The Commission on Election (Comelec) is not giving up its legal tussle with the Supreme Court to disqualify Senator Grace Llamanzares to run in the May 9presidential elections. For many, like myself, consider the Supreme Court’s decision as a complete disregard of the provisions under the Constitution, when it allowed that Senator Llamanzares is eligible to run president. In a 56-page motion for reconsideration, the Comelec, spearheaded by Commissioner Arthur Lim, urged justices to re-consider its ruling since there was no majority vote finding Senator Llamanzares a natural born citizen. Comelec warned that the controversial decision has “heightened political passions in the country that could possibly ignite civil strife.” The poll body argued that there was no factual or legal basis for the ruling that Llamanzares is a qualified presidential candidate for the May 9 elections. In the same motion, Comelec asked the Supreme Court to re-deliberate and re-vote on the issue of citizenship to “avoid dire repercussions that the majority decision has brought in its wake.” The poll body was right, I think, in asking the Supreme Court to reexamine its constitutional ruling on the Poe Llamanzares case for its legal and constitutional infirmities. In a 48-page decision by its Former Sixth Division, penned by Associate Justice Jose Reyes, Jr., the appellate court ruled that the petitions filed by Binay and 15 of the 21 other former and incumbent city officials in the case before the anti-graft court have been rendered moot and academic by their dismissal and the lapse of the challenged suspension order itself. The Office of the Ombudsman placed Binay, et al. on a 6-month preventive suspension on March 10, 2015 while an investigation was still ongoing on the alleged overpriced project. Weikang Xu, reportedly a junket operator, allegedly owned the bank accounts where the $81 million stolen from Bangladesh Bank through computer hacking ended up. On the other hand, Kim Wong, a businessman, has been tagged as the mastermind in the money-laundering scheme. He has been described as a valued client of RCBC who is close with the bank’s president and CEO Lorenzo Tan. Tan said he has not seen Wong in more than 10 years. In an interview at the contract signing, the 39-year-old actress admitted that she wants to work with Bernardo and her son.
