conflict, that is why we need to establish a credible deterrence. We don’t have the wherewithal to do that and so what is the practical solution for us? It is to leverage on our alliance. We only have one treaty ally, that is the US,” Bautista told the Inquirer in an interview at the military’s headquarters on Saturday. “There are no [US military] bases here, so we have to find creative ways to allow us to undertake (Mutual Defense Treaty)-related activities but would still affirm the provisions of the Constitution. That is the Edca,” Bautista said. The Edca could have been beneficial to the Philippines during the March 29 rotation of troops and resupply mission of the military to Ayungin Shoal (Second Thomas Shoal) in the West Philippine Sea, which the China Coast Guard tried to block, had the security pact been operational at that time.   What’s possible with Edca Journalists saw US planes flying over the small government fisheries vessel used by the Philippine Navy for the crucial mission to the BRP Sierra Madre, the rusting naval ship manned by a small Marine garrison on the shoal. General alarm: Battle brews over veterans' affairs

The government-owned and controlled Veterans Federation of the Philippines is opposing a supposed attempt to by the Philippine Veterans Affairs Office to take it over. “PVAO has no authority to do that,” retired brigadier general Rodrigo Gutang, who called the move alarming, told GMA News Online in a phone interview. The VFP is the umbrella organization of all veterans’ groups in the country and Gutang is the secretary of the Cavalier Association of Veterans, one of the VFP’s member organizations. Gutang likewise questioned the creation of the Veterans Affairs Management Division that is tasked with directly monitoring the activities and assets of the VFP. “The government does not spend any money for VFP. We receive no appropriation from Congress. Hindi kailangan i-take over,” Gutang noted. He added that Defense Secretary Voltaire Gazmin is using the new VFP constitution approved last year to confuse their members. No takeover Meanwhile, retired lieutenant general Ernesto Carolina, PVAO administrator, denied the reported takeover. “[The takeover] is not true,” Carolina said in a phone interview. He explained that the Defense secretary is merely doing his job. “By law, VFP is under the supervision and control of the secretary of National Defense,” he explained. He noted that the PVAO, specifically the Veterans Affairs Management Division, is an instrument that the DND uses to monitor the transactions of the VFP and check for abuse. “Many, many years napabayaan. For more than 20 years, the same group of people manages the affairs,” Carolina said. Retired colonel Emmanuel De Read More …

Comelec may hold biometric registration for senior citizens, PWDs at malls

The Commission on Elections is looking at conducting biometric registration at select malls to make it easier for senior citizens and persons with disabilities to register for the 2016 elections. “Currently, voter’s registration and validation for senior citizens and PWDs are done in Comelec offices but we have received many requests that the voter registration be also conducted in malls, especially in SM, for convenience and that is what we are looking at,” poll commissioner Grace Padaca said in a statement. She said the Comelec hopes to register at least a million senior citizens and PWDs. Padaca said the commission is still waiting to see how well senior citizen and PWD registration is going, but added “many PWDs and senior citizens would prefer it at SM malls because of accessibility.” The Comelec is currently conducting a nationwide registration of voters for the 2016 elections until October 31, 2015. — JDS, GMA News

The head of the Catholic Bishops’ Conference of the Philippines on Saturday urged Filipino faithful to pray an extra rosary from May 31 to August 15 for the “conversion” of personalities involved in the P10-billion pork barrel scam. CBCP president and Lingayen-Dagupan Archbishop Socrates Villegas also encouraged youths to receive communion frequently during these days to “offer prayers for the culprits.” “I request all our Catholic faithful to pray an extra rosary from May 31, Feast of the Visitation until August 15, Solemnity of the Assumption, and offer it for the conversion of the culprits in the pork barrel scam, for the courage of the witnesses and the healing of our country,” Villegas said on his Facebook page Saturday morning. He also said the youth and children should receive Holy Communion frequently during these days of prayer. They should likewise “offer prayers for the culprits, the witnesses and our government,” he added. “Let us overcome evil by the power of good,” Villegas said. A rosary, which recalls events in the lives of Jesus Christ and his mother Mary, involves meditating on five Mysteries. Praying the rosary usually includes sets of one Lord’s Prayer, 10 Hail Marys, and a Glory Be. The multibillion-peso pork barrel scam involved channeling some lawmakers Priority Development Assistance Fund allocations to fake nongovernment organizations allegedly created by trader Janet Napoles. Lawmakers in the scam would reportedly get kickbacks. So far, at least three senators face plunder charges for the scam – minority leader Juan Ponce Enrile, Read More …
