SUPERSTITIOUS PEOPLE may view the 13th of the month as an inauspicious date whenever it falls on a Friday. When it falls on a Saturday, it generally doesn’t attract the same sense of dread. Revenue regulations like the one issued last Saturday, however, may soon change that.
