Order of Malta turns over 700 houses for Yolanda survivors, eyes further cooperation with PHL

The head of the Sovereign Military Order of Malta on Tuesday turned over 700 newly constructed houses to the Philippine government for survivors of Typhoon Yolanda (Haiyan), which hit central Philippines over a year ago. Fra’ Matthew Festing, Prince and Grandmaster of the Sovereign Hospitaller Order of St. John of Jerusalem of Rhodes and of Malta, gave a symbolic key to the houses to President Benigno Aquino III during a ceremony in Malacañang. The housing units were built in Basey town in Samar, and on Bantayan Island in Cebu—two areas which were directly hit by Yolanda in November 2013. During the turnover ceremony, Festing trumpeted how his Order managed to extend help—particularly medicine, food, hygiene kits and tools for farmers—three days after Yolanda ravaged central Philippines. “The relationship between your country and the Order is not one between donor and beneficiary. Indeed, we operate together as partners, sharing common objectives for those who suffer and those who are in need,” Festing said. “We stand by our commitment to work with your people, accompanying the delivery of goods and the construction of infrastructure, with solidarity and brotherhood, embodied in our shared values,” he added. Gun-cleaning a common excuse of people attempting to commit suicide –Dr. Fortun

People who attempted to commit suicide by shooting themselves usually use accidental firing of the weapon as excuse to cover up their act, Dr. Raquel Fortun said Tuesday, citing her experiences as a forensic pathologist. “From my experience, ‘yang ganyang senaryo ang madalas na ginagamit na excuse para sabihin na ang isang tao [ay] ‘di nagpakamatay,” Fortun said, in response to “News To Go” anchor Howie Severino’s question on whether it is common for gun owners to accidentally shoot themselves while cleaning their guns. “I have encountered that a lot na sasabihin hindi siya nagbaril sa sarili, ang nangyari, it was an accidental fire kasi naglilinis lang siya ng baril,” she added. The question was in relation to the claim of the family of Cavite Vice Governor Jolo Revilla that he accidentally shot himself on his right upper chest while he was cleaning his .40-caliber Glock pistol on Saturday morning inside their home in Ayala Alabang in Muntinlupa City. Though now in a stable condition, Revilla, son of detained Senator Ramon Bong Revilla Jr., remains at the intensive care unit of the Asian Hospital and Medical Center in Muntinlupa City following the incident. Jolo Revilla some space as the police created a task force to investigate the shooting incident involving the son of Sen. Ramon Bong Revilla Jr. “Ang nakikita namin kailangang bigyan ng konting space. Nakikita natin ang sensitive nature ng incident,” PNP spokesperson Chieft Superintendent Generoso Cerbo told reporters. “At this point, hindi nakikita ng PNP ang urgency para kausapin si Vice Governor o sinuman ang possible witnesses,” Cerbo added. Salonga says she is in talks on taking role in ‘Allegiance’

The Broadway veteran played the lead female role Kei Kimura when the musical made its sold-out premiere in 2012 at the Old Globe in San Diego, California, “Star Trek” actor Takei’s personal and heartfelt show about Japanese-Americans imprisoned during World War II goes to Broadway this fall with him in a starring role. “Of course I’d like to be a part of it, if only to be part of something that’s very important in Broadway history,” Salonga told The Associated Press in a telephone interview late Monday. Infant among Australia suspect's sex abuse victims – NBI

An 18-month-old girl was among the children allegedly sexually abused by an Australian man arrested in the Philippines last month, government investigators said Monday. Law enforcement officials are now hunting people overseas who apparently paid 51-year-old Gerard Peter Scully for the footage of the children being sexually abused, Manila’s National Bureau of Investigation said. “It was a video shown on the Internet, (of him) allegedly torturing the child physically and sexually,” NBI regional chief Angelito Magno said, referring to the young girl. Magno, whose unit originally arrested Scully on February 20 in the southern Philippines, said the infant’s parents apparently knew about the abuse, adding that the government’s Social Welfare Office was now caring for the child and her parents. He declined to give more information on the infant. Scully fled from Australia to the Philippines to escape fraud charges in 2011. The NBI has said he set up his cybersex operations in the impoverished southern Philippines, using offers of food and money to lure children into having sex with him and then selling the footage on the Internet. He faces human trafficking charges and could get life in jail if convicted. He is also being investigated for the suspected murder of a girl of about 12 years, whom he allegedly strangled and then buried under his rented house, said Basset Sarit, the executive officer of the NBI’s anti-human trafficking unit. Maynilad hits MWSS refusal to approve rate hike

Maynilad Water Services Inc. on Monday blasted regulators for their “continuing refusal” to give the green light on the company’s tariff increase as recommended by an arbitration panel. The company laments having to suffer “substantial damages” because of the Metropolitan Waterworks and Sewerage Systems (MWSS) inaction. Earlier, Maynilad had said it was losing P208 million a month. “The decision was rendered by an arbitration panel that MWSS helped constitute pursuant to a dispute resolution process that MWSS itself designed and imposed on Maynilad as part of the concession agreement,” Maynilad president Ricky Vargas said in a statement. “Maynilad is completely puzzled and dismayed by MWSS Administrator Gerry Esquivel’s and Chief Regulator Joel Yu’s sudden about-face and refusal to keep their word and to honor the decision of the arbitration panel,” Vargas said. Maynilad in early 2013 submitted to the MWSS-Regulatory Office a business plan for the five years until 2017, which requires an increase in the company’s basic charges by P8.58 a cubic meter. In response, the MWSS-RO issued memorandums ordering Maynilad to cut rates by P1.46 a cubic meter for the five years until 2017 or 49 centavos a year. Last January, Maynilad’s major stockholders announced that an appeals panel with the International Chamber of Commerce had decided in its favor, awarding an average increase of P3.06 a cubic meter on top of the current basic rate of P31.28 a cubic meter. Wishing for cheaper Internet access

Internet penetration in the Philippines continues to rise, especially in urban areas where free wi-fi (or wireless connectivity) is increasingly being made available and more people are using smartphones. While the overall Internet user penetration rate is still at the lower 37 percent of the world population, giving the Philippines a rank of 106th in 191 countries by the United Nations Broadband Commission, this is already not far from the world’s average of less than half. For a country that has become the text capital of the world, getting into the Internet access habit is just a matter of time, or more specifically, having the financial capability to buy a smartphone and to connect to an affordable service provider if there is no free Internet available. German-Filipino group offers to rehab MRT-3 for P4.65 B

MANILA, Philippines – A group composed of two German firms and a Filipino-owned company has put forward a proposal to the Department of Transportation and Communications (DOTC) to rehabilitate the ageing Metro Rail Transit line 3 (MRT-3) for P4.65 billion. In a two-page letter to Transportation Secretary Joseph Emilio Abaya, the group composed of a joint venture of Schunk Bahn-und Industrietechnik GmbH, HEAG mobile GmbH, and CommBuilders & Technology Philippines Inc. has submitted a proposal to rehabilitate the mass transit system along EDSA that is P116 million cheaper than the P4.76-billion budget of the Department of Transportation and Communications (DOTC). “We, CommBuilders and Technology are pleased to submit the enclosed project proposal from these world-renowned European companies, Schunk Group, and HEAG mobile – for your review and evaluation,” the group stated in the letter signed by Schunk Bahn Group Manila authorized representative Rolf Bieri and CommBuilders authorized representative Roehl Bacar. Under the proposed Swiss challenge, the group said the basic plan is to initially mobilize rehabilitation where time and work windows are flexible and station facilities would be prioritized.
