Govt probing Napoles assets abroad — BIR chief Henares

Commissioner Kim Henares of the Bureau of Internal Revenue said Thursday the government is already taking steps to probe businesswoman Janet Lim-Napoles properties abroad. “We are coordinating with foreign governments kasi sa foreign governments pati bank accounts puwede namin makuha dito hindi,” Henares told reporters in Manila, adding that the government’s purpose was merely to “get information” from these foreign governments. The BIR is in the middle of investigating if Napoles, embroiled in a P10-billion pork barrel fund scam, has been paying the right taxes. Napoles had insisted her wealth came from legitimate sources, saying she owns shares in a mining company in Indonesia. It has likewise been reported thatvshe owns properties in the US. “If she has business abroad, mas malaki ang problema niya because the US tax you in a global manner… if you have a US connection,” Henares said. The BIR chief refused to elaborate further on her agency’s ongoing probe, saying: “Puwede kapag handa na kami, sasabihin ko.” Henares also revealed that some of the almost 30 properties earlier reported to be owned by Napoles could have been placed under other people’s names. NBI chief Rojas' mind 'made up'; De Lima might take over for now

Justice Secretary Leila De Lima on Thursday revealed that she and President Benigno Aquino III had tried several times to convince National Bureau of Investigation Director Nonnatus Rojas not to give up his post, to no avail. In an interview with reporters in Manila, De Lima said Rojas seems to have “made up his mind” to resign from the highest post at the NBI not only after two of his men were accused of tipping off pork barrel scam suspect Janet Lim Napoles about her arrest, but also due to health reasons. “I talked to Dir. Nonni three times and I was unsuccessful in convincing him so sinabi ko na rin kay Presidente iyon na hindi ko na-kumbinse,” De Lima said. She added: “Kinausap niya [the President] rin once the other day ata [si Rojas]… at hindi na magbabago iyon, irrevocable ang kanyang resignation.” De Lima said she would await President Aquino’s announcement whether he was accepting or rejecting Rojas’ resignation before looking for his replacement. Aquino urged to use own 'pork' to fund AFP modernization

A former government official who served under the administration of President Benigno Aquino III’s mother has an advice for the President: use pork barrel funds to modernize the Armed Forces of the Philippines (AFP). In a Facebook post, Rafael Alunan III asked Aquino to “please cut the bureacratic red tape so that you can, as Commander-in-Chief, buy ASAP the necessary capital assets and support systems for the Navy and Air Force needed to defend our country, protect our EEZ (exclusive economic zone) and uphold our nation’s dignity and honor.” Alunan served as Tourism secretary during the term of the late President Corazon Aquino, and secretary of Department of Interior and Local Government under President Fidel Ramos. Alunan said Aquino and the lawmakers could use part of their Special Purpose Fund (SPF) and Priority Development Assistance Fund (PDAF), respectively, in bankrolling the military’s long-delayed modernization He gave the advice amid the growing tension between the Philippines and China regarding the supposed Chinese structures being raised at Panatag (Scarborough) Shoal, a disputed area in the West Philippine Sea, as well as the issue on the alleged misuse of pork barrel funds by some lawmakers. No sign yet of Napoles' brother trying to leave PHL — Immigration official

The brother of suspected pork barrel scam mastermind Janet Lim-Napoles may still be in the country as there is no sign he tried to flee via the country’s international airports, immigration official said. Bureau of Immigration Ninoy Aquino International Airport intelligence division chief Wilson Soluren said they had not monitored any attempt by Reynald Lim to leave via the airports, state-run Philippines News Agency reported. “So far wala pa kaming monitored attempt niya to exit the country ever since na nag-issue ng warrant of arrest laban sa kanila (So far we have not monitored any attempt by him to exit the country since a warrant was issued for his arrest),” Soluren said. “We believe Mr. Lim is still in the country and hopefully sumuko na rin siya (he will surrender) just like what her sister did,” he added. He said that if Lim is seen at the airports, the BI will arrest him and turn him over to the police or the National Bureau of Investigation. Earlier this month, the Makati City regional trial court issued an arrest warrant against Napoles and Lim for serious illegal detention. Napoles surrendered to President Benigno Aquino III in Malacañang last Wednesday and was initially brought to Philippine National Police headquarters in Camp Crame. Australia reiterates terror warning in parts of Mindanao

