MANILA, Philippines – The company of supermarket chain owner Lucio Co expects to start commissioning this June its 9.9-megawatt biomass plant in Nueva Ecija, with commercial operations targeted to commence in October.

Co, the Filipino-Chinese businessman behind the Puregold supermarket chains, earlier bought a majority stake in San Jose City I Power Corp. (SJC I Power), a renewable energy that will build the biomass plant.

According to SJC I Power chief operating officer Edgardo Alfonso, commercial operation will be on Oct. 1.

“The project is 95 percent completed,” Alfonso said.

The project is estimated to cost P1 billion.

Ruby de Guzman, OIC-division chief of the Department of Energy’s Biomass Energy Management Division Renewable Energy Management Bureau, said that Co’s group is also venturing into a second phase of the project, which involves adding 24 MW.

“By June, they will start construction of second phase, which they amended to 24 MW,” De Guzman said.

“The expansion will start as soon as the first phase becomes operational,” Alfonso confirmed.

Alfonso said the project would avail of incentives under the government’s Feed-in-Tariff (FIT) system.

The FIT regime is a form of incentives for renewable energy players.

Feed-in tariffs offer cost-based compensation to renewable energy players among other perks.

The FIT rate approved by the Energy Regulatory Commission (ERC), the power regulator are as follows: P9.68 per kilowatt-hour for solar; P8.53 per kwh for wind, P6.63 per kwh for biomass and P5.90 per kwh for hydropower projects.

Aside from the biomass project, SJC is also looking at other renewable energy projects.

Organization of Islamic Cooperation offers to help in ending Zamboanga City crisis

FILE PHOTO ILIGAN CITY, Philippines – The Organization of Islamic Cooperation (OIC) has offered to mediate in ending the standoff in Zamboanga City between Philippine government troops and forces loyal to Moro National Liberation Front (MNLF) founder Nur Misuari. The standoff entered its seventh day Sunday. “The OIC stands ready to offer all possible assistance to ease the tension and resume the peace process,” read a statement attributed to OIC Secretary-General Ekmeleddin Ihsanoglu. The OIC news release on the Zamboanga siege was posted on its website Saturday. “The Secretary General of the Organisation of Islamic Cooperation (OIC) is deeply disturbed by the reported resumption of violence that occurred in the city of Zamboanga and other places in Mindanao in Southern Philippines. He condemned the loss of innocent lives and called for calm and maximum restraint to avoid further bloodshed and to allow peaceful resolution to these incidents,” the news release stated. “The OIC strongly rejects all unlawful acts and expresses its deep concern at the shortcomings that occurred in the peace process which led to the resumption of violence and unlawful acts,” it added. NBI chief Rojas' mind 'made up'; De Lima might take over for now

Justice Secretary Leila De Lima on Thursday revealed that she and President Benigno Aquino III had tried several times to convince National Bureau of Investigation Director Nonnatus Rojas not to give up his post, to no avail. In an interview with reporters in Manila, De Lima said Rojas seems to have “made up his mind” to resign from the highest post at the NBI not only after two of his men were accused of tipping off pork barrel scam suspect Janet Lim Napoles about her arrest, but also due to health reasons. “I talked to Dir. Nonni three times and I was unsuccessful in convincing him so sinabi ko na rin kay Presidente iyon na hindi ko na-kumbinse,” De Lima said. She added: “Kinausap niya [the President] rin once the other day ata [si Rojas]… at hindi na magbabago iyon, irrevocable ang kanyang resignation.” De Lima said she would await President Aquino’s announcement whether he was accepting or rejecting Rojas’ resignation before looking for his replacement.
