SC: Unjustified fears, past experience should not cloud martial law significance

(Supreme Court of the Philippines} MANILA, July 6 (Mabuhay) –Supreme Court justices believe fears and apprehensions stemming from the nation’s traumatic experience during the Marcos years should not dilute the significance of the imposition of martial law for the promotion of public safety. Affirming President Rodrigo Duterte’s martial law declaration in Mindanao aimed at crushing ISIS-inspired militants, the SC said the 1987 Constitution placed several safeguards to prevent possible abuses of the commander-in-chief’s powers. “Not only were the grounds limited to actual invasion or rebellion, but its duration was likewise fixed at 60 days, unless sooner revoked, nullified, or extended; at the same time, it is subject to the veto powers of the Court and Congress,” the July 4 decision stated. While the imposition of martial law would create apprehensions among the public, the SC said the “importance of martial law in the context of our society should outweigh one’s prejudices and apprehensions against it.” “The significance of martial law should not be undermined by unjustified fears and past experience,” the SC said. “After all, martial law is critical and crucial to the promotion of public safety, the preservation of the nation’s sovereignty and ultimately, the survival of our country.” It also added that martial law “is vital for the protection of the country not only against internal enemies but also against those enemies lurking from beyond our shores. Exercise prudence on martial law statements, Escudero tells Panelo

Senator Chiz Escudero, .(MNS photo) MANILA, July 6 (Mabuhay) –Senator Francis “Chiz” Escudero said chief presidential legal counsel Salvador Panelo should “exercise more prudence” in his statements over martial law in Mindanao, following the latter’s remark that another proclamation is necessary should Congress deem an extension unnecessary. “If its for the same area and to address the same threat, it is, for all intents and purposes, an extension and not a ‘re-declaration’,” Escudero, also a lawyer, said in a text message to reporters on Wednesday. “I hope the legal advisers of the President will exercise more prudence instead of advising him about ‘trailblazing legal theories’ that may raise more constitutional issues than settling them,” he added. Panelo earlier said Duterte could still implement martial law even without congressional approval by signing another proclamation. “If Congress does not extend the 60th day upon the initiative of the President then there can be no extension. The decapitated bodies of the two, identified as Hoang Thong and Hoang Va Hai, were recovered on Wednesday in Barangay Tumahubong in Sumisip town by a resident, according to Col. Juvymax Uy, commander of Joint Task Force Basilan. “The bodies were found at 5:40 in the morning by a member of the local populace,” Uy said. “The cadavers will be made to undergo forensic exams as coordination with the Vietnamese embassy is also simultaneously done.” The two were among the six Vietnamese crew members of MV Royal 16 that was attacked on November 11 last year off Sibago Island in Basilan. Along with such talk came suggestions from netizens on who they think should play the Pinoy superhero. Among the names that have been floated is that of Luis Manzano, but the television host was quick to quash the idea, saying he is not a “big star” to even be considered. Pacquiao urges WBO action on ‘unfair’ decision over Horn fight

(MNS photo) MANILA, July 5 (Mabuhay) — Senator Manny Pacquiao on Wednesday urged the World Boxing Organization (WBO) to take action on the letter of the Games and Amusements Board (GAB) over the “unfair decision and officiating” on his loss against Jeff Horn. “WBO should take appropriate action on the letter sent by the Games and Amusement Board (GAB) so as not to erode the people’s interest in boxing,” Pacquiao said in a statement. Pacquiao said that while he has accepted the decision, “truth and fairness” should be upheld. “On my part, I had already accepted the decision but as a leader and, at the same time, fighter, I have the moral obligation to uphold sportsmanship, truth and fairness in the eyes of the public,”  he said. “I love boxing and I don’t wanna see it dying because of unfair decision and officiating,” Pacquiao added.
