So even if you have a psychological disorder, it will not be a ground for your disqualification),” Binay told reporters upon landing in Manila after campaigning in this city. “Let his physical and mental case be subjected to the voters,” he said. Travelling exhibit for  victimized women opens in LA

A MULTI-RACIAL feminist organization has opened a travelling art exhibition over the weekend in a gallery in Chinatown, Los Angeles to honor women who were victimized in the society in different ways. Titled  Recuerdo / Alaala / ذاكرة / Remembrance: Earrings of Shadow and Light, would be the “first traveling art exhibition of its kind,”according to the officials of the feminist group AF3IRM. The artworks were created by local and international artists, jewelry makers, musicians and community folks. All the creative imaginations were focused on the creation of art around earrings. But each of the participants was asked to create only one earring instead of a pair. In a commemorative booklet, the organizers explained that the reason for that was: “Across borders, earrings are ornaments that have been worn from pre-colonial times to the present with various purposes and significance, and in Recuerdo / Alaala / ذاكرة / Remembrance, they hold deep meaning. Earrings are typically worn in pairs; however, participants were asked to create just one earring as a tribute to a particular woman or issue. Proposed 2017 bottom-up budgeting projects to get P35-B

(MNS photo) MANILA  (Mabuhay) – Funding for proposed projects under the fiscal year 2017 Bottom-up Budgeting (BuB) Program will total P35 billion, up by P10.3 billion from this year’s BuB budget, the Department of Budget and Management (DBM) said on Tuesday. Funds amounting to P19.7 billion – or more than 50 percent of the total – will be downloaded to beneficiary local government units (LGUs). “These are cities and municipalities that have complied with the good governance conditions set in the implementing guidelines of the program. These requirements include compliance with the Good Financial Housekeeping component of the Seal of Good Local Governance and implementation of Public Financial Management (PFM) improvement measures,” the department noted in a statement. Under BuB, LGUs and civil society and community organizations jointly identify priority poverty reduction programs and projects to be included in the proposed national budget. “For 2017, funding for BuB programs – specifically those that LGUs can implement –will be released directly to local governments. We are moving from agency-implemented BuB projects to more performance-based direct downloads to LGUs. Duterte kept the lead with 32 percent in the latest ABS-CBN survey conducted by Pulse Asia, seven percentage points ahead of Sen. Grace Poe, who was stuck at second place with 25 percent. Vice President Jejomar Binay and administration candidate Mar Roxas remained at third place where they were statistical tied with 20 percent and 18 percent, respectively. Senator Miriam Defensor Santiago came in at last place with 1 percent. Pulse Asia took the survey from April 5 to 10, about a week before Duterte was heavily criticized for making light of an Australian missionary’s rape and murder in his city in 1989. This was after Wong sought more time to submit his counter-affidavit in response to the complaint over the controversial $81-million laundered money from the Bank of Bangladesh which slipped through the Philippine financial system through the Rizal Commercial Banking Corp. (RCBC). Based on the nine-page complaint filed by the Anti-Money Laundering Council (AMLC), also facing a case for violation of Section 4 (a) and (b) of Republic Act (RA) No. 9160, otherwise known as the the Anti-Money Laundering Act of 2001 is Chinese national Weikang Xu. Section 4 (a) holds accountable for money laundering any person who transacts or attempts to transact a monetary instrument or property which represents, involves, or relates to, the proceeds of any unlawful activity; while section 4 (b) covers any person who performs or fails to perform any act despite knowledge that any monetary instrument or property involves the proceeds of any unlawful activity and, therefore, facilitates the offense of money laundering.
