Starting Monday, Jan. 12, the Philippine Coast Guard will implement no-sail zones in areas near the venues of Pope Francis’ engagements. Coast Guard spokesman Cmdr. Armand Balilo said the security measure will be in effect until Jan. 19, radio dzBB’s Carlo Mateo reported Thursday. Balilo said they will advise owners of motor bancas and yachts in Manila Bay against getting near the Mall of Asia and Quirino Grandstand. The Coast Guard will also implement a similar policy in the waters near Tacloban City and Palo town in Leyte. Pope Francis is due to arrive in Manila on Jan. 15. Vice President Jejomar Binay disclosed Thursday the reason he backed out from the mutiny led by then Navy officer, now senator, Antonio Trillanes IV against the administration of President Gloria Macapagal Arroyo in 2007. Binay said he decided not to join the protest action because the agenda of those pushing for it were not fully disclosed to them. “Alam mo si Mr. Trillanes, napakasinungaling na tao n’yan. ‘Yon e hindi na ako sumama. Pero hindi lang ako, ha? Kami nila Bro. Mike ay hindi na sumama no’ng bandang huli kasi maraming agenda na hindi naman sinasabi ro’n sa mga sumasama,” he said in a radio interview. He did not elaborate who he meant by “Bro.Mike.” In November last year, when Binay backed out of his scheduled debate with Trillanes, the senator lashed out at the vice president describing him as a man who cannot keep his word. Trillanes said Binay, then mayor of Makati City, backed out at the last minute from participating in the protest action that led to the failed Manila Peninsula siege. He said Binay was with them when they were still planning the protest march. Well-wishers, be reminded: The Ninoy Aquino International Airport (NAIA)’s Terminal 3 will be closed to non-passengers on Jan. 15 and up to noon of Jan. 19, in connection with Pope Francis’ visit to the Philippines. The Manila International Airport Authority said the NAIA-3’s arrival and departure lobbies will be closed to non-passengers on these dates and times. “The NAIA Terminal 3 arrival and departure lobbies will be closed to non-passengers the whole day of January 15 and from midnight to noon on January 19, 2015,” it said. Pope Francis is due to arrive on Jan. 15. He will take part in activities in Metro Manila and Leyte and depart for the Vatican on Jan. 19. Philippine traffic officers and crowd control personnel are to wear adult diapers on the job during next week’s visit of Pope Francis, when they will spend long hours marshalling crowds expected to run into the millions, authorities said Thursday. The nappies will ensure that about a thousand of the personnel can stay at their posts without diverting for the call of nature during the papal tour, Metro Manila Development Authority official Emerson Carlos told AFP. He said the diapers will get a trial run during the procession of the Black Nazarene, an annual parade of a wooden image of Jesus Christ which will also draw enormous crowds in the capital on Friday. “We will be giving them these diapers because we don’t know when the crowds may rush in,” said Carlos, the agency’s deputy general manager for operations. The government expects millions from Asia’s biggest Catholic population to turn out for the much-admired pope, especially for an early evening mass in Manila on January 18. The diaper plan has attracted some ridicule in Philippine media, but Carlos was undaunted. “It just requires a shift in outlook if it is really necessary,” he said, adding “there have been no complaints” from the traffic constables themselves. National police spokesman Chief Superintendent Wilben Mayor said the 25,000 regular police officers on papal security detail would not be following the lead of the Metro Manila Authority. “We are trained for these situations and as of now, we have not considered (diapers),” he said.

http://dpw.lacounty.gov/epd LA County Public Works will host a free used motor oil and oil filter recycling event on January 10, 2015, from 10 a.m. to 2 p.m, at the Maywood O’Reilly Auto Parts, located at 4401 Slauson Ave. When used oil is illegally dumped into storm drains, it pollutes local water bodies and contaminates sources of clean drinking water. In fact, according to the U.S. Environmental Protection Agency, it only takes one gallon of motor oil to contaminate as much as a million gallons of fresh water. That is equivalent to a year’s supply of drinking water for 50 people. In exchange for properly disposing of their used oil during the event, participants will be rewarded with free used oil containers, oil filters, shop towels, and funnels. Those recycling oil filters will receive one new oil filter. Promotional items are available on a first-come, first-served basis. Items for drop-off should be prepared by placing oil filters in sealed plastic bags and storing used motor oil in leak-proof containers. Used oil should not be mixed with any other liquid, including water. Used motor oil and oil filters can also be recycled for free at a local certified collection center or on weekends at a County-sponsored Household Hazardous Waste/Electronic Waste collection event. In fact, littering goes against the proverb ‘cleanliness is next to Godliness’ that most, if not all, Filipinos are aware of,” said group coordinator Aileen Lucero. “We invite all devout followers of the Black Nazarene to reflect on a key message uttered by Pope Francis and strive for an ecological devotion,” she added. She lamented the yearly feast is given a bad reputation because of the “brazen disrespect for the environment” as shown by trash on the streets, especially in Quiapo. The group wrote to Quiapo Church rector Msgr. Jose Clemente Ignacio to help publicize practical ways to prevent and reduce waste during the Traslacion.
