Napoles to stay at Ospital ng Makati at least three more weeks – lawyer

Alleged pork scam mastermind Janet Lim-Napoles may stay at government-run Ospital ng Makati for three more weeks after an operation to remove her ovaries and uterus. Napoles’ legal counsel Faye Isaguirre-Singson on Sunday said her client will be at the hospital for three more weeks “at the minimum” to recuperate. “Kumikirot [sa ngayon] ‘yung sugat, ‘yung tahi tapos namamanhid ‘yung paligid ng sugat,” she said. “The doctors said that she needs a check up once a week for three weeks, so she may stay there for three weeks at the minimum,” she said. She said, however, that “it is still subject to other physical conditions that she may have.” Isaguirre-Singson said Napoles is “okay”, but that her wound from the operation hurts when making slight movements. Meanwhile, Bruce Rivera, another Napoles lawyer, said her release from the hospital will depend on her doctors. Napoles went through a total hysterectomy on April 23 after cysts were found in her uterus. The Makati court that gave her permission to undergo surgery said the detained businesswoman will have to pay her own medical bills. Napoles has been tagged in media reports as the pork barrel scam queen as she allegedly funneled lawmakers’ Priority Development Assistance Fund, commonly referred to as pork barrel, to ‘ghost’ projects using her bogus non-government organizations. Napoles, together with Senators Juan Ponce Enrile, Jinggoy Estrada and Bong Revilla, is facing plunder raps at the Office of the Ombudsman in connection with the pork barrel scam. Ten-year defense deal to be signed just in time for Obama visit

Just hours before President Barack Obama touches down in Manila on Monday for his first visit, Philippine and US officials will sign a defense agreement that will allow an enlarged rotational presence of US troops in the Philippines, according to senior Philippine officials who spoke to GMA News Online on Sunday. Both sides worked overtime to present Obama with a concrete foreign policy achievement, after a Japan visit marked by a failure to hammer out a new trade deal with that country. The pact is the latest step in a so-called Asian pivot of US forces as concerns mount over China’s actions in the disputed South China Sea. Finalized after eight rounds of talks that began in August 2013, the new accord grants US troops access to designated Philippine military facilities, the right to construct facilities, and pre-position equipment, aircraft and vessels. But the pact rules out permanent basing, the sources said. The Philippine Constitution bans foreign military bases in the country unless covered by a treaty. The signing of the accord, called Enhanced Defense Cooperation (EDCA), will take place a few hours before Obama’s arrival in Manila, said the sources, who declined to be identified as they are not officially designated to speak to the media. With an initial term of 10 years, EDCA will be signed as an executive agreement, meaning it will not require congressional ratification because it is not a treaty, sources explained. There is no definite number on the visiting troops, sources noted, saying their Read More …

Associated Press 2:28 pm | Sunday, April 27th, 2014 President Aquino and US President Barack Obama. MALACAÑANG FILE PHOTO MANILA, Philippines— Filipino officials and a confidential government document say that the United States and the Philippines have reached a 10-year pact that will allow a larger American military presence in the country. It will give U.S. troops temporary access to local military camps where they can preposition fighter jets and warships. Two Filipino officials say that both sides will sign the Enhanced Defense Cooperation Agreement (EDCA) on Monday at the Department of Defense in the Philippine capital, Manila, shortly before the arrival of President Barack Obama in the last leg of his four-country Asian trip. They spoke with The Associated Press on condition of anonymity because they were not authorized to discuss details of the pact ahead of its signing. In Asia, Obama carefully calibrates China message

President Barack Obama, center, walks with Malaysian King Sultan Abdul Halim Mu’adzam Shah, second from right, and Malaysian Prime Minister Najib Razak, third from right, as he participates in an arrival ceremony in Parliament Square in Kuala Lumpur, Malaysia, Saturday, April 26, 2014. AP KUALA LUMPUR, Malaysia — President Barack Obama is hopscotching through China’s neighborhood with a carefully calibrated message for Beijing, trying both to counter and court. During visits to US allies, Obama has signaled that American military power can blunt Chinese aggression in the Asia-Pacific region, even as he urges Beijing to use its growing clout to help resolve international disputes with Russia and North Korea. The dual tracks underscore Beijing’s outsized importance to Obama’s four-country swing through Asia, even though China is absent from his itinerary. The president opened a long-awaited visit to Malaysia on Saturday, following stops in Japan and South Korea, and ahead of a visit to the Philippines. On a hot and muggy Sunday morning, the president padded through the National Mosque of Malaysia in black socks, removing his shoes in keeping with protocol, and stopped for a few moments in a prayer room with his head bowed. Obama’s trip comes at a tense time for the region, where China’s aggressive stance in territorial disputes has its smaller neighbors on edge. There also are continued questions about the White House’s commitment to a greater US focus on Asia. In an affirmation, Obama is expected to sign a security agreement with the Philippines clearing Read More …

