(MNS Photo) MANILA (Mabuhay) — After the Bureau of Customs (BOC) drew flak for its plan to conduct physical inspections on balikbayan boxes, Malacañang said Wednesday that it is high time for Congress to review existing rules on these packages. At a press briefing, Communications Secretary Herminio Coloma Jr. welcomed Senate President Pro Tempore Ralph Recto’s proposal to amend BOC Memorandum Circular No. 7990, which sets rules for OFW-sent packages. In Senate Bill 2913, Recto particularly pushed for an increase the tax-exempt value of the contents of a balikbayan box to $2,000 from the present $500. “Mainam na nakapaghain si Senator Recto dahil pinag-uusapan ang bagay na iyan. Matagal na panahon na rin simula noong nagtakda ng mga patakaran hinggil diyan,” Coloma told reporters on Wednesday afternoon. “Napapanahon na rin siguro na pag-aralan ng ating mga mambabatas kung ang ano mang pagbabago ang kinakailangan,” he added. Coloma nevertheless said that the executive has yet to study Recto’s entire proposal, and to come up with a stand on the measure. “Pag-aaralan namin ang panukala at titingnan ano ang pinakamakatwirang na Read More …

(MNS photo) MANILA (Mabuhay) — Malacañang is not worried about the plan of an overseas Filipino workers’ (OFW) group to launch a “no-remittance day” on Friday to protest the Bureau of Customs (BOC)’s aborted plan to physically inspect balixbayan boxes. During a press briefing on Wednesday, Communications Secretary Herminio Coloma Jr. recalled that a similar initiative was launched two years, which he said did not have any negative impact on the economy. “Ang dating naging karanasan diyan ay noon pang 2013, ‘nung kasagsagan ng isyu ng PDAF (Priority Development Assistance Fund) o pork barrel, at noon naman ay walang naiulat na masamang epekto ito. Kaya kung ‘yon ang pagbabatayan ay tila wala naman tayong dapat ikabahala hinggil dito,” Coloma told reporters. The Palace official added that while OFWs may delay their remittances for one day, they still have to transfer the money to help their families in the Philippines. “Maaaring maantala siya ng isang araw pero hindi naman siguro ito nila iniisip na huwag ipadala,” Coloma said. “Nananalig kami na sa paggamit nila Read More …

Trillanes: Ex-Makati official got 15 checks from Abi Binay’s pork barrel

Vice President Jejomar Binay speaks to senior citizens in Amapola St., Barangay Pembo, Makati, Thursday. The city government of Makati has been under public scrutiny amid new allegations of having “ghost” senior citizens who reportedly receive benefits. (MNS photo) MANILA   (Mabuhay) — A former department head at the Makati City Hall received 15 checks from the priority development assistance funds of Rep. Abigail Binay, daughter of Vice President Jejomar Binay, documents obtained by Senator Antonio Trillanes IV show. At the resumption of the Senate Blue Ribbon subcommittee investigation on the corruption allegations against Vice President Binay on Wednesday, Trillanes said Ryan Barcelo, former officer-in-charge of the Makati Social Welfare Development (MSWD), was listed as the “payee” on the said checks. Barcelo said he recalls being a special disbursing officer when he received the checks, but said he can no longer remember if he got checks from the national government through the Department of Budget and Management (DBM). “I don’t recall receiving a check direct from DBM or [the] national government. If my memory still serves me well, lahat ng tseke na tinanggap ko ay nanggaling sa city government. I don’t know kung saan nanggaling yung funds na ‘yun,” he told the subcommittee. Trillanes said the procedure “constitutes malversation” because the checks were addressed to Barcelo instead of the agency that he represents. Senator Alan Peter Cayetano said Barcelo should explain himself before the Commission on Audit (COA). “Sa COA ka na magpaliwanag… To be fair to you and to be fair Read More …

PHL still a rice importer, needs enough supply and buffer stock

Workers arrange sacks of rice at a warehouse in Taguig City on Tuesday. The Department of Agriculture announced that the Philippines is now one of the top rice producers in the world. However, the El Niño’s effects might affect rice production targets this year. (MNS photo) MANILA (Mabuhay) – The government has no choice but to continue importing rice until the Philippines achieves complete sufficiency in the commodity and has assured that there is enough buffer stock for the lean months. The country has an estimated 4- to 5-percent shortage in rice since the sufficiency rate stands at 96 percent, Agriculture Secretary Proceso Alcala said. “Hangga’t hindi natin naaabot ang 100-percent rice sufficiency, plus buffer, mag-i-import tayo,” he told lawmakers during the budget briefing for the Department of Agriculture at the House of Representatives Tuesday. According to the Office of the Presidential Assistant for Food Security and Modernization, the National Food Authority (NFA) has achieved a 15-day national average in the buffer stock for 2014. The Philippines is one of the largest rice importers in the world. Since February 2015, the NFA has imported 750,000 metric tons (MT) of rice via government-to-government arrangements. The NFA has been authorized to buy another P250,000 MT, particularly if the El Niño drought impacts on the harvest. Even as the government is continuously working to achieve a 100-percent rice self-sufficiency by 2016, Alcala said the country will have to import rice to ensure enough buffer stock is at hand. “Hindi pwedeng eksakto lang [na Read More …
