The arbitration proceedings conducted by the interim Appeals Panel of the International Chamber of Commerce (ICC) in connection with Maynilad Water Services’ rate adjustment proposal ended in the same way it started almost a half-year ago: with zero fanfare. But with the ICC panel’s decision after Christmas to uphold the rate-adjustment proposal by Maynilad Water Services Inc. (MWSI), the post-arbitration phase went the opposite direction: so much fuss, most of it coming from left-wing and bleeding-heart types who see any upward adjustment in public services as yet another cross to bear by ordinary consumers. After staying under the radar since Maynilad formally sought ICC arbitration in October 2013, the Appeals Panel started hearing the case in August last year and then made its ruling last Dec. 29. But Maynilad learned about it only last Jan. 5. Maynilad’s parents Metro Pacific Investments Corp. (MPIC) and DMCI Holdings disclosed that “in a decision dated 29th December 2014, the Appeals Panel… upheld the alternative rebasing adjustment of Maynilad,” both disclosures read. “This will result in a 9.8 percent increase in the 2013 basic water charge of P31.28/cu.m., inclusive of the P1 currency exchange rate adjustment (CERA), which the MWSS has now incorporated into the basic charge.” For Maynilad president-chief executive officer Victorico Vargas, the ICC decision “confirms that the concession agreement works and restores investor confidence in the public-private partnership program of the government.”  Vargas said the decision once ensure the continued implementation of Maynilad’s capital expenditure projects that are intended to benefit its customers. Power woes loom as plants go into maintenance

MANILA, Philippines – Several power plants in Luzon will go on scheduled maintenance shutdown this year, with two plants closing down as early as this month, data submitted by generators to the Energy Regulatory Commission (ERC) showed. From January to July this year, several power plants with a total capacity of 4,162.6 megawatts will go on scheduled shutdowns but the exact amount of power that will disappear from the grid will vary every month, depending on the specific schedule each month. Unit 1 of GN Power’s Mariveles coal plant in Bataan, with a capacity of 302 MW has scheduled a January shutdown, while Quezon Power Philippines’ 456.6-MW coal plant will also go on maintenance shutdown starting Jan. 17. In February, Unit 2 of the Mariveles coal plant, with a capacity of 302 MW, will also go on maintenance shutdown, according to a released schedule of plant outages. From March 15 to April, the two units of the Ilijan natural gas power plant of Kepco Philippines in Batangas with a total capacity of 1,200 MW will also go on maintenance shutdown. This will follow the scheduled maintenance shutdown of the Malampaya deep water gas to power project in the same period. January 13, 1995 Pope John Paul II yesterday returned to the Philippines in an emotional reunion with millions of “old friends who are never far from my mind and heart.” He is here on a five-day pastoral and state visit. On a balmy afternoon with blue skies and mild sunshine, the 74-year-old Polish-born Pontiff stepped out of the plane into the embrace of ecstatic Filipinos. The Alitalia DC-10 carrying the Pope and his party touched down at 2:55 p.m. at the old Manila International Airport to cheers of “Mabuhay” and “Viva il Papa (Long live the Pope).” Many were in tears. The Pope emerged from the plane 15 minutes later, wearing a white robe with a gold crucifix and sporting a cane. As he descended the stairs, he raised his hands to the crowd in benediction and bestowed a special blessing on the Philippines. The Pope was limping — the result of a hip injury in 1993.