Australia has renewed its advice to its nationals against traveling to parts of Mindanao due to what it said a possible terrorism threat. In an Aug. 29 update to its travel advice, Australia noted the United Kingdom recently cited a “credible and imminent” kidnap threat against foreigners in Zamboanga del Norte. “We continue to strongly advise you not to travel to central and western Mindanao, including the Zamboanga Peninsula and Sulu Archipelago, due to the very high threat of terrorist attack, kidnapping, violent crime and violent clashes between armed groups,” it said. Also, it reiterated its advice to its nationals to “reconsider your need to travel to eastern Mindanao.” On the other hand, Australia advised its nationals to “exercise a high degree of caution in the Philippines because of the high threat of terrorist attack and high level of serious crime.” “Pay close attention to your personal security at all times and monitor the media for information about possible new safety or security risks,” it said. UN chemical weapons inspectors arrive at Beirut intl airport — witness

BEIRUT – The team of United Nations inspectors that was investigating the alleged chemical weapons attack in Syria arrived at Beirut International Airport on Saturday, a Reuters witness said. Palace: Aquino's openness to receive fugitives only on case-to-case basis

President Benigno Aquino III’s openness to receiving high-profile fugitives will only be on a case-to-case basis, a Malacañang spokesperson said on Saturday. Deputy presidential spokesperson Abigail Valte stressed this after Aquino explained why he agreed to receive suspected pork barrel scam mastermind Janet Napoles. “Case-to-case basis yan,” Valte said on government-run dzRB radio, when asked if Aquino was open to receiving other high-profile fugitives if they send him surrender feelers. Valte explained that Aquino had learned from an experience with retired Maj. Gen. Jovito Palparan Jr., who now remains in hiding after Aquino supposedly ignored his surrender feelers. Aquino had told the Philippine Daily Inquirer he received Napoles at Malacañang on Wednesday night because of the Palparan episode. “Kwento niya dati, may nagpapadala ng surrender feelers para gusto siya makausap, hindi pumayag. Palace condemns killing of radio commentator in Iligan

Malacañang on Saturday condemned the killing of a radio commentator in Iligan City on Thursday, even as it reiterated it will not tolerate media-related killings. Deputy presidential spokesperson Abigail Valte said the Palace will “coordinate” with the Philippine National Police to see if it has gathered leads on the killing of Fernando Solijon. “Hindi natin tino-tolerate at… kinokondena natin ang nangyayari laban sa media practitioners (We do not tolerate media killings and we condemn this latest incident),” Valte said on government-run dzRB radio. On the other hand, an international media watchdog group urged the government to take action. “How many more journalists must be killed before President Benigno Aquino makes a genuine commitment to ending the cycle of impunity in media murders in the Philippines?” said Committee to Protect Journalists (CPJ) senior Southeast Asia representative Shawn Crispin. “We call on the government to quickly establish the motive behind Fernando Solijon’s killing and bring his killers to justice,” he added. New York-based CPJ noted Solijon was the fourth journalist to be murdered in the Philippines in the past month. It urged authorities to investigate the murder of Solijon and swiftly bring the perpetrators of the crime to justice. A Makati court has approved the transfer of controversial businesswoman Janet Lim-Napoles from the Makati City Jail to Fort Sto. Domingo in Sta. Rosa, Laguna, a tweet from radio dzBB said Friday. Napoles’s camp asked for her transfer for “safety reasons.” Napoles, detained in connection with a serious illegal detention case, spent the night at the Makati City Jail after surrendering to President Benigno Aquino III Wednesday night. The alleged mastermind in a P10-billion pork barrel scam, Napoles was first brought to Camp Crame in Quezon City after her surrender. She was brought to Makati City Jail on Thursday night. De Lima gives 'threats' vs. Napoles benefit of the doubt

Justice Secretary Leila de Lima on Friday said the government is verifying the alleged security threats on controversial trader Janet Lim-Napoles, the alleged brains behind the P10-billion pork barrel scam. For the meantime, Justice Secretary Leila de Lima said they are giving Napoles’s claims that her life is in danger “the benefit of the doubt.” “Even if hindi pa naba-validate, I think we can give these allegations the benefit of the doubt,” De Lima said on Friday, noting that the embattled businesswoman had formally told the Court of Appeals that there were threats to her security. She said that in a motion filed with the CA, Napoles claimed being in “grave, imminent and real danger” and receiving death threats. Napoles, currently detained at the Makati City Jail, is asking the CA to allow her transfer to a safer detention cell. “We can give this some preliminary merit na kasi possible nga namin dahil may mga ibang nadadawit ay magisip na gumawa ng masama,” De Lima said.
