President Benigno Aquino III is confident that the reforms being implemented by his administration within the Bureau of Customs (BOC) will address the country’s smuggling problem.

“Palagay ko naman we are addressing it, tingnan ninyo yung movement of people in Customs,” Aquino told reporters after the groundbreaking ceremony of the San Gabriel Power Plant Project in Sta. Rita, Batangas City.

He issued the statement after the group Federation of Philippine Industries said the government lost more than P1.33 trillion in revenues from 2002 to 2011 due to smuggling.

But Aquino said things are slowly changing since they started reshuffling officials within the BOC, which recently saw the resignation of Ruffy Biazon as its commissioner.

“What I’m trying to say is we pressed the restart button, parang sa computer,” the President said.

The personnel changes within the BOC began after Aquino, in his last State of the Nation Address, publicly called out the bureau for supposedly failing to curb smuggling operations in the country.

Since then, Aquino has tranferred those he feels are not “contributing to the [reform] efforts” to their mother unit, the Department of Finance.

Aquino recently appointed John “Sunny” Sevilla” as the new commissioner of the bureau, replacing Biazon, who stepped down after having been named respondent in a malversation case by the Department of Justice.

Aquino admitted he had to convince many appointees to transfer to BOC to help him initiate changes.

“Ang expectation is these people will carry out their faction.  It’s not perfect, they have been there just a few months, but we do expect results that’s why we put in these particular people,” he said. Kimberly Jane Tan/KBK, GMA News

5 more complaints on govt fund misuse set to be filed – lawyer

De Lima: 34 others to face raps in connection with ‘pork’ scam. Justice Secretary Leila de Lima on Friday, November 29, revealed a new set of respondents in a new complaint to be filed with the Office of the Ombudsman in connection with the alleged pork barrel scam. The list of respondents includes Customs Commissioner and former Muntinlupa Rep. Ruffy Biazon, an ally of President Aquino. Also in photo is lawyer Levito Baligod. Danny Pata After filing three batches of criminal complaints in the last two months, the government is now preparing at least five more in connection with the alleged misuse of government funds, including the Priority Development Assistance Fund (PDAF). Lawyer Levito Baligod on Friday told reporters that their camp already has witnesses who come from the government and have already executed affidavits for these five new batches of complaints. “Mayroon pa. Mga hanggang 5 batches, halu-halo na, non-PDAF, non-(Janet Lim-) Napoles,” said Baligod at a press briefing held shortly before before the second batch of PDAF-related complaints was filed with the Office of the Ombudsman. Napoles, a businesswoman, is facing plunder charges in connection with the alleged P10-billion pork barrel scam. Baligod kept mum on the details of the five other batches but said these involved irregularities between 2004 and 2006. BOC posts collection surplus of P200 M

MANILA, Philippines – The Bureau of Customs is off to a good start, posting a  collection surplus of over P200 million in January this year, the first time under Ruffy Biazon’s watch. The BOC exceeded its collection target of P24.3 billion for January with total collections reaching P24.5 billion. The figure is P2.51 billion higher than the same period in 2012. The higher collection was attributed to the reorganization of key Customs personnel in the early part of January. Biazon, who took over the reins of the BOC in 2011,  is hopeful  the agency will surpass or at least meet its collection target for the year of P340 billion with the full completion of its computerization program. “We may have found the right chemistry among our officials to enable us to meet our collection target for 2013, although it remains to be seen as we progress through the year. As I have said when I announced my 2013 reconfiguration program for the BOC, the purpose of the program is to place the right people at the right assignments, where they can best deliver their talents, experience and training in revenue generation,” Biazon said.
