Nearly seven out of 10 Filipinos were satisfied with the Aquino administration’s performance in the first quarter of 2013, according to a new survey by pollster Social Weather Stations.

While the survey from March 19 to 22 saw public satisfaction dip slightly from end-2012, the satisfaction rating of +53 was still classified as “very good,” the SWS said.

The SWS survey said that 68 percent of 1,200 adult respondents were satisfied and 15 percent were dissatisfied with the government’s performance.

This translated to a net +53 rating, or the difference between the percentage satisfied and percentage dissatisfied.

While the SWS said this was four points below +57 in December 2012, it was still “higher than those of all previous administrations.”

SWS classifies net ratings of +70 and above as “excellent”; +50 to +69, “very good”; +30 to +49, “good”; +10 to +29, “moderate”, +9 to -9, “neutral”; -10 to -29, “poor”; -30 to -49, “bad’; -50 to -69, “very bad”; and -70 and below, “execrable.”

Respondents asked to score government on 17 issues rated the Aquino administration “very good” on two, “good” on seven, “moderate” on four, “neutral” on three and “poor” on one.

SWS published the results on its media partner Business World on Friday.

‘Substantially higher’

The SWS said the Aquino administration’s satisfaction ratings have so far remained substantially higher than those of its predecessors.

Its scores had ranged from +64 in September and December 2010 to a low of +45 in June 2011. The previous record was a +36 during the administration of Joseph Estrada.

SWS said the March poll saw the government’s net satisfaction score unchanged at +63 in Mindanao and +54 in Balance Luzon.

Public satisfaction also stayed “good” in Metro Manila but was down four points to +43, it added.

But in the Visayas, the score fell by 21 points to a “good” +45.

By socioeconomic class, the score stayed “very good” among the D and E but fell to “very good” from “excellent” among the ABC.

It went down two points to +60 among the class E, fell by four to +50 in class D, and dropped 10 points to +68 in ABC.

17 issues

The SWS survey showed respondents gave the government “very good” ratings in terms of:

– helping the poor (+56, up from +50 in December)
– promoting the welfare of overseas Filipino workers (+50 from +49)

The government got “good” net ratings in:

– foreign relations (+47 from +49 in December)
– transparency in government activities (+38 from +39)
– defending country’s territorial rights (+37 from +48)
– promoting foreign investments (+33 from +35)
– fighting terrorism (+33 from +30)
– reconciliation with Muslim rebels (+31 from +32)
– providing jobs (+30 from +24).

It had “moderate” ratings in:

– reconciliation with Communist rebels (unchanged at +28)
– eradicating graft and corruption (+19 from +20)
– fighting crimes (+17 from +26)
– resolving the armed conflict in Sabah (+13).

The government had “neutral” ratings in:

– ensuring that no family will be hungry (+7 from December’s +5)
– fighting inflation (+4 from +1)
– ensuring oil firms don’t take advantage of oil prices (+4 from -5)

The government rated “poor” in:

– resolving the Maguindanao massacre case with justice (-26 from -28 in December)

Satisfaction ratings down on 7 issues

The survey showed the government’s satisfaction ratings fall in at least seven issues, including:

– eradicating graft and corruption (+19 from +20)
– foreign relations (+47 from +49 in December)
– transparency in government activities (+38 from +39)
– defending country’s territorial rights (+37 from +48)
– promoting foreign investments (+33 from +35)
– eradicating graft and corruption (+19 from +20)
– fighting crimes (+17 from +26)

The SWS poll used face-to-face interviews with 1,200 adults nationwide. Error margins of ±3% for national and ±6% for area percentages applied to the survey. — DVM, GMA News
