SENATOR Miriam Defensor-Santiago on Monday urged her colleagues to reject the definition of “savings” found in the 2015 budget plan approved by the House of Representatives, as well as “lump-sum funds to be spent at the discretion of the legislators,” which she denounced as pork-barrel.