Napoles unlikely to be given immunity via old Marcos decree

Could alleged pork barrel-scam operator Janet Lim Napoles be given immunity if she testifies against lawmakers charged with plunder because of the scam, the same way Ilocos Sur Governor Luis Crisologo “Chavit” Singson was given immunity when he testified against former President Joseph Estrada in the latter’s plunder case? A report on GMA News’ Balitanghali speculated that it seemed unlikely. In Singson’s case, he testified before the Sandiganbayan that he had delivered a P130 million bribe to Estrada. The Ilocos governor managed to avoid prosecution along with Estrada because of former President Ferdinand Marcos’ Presidential Decree 749, which grants “immunity from prosecution to givers of bribes and other gifts and to their accomplices in bribery and other graft cases against public officers.” Atty. Raymund Fortun, Estrada’s lawyer in the plunder case, believes Napoles cannot invoke P.D. 749. “Dito sa kaso ni Janet Napoles, lumalabas na hindi bribery ang nangyari dito. Ang nangyari dito ay komisyon,” said Fortun. He added, “Si Chavit ay witness umpisang-umpisa pa lamang. Dito sa kaso ni Janet Napoles, malinaw na malinaw na siya ay kinasuhan.” Former state prosecutor Atty. Dennis Villaignacio, who prosecuted Estrada in the plunder case, also said that it was unlikely Napoles would be given immunity.   Villaignacio said the best recourse for Napoles was to admit to a lesser crime, and testify against politicians involved in the pork scam. “In terms of sino, kanino ang mas mabigat ang kasalanan, ‘yung public official na nag-betray ng public trust ng mga tao at kinuha Read More …

Guingona Jr., Saguisag, Tañada slam pact with US

Philippine Daily Inquirer 8:23 am | Sunday, April 27th, 2014 INQUIRER FILE PHOTO MANILA, Philippines—Three of the senators who rejected the renewal of the Philippine-US bases treaty in 1991 on Saturday expressed concern over the constitutionality of the new Agreement on Enhanced Defense Cooperation (AEDC) that is expected to be signed between the two countries during the visit of US President Barack Obama this week. In a statement, former Vice President Teofisto Guingona Jr. and former Senators Rene Saguisag and Wigberto Tañada demanded that the agreement be scrutinized by both the Senate and the public. The statement was also signed by several lawyers and civil society members. “The AEDC as reported by media threatens to reverse the historic Senate vote that removed the US bases in 1991,” read the statement signed by Guingona, Saguisag and Tañada, who along with nine other senators voted down a motion to renew the bases treaty 23 years ago. The Aquino administration will sign the new agreement increasing the number of US troops in the country amid rising tensions with China. “We call on our people to be vigilant, defend and uphold Philippine sovereign-ty, whether against China’s incursions or the United States of America’s increased military presence in Philippine territory,” the statement said. The other signatories to the statement included religious and civil society leaders Mary John Mananzan, Pacifico Agabin, Ricardo N. Fernandez, Hesiquio Mallillin, Fulgencio Factoran, Evalyn Ursua, Harry Roque, Carlos Montemayor Jr., Roland Simbulan, Maria Socorro I. Diokno, Bibeth Orteza and  Carol Araullo. Read More …

US concerned by ‘provocative’ Russian troop movements – Kerry

WASHINGTON – US Secretary of State John Kerry expressed concern to Russian Foreign Minister Sergei Lavrov Saturday about “provocative” Russian troop movements along Ukraine’s border, a US official said. In a morning call with his counterpart, Kerry also urged full Russian support for efforts to free a mission from the Organization for Security and Cooperation in Europe held hostage by pro-Moscow militants in the flashpoint city of Slavyansk. The top US diplomat “expressed continued concern that Russia’s provocative troop movements on Ukraine’s border, its support for separatists and its inflammatory rhetoric are undermining stability, security and unity in Ukraine,” the senior State Department official said. He also “urged Russian support without preconditions for the efforts of the OSCE and the Government of Ukraine to liberate the Vienna Document inspectors and their Ukrainian guides who are being held hostage by pro-Russian separatists in Slovyansk.” Kerry’s comments came as the Group of Seven top economies and the European Union signaled they would step up economic pressure on Moscow early next week amid fears Russia was preparing an invasion of eastern Ukraine. Ukrainian Prime Minister Arseniy Yatsenyuk meanwhile claimed Russia violated his country’s airspace seven times overnight with an aim “to provoke” it into starting a war. But Moscow denied any transgression by its warplanes, with Lavrov calling for “urgent measures” to de-escalate the crisis that has plunged East-West relations to their lowest point since the Cold War. — Agence France-Presse

Freed voices of Herbert C. & Myk Perez

Two male Pinoy recording artists whose debut CDs were recently put out offer varying types of music and meaty back stories that make them equally interesting to the ears.  With open arms, the local radio airwaves welcomed the voice of Herbert C. through his ballad carrier single Pano Yon?. His songs’ genre and singing style somewhat fall in the company of ’90s balladeers like Renz Verano (Remember Me) and Jerome Abalos (Larawang Kupas). Yet, while the other two mentioned attracted listeners primarily on the strength of their husky vocals, his can be attributed to the carefully cooked recipe of songs with strong hooks sung by a voice that hits just the right notes without being forceful as to show off.  “Lovelife ko po ang inspiration ng kantang Pano ‘Yon. Martir ako sa babae at lagi akong sugatan,” shared Herbert C. who after realizing the fulfillment a singer gets from recording his own materials now plans to record an album every year.  Two tracks to probably get more attention are Akala Mo Lang ‘Yon, a piece blessed with an infectious chorus and penned for people who wrongly judge, and his rendition of the Willy Cruz-written Doon Lang, his favorite karaoke song. The release of his first album (tracks mostly written and produced by the famed Gallardo sisters, Margot and Edith) is a monument to his peculiar kind of success story — one that involves imprisonment, talent development and unfailing service to fellowmen.  In so short a time, he actually transformed from Read More …
