MANILA, Apr 14 (Mabuhay) – On the eve of the implementation of the No Contact Apprehension Policy, Metro Manila Development Authority chief Emerson Carlos vowed to fully implement the system against erring motorists.

“Ito’y isang sistema kung saan kahit walang nanghuhuli sa’yo sa daan ay mahuhuli namin gamit ang CCTV iyong inyong mga traffic violation,” Carlos said.

Under the no contact policy, traffic violators will receive their tickets and notices when and where they committed violations with an attached screengrab of the CCTV footage.

Carlos said the MMDA will deliver the notice via mail or courier service based from the registered address on the motorist’s license plate upon verification from the Land Transportation Office.

He added that the No Contact Policy can also be a way to prevent corruption and road rage between motorists and traffic constables.

“Para magkaroon ng less interaction sa pagitan ng driver at ng nanghuhuli para mabawasan ang corruption sa daan at less obstruction na rin sa traffic dahil nga hihinto pa yung nahuli sa daan,” Carlos said.

“Isa pang reason yan para mabawasan ang roadrage at iba pang mga incidents na puwedeng magngayri by virute of the fact na magkikita o magkakaroon ng interaction ang dalawang tao,” Carlos said.

All violations are covered in the No Contact Policy but generally focused on traffic obstructions such as yellow and blue lane violations, non-compliance of loading and unloading areas, beating the red light, and traffic signals.

Carlos noted the quality of their CCTV cameras are high definition and even invited some bus operators at the MMDA Metrobase in Makati City to inspect its quality, but admitted they have yet to expand its coverage.

“Primarily gusto natin magkaroon ng mata kahit saan so magkakaroon ng awareness yung ating mga motorista na kahit wala silang nakikitang authority ssa daan ay dapat sumusunod sila sa mga traffic rules and regulations natin,” Carlos said. (
