Urban congestion and traffic

Being stuck in traffic is the daily bane of our existence. Our government goes through the motions of seeming to address the problem, but in reality is so afraid to make the tough decisions that will begin to make conditions better. So much for political will… even of Duterte or his minions! We, the public, are not much better. We complain incessantly about the problem, but thumb down any solution that demands the least bit of sacrifice on our part. At the rate we are going, we will continue to suffer for a long time the consequences of our inability to face the problem. We need to accept solutions that seem logical, but inconvenient. In the meantime, we adopt solutions that make the situation worse. Example: buying more cars to go around the coding scheme. Here is the latest news from the world of industry: Car sales rise 8.6 percent in October. Data from the Chamber of Automotive Manufacturers of the Philippines Inc. (CAMPI) and Truck Manufacturers Association (TMA) showed car sales grew 8.6 percent YoY to 31,132 units in Oct. Passenger car sales rose 2.3 percent to 11,499 units while commercial vehicles grew 8.6 percent to 19,633 units. From Jan to Oct, auto sales tallied 292,502 units, up 24.5 percent YoY. Guess what? The road space available for the ever increasing number of cars and trucks remains the same. I would guess our road network didn’t grow significantly over the last 30 or even 50 years… at least not Read More …

SSS wants first choice on PPP financing

MANILA, Philippines – The Social Security System (SSS) now wants to have a first say on financing part of public private partnership (PPP) projects to be bid out by the government.  “We plan to make it compulsory for PPP proponents to reserve for SSS the right of first refusal to 25 percent equity participation,” SSS chair Amado Valdez said in a statement yesterday. This, in effect, will require the government to first seek SSS help in funding part of infrastructure projects before going elsewhere. This, in turn, will help finance planned pension increases, particularly the P2,000 adjustment pending before Congress. The PPP Center declined to comment. Sought for details, SSS assistant vice-president Maria Luisa Sebastian said the proposal would be contained in a bill to amend the pension fund’s charter, which is yet to be crafted. “Those are still ideas being floated by the new chair,” Sebastian said in a phone interview. Business ( Article MRec ), pagematch: 1, sectionmatch: 1 Earlier, Valdez said he wanted all future toll roads to be partly constructed using SSS funds since fees collected from their operations would represent consistent flow of funds for the agency. From January to September, 39 percent or P180.46 billion of SSS investment portfolio was invested in government securities. Around 24 percent or P111.22 billion was invested in equities, 18 percent (P85.93 billion) in member loans, eight percent (P38.66 billion) in corporate notes, seven percent (P33.82 billion) in bank deposits and four percent (P20.05 billion) in property. BI database linked with Interpol now running in 10 int’l airports

NAIA terminal 3. FILE PHOTO MANILA — The Bureau of Immigration is beefing up its gatekeeping capabilities with the integration of its databases with those of other government agencies and the Interpol. The agency has begun implementing the BI Information System, which links up information sources and databases from the BI, government agencies and its international partners. BI commissioner Jaime Morente said the Filipino-designed system has been up and running in 10 international airports, including the Ninoy Aquino International Airport. The system has been focusing on stronger border control and improved service efficiency, he said. Morente is expected to lead the formal launching of the BIIS, one of the agency’s flagship projects, at the NAIA Terminal 3 on Friday. Immigration officers can now access a centralized database of more than 320 million records of arrivals and departures, which is also linked to the databases of the Department of Foreign Affairs, Department of Tourism and the Philippine Overseas Employment Agency. By linking databases from both local and international law enforcement agencies, the BI hopes to reduce the processing time at immigration counters from one minute to 30 seconds. Morente said the BIIS was programmed for quicker search and query through improved search engines and query functions. Immigration officers can now capture actual photos of passengers and take biometrics data with the deployment of cameras and fingerprint scanners in all points of entry. The BI will also be better equipped with improved anti-fraud control with the activation of ultra-violet and infrared auto-detection Read More …

Duterte: I might follow Russia’s Int’l Criminal Court withdrawal

President Rodrigo Duterte on Thursday warned that the Philippines might also withdraw its membership from the International Criminal Court (ICC) and follow Russia. “I might follow [Russia]. Why? Tayo lang maliliit ang binubugbog ng mga walang hiya,” Duterte said in his departure speech for the Asia Pacific Economic Cooperation (Apec) in Peru. Foreign media eager to cover Duterte’s Apec debut in Peru

President Rodrigo Duterte. INQUIRER FILE PHOTO/JOAN BONDOC LIMA, Peru — President Rodrigo Duterte arrives here for his first Asia-Pacific Economic Cooperation (Apec) Economic Leaders Meeting before midnight Thursday under the gaze of a curious foreign press, many of whom may be wondering what controversial thing he will say next. There’s been a marked interest in the Philippine president among foreign journalists, according to Malacañang insiders privy to requests for media coverage of Mr. Duterte’s activities in this annual trade summit featuring the leaders of 21 Pacific Rim economies. “Our past presidents don’t usually get that much attention from the foreign press,” said one source, who disclosed that at least one international media agency and a Peruvian news organization were seeking an opportunity to cover or interview the firebrand Mr. Duterte. The requests have been forwarded to the Department of Foreign Affairs (DFA), though it is not believed he will have time to speak to media during the two-day event. The Philippine leader, who will be departing from the Philippines on Nov. 17 (Manila time) with a short layover in New Zealand, is expected to land in this South American country at about 11:30 p.m. Thursday (Lima time). Lima is 13 hours behind Manila.
