Samar locals may maintain roads

TACLOBAN CITY — The Millennium Challenge Account — Philippines (MCA-P) and the Department of Public Works and Highways (DPWH) may tap the local communities or the Conditional Cash Transfer program beneficiaries for the maintenance of Samar roads.
