NBI presents Lee, Raz to media

NBI says Cedric Lee and Zimmer Raz, suspects of serious illegal detention case filed by Vhong Navarro, will be temporarily jailed at their detention facility.PHOTO courtesy of CECIL VILLAROSA (DZBB) MANILA, Apr 28 (Mabuhay) – The National Bureau of Investigation (NBI) presented to the media on Monday the arrested fugitive businessman Cedric Lee and Simeon Raz, who are both facing charges of serious illegal detention, a non-bailable offense. NBI-National Capital Region (NCR) Regional Director Elfren Meneses and Assistant Regional Director Vicente De Guzman III presented Lee and Raz, who were both in handcuffs, to reporters during a press conference. Both accused were in good spirits and seemed without any worries at all and sometimes even smiled and joked with the media members. The NBI is set to formally inform the Taguig City Regional Trial Court (RTC) about the arrest of the two accused through the submission of the return of the warrant. According to De Guzman, Lee and Raz need not be brought to and presented before the RTC unless ordered by the court. Lee and Raz will remain in the NBI Detention Facility while awaiting for the commitment order to be issued by the RTC or the order where they should be detained. They were arrested by combined elements of the NBI, Intelligence Services of the Armed Forces of the Philippines (ISAFP) and the Philippine National Police (PNP) in Oras, Eastern Samar last Saturday. Seen by many Filipinos as a potential successor to President Benigno Aquino, Roxas, better known as “Mar”, 56, said the incident concerned the payment of green fees at the private Wack Wack Golf and Country Club. “I have already apologised for any infractions or hurt feelings as a result of this misunderstanding over the payment of green fees for non players,” Roxas said in a statement. “It was not my intention to hurt or insult anyone, and I did not curse at anyone either,” he said, rejecting local press reports that he had cursed and shouted at golf club employees. Local press reports alleged Roxas resented being charged green fees for a non-member friend he had invited. Trillanes says senators briefed about new military accord with US

INQUIRER.net FILE PHOTO MANILA, Philippines – Senators were briefed almost at every turn on how the new PH-US Enhanced Defense Cooperation Agreement was taking shape, Senator Antonio Trillanes IV said Tuesday. Trillanes, the chair of the Senate committee on national defense, made the statement in the wake of criticism at the apparent lack of transparency in the negotiations. “The Senate defense committee was extensively briefed at the start of the negotiations. It was attended by a few senators but the others sent their representatives,” Trillanes told the Inquirer. “Aside from this, after every round of negotiations, all the senators were apprised by the government panel of its status to include the minutes of the meetings.” Sen. Miriam Defensor Santiago said Monday that the Senate had yet to receive a copy of the EDCA, which allows US forces access to Philippine bases and the increases the presence of US troops in the country. “I feel as if I have been slapped or ordered to melt into the wallpaper,” Santiago was quoted as saying about the Senate not being given a copy of the deal. Balisacan said in a statement Monday in time for US President Barack Obama’s state visit to the Philippines. He said the Philippines has strong economic linkages with the world’s largest economy in terms of trade, finance, overseas Filipino employment and remittances, and foreign direct investments. Apart from that, the two economies have more common institutions than any other country in the Asian region. “Our commercial, educational, legal, public institutions, and even language, have much in common between the two countries. Artist Lynda A. N. Reyes exhibits again in Berkeley, California

Reyes from Los Angeles continues her participation as an exhibiting artist in the Expressions Gallery in Berkeley, California with 4 paintings chosen for the Spring Forward Exhibit starting April 26 until July 11, 2014. Three transparent watercolor paintings titled “A Covey of Colors”, “California Poppies” and “Birds of Paradise” and an oil painting titled “Gardenias for Mom” fit beautifully in this themed exhibit ushering the spring season. This is Lynda’s second participation at the Expressions Gallery. In January of this year, she participated in the Homelessness Exhibit with an oil painting titled “Scavenger’s Loot”, a stark depiction of poverty and homelessness in modern times. Groups ask SC to restore penal provisions of RH Law

Three weeks after the Supreme Court rejected pleas to reconsider its ruling upholding the legality of the Reproductive Health Law, four groups have banded together to ask the high court to restore the penal provisions that it earlier struck down. In a motion for reconsideration, the groups also asked the high tribunal to reverse its ruling last April 8 that declared as unconstitutional portions of Sections 7 and 23 of the controversial law, which President Benigno Aquino III enacted in December 2012. The groups that filed the appeal were the Filipino Catholic Voices for Reproductive Health (“C4RH”), Inc., Interfaith Partnership for the Promotion of Responsible Parenthood (IPPRP), Emeliza Bayya Mones (former national Council Representative of the UCCP), and Zahria Mapandi (Executive Director of Al-Mujadillah Development Foundation, Inc.). Section 7 on “Access to Family Planning” states among others that hospitals refusing to give reproductive health services to a person will have to refer him or her to another health facility which is conveniently accessible. Section 23, meanwhile, lays down the penalties on RH law offenders. Among the penalties nullified include sanctions for refusing to give RH Law services to minors without parental consent, and to give RH Law services to married individuals without the consent of the spouse. Obama and his entourage were expected to leave the country at 12:05 pm, but the US President eventually left at 11:29 a.m. Obama, who flew into the country Monday for a two-day state visit, left the country on board Air Force One. The US President will make a stop at Anchorage, Alaska to refuel, before eventually making his way to Washington, DC.  In Alaska, Obama will land at Elmendorf Air Force Base before making the journey back to the White House. President Obama vowed anew to a military audience on Tuesday morning that the United States would come to the defense of the Philippines in case of attack, without once mentioning China. “Our commitment to defend the Philippines is iron-clad,” Obama told Philippine and US troops in Fort Bonifacio Monday morning, as a multiethnic backdrop of camouflaged soldiers stood behind him on stage. It was a reiteration of a message he delivered at the state dinner in Malacañang Palace on Monday night. “Through our treaty alliance, the United States has an iron clad commitment to defend you, your security and your independence,” Obama told an audience of dignitaries in the presidential palace, including President Aquino, referring to the 1951 mutual defense treaty between the two nations. Obama hits back hard at foreign policy critics

Barack Obama’s frustration is spilling over as he makes the most strident defence of his foreign policy yet, rebuking critics who say his diplomacy is haphazard, weak and blurs US national security red lines. The US president’s patience snapped several times during his tour of Asia which wrapped up in the Philippines Tuesday, when confronted by arguments that he has failed to put his stamp on a world increasingly flouting US power. His four-nation trip was meant to cement the most substantive doctrinal element of his foreign policy, the pivot of American power to Asia, which had been a little ragged of late. But Obama’s inability to deter President Vladimir Putin in Ukraine, the crumbling Middle East peace process and the unstoppable carnage in Syria, opened the president to new charges his foreign policy is a bust.
