US encourages peaceful resolution of West PHL Sea dispute

The United States on Friday encouraged all the countries involved to resolve peacefully the dispute over the West Philippine Sea (South China Sea). “We encourage nations to peacefully resolve their disputes to internationally accepted mechanism and accordance with international law, including the Law of the Sea and without coercion,” Pentagon chief Chuck Hagel said during a press conference in Malacañang on Friday. He said he supports ASEAN efforts to negotiate the South China Sea Code of Conduct which he said will help peacefully manage disagreements and tensions arising from competing territorial and maritime claims. Hagel also said he “appreciates” the Philippines’ efforts to solve the dispute through peaceful means. The Philippines sought arbitration under the UN Convention on the Law of the Sea (UNCLOS) last January to try to declare as “illegal” China’s nine-dash claim, which covers almost all of the South China Sea, including sections that have been declared as the West Philippine Sea. China has resisted Manila’s move to let a U.N. body intervene in the disputes, saying the Philippines’ case was legally infirm and carried unacceptable allegations. China prefers to negotiate one on one with other claimants, which would give it advantage because of its sheer size compared to smaller rivals that have less military force. Janet Napoles gets prison food for lunch as safety measure

PNP releases Napoles mug shot. The Philippine National Police on Thursday, August 29, released the mug shot of Janet Lim-Napoles at Camp Crame following her surrender to President Aquino on Wednesday night, August 28. Napoles’s surrender came hours after the President offered a P10M reward to anyone who could give information that will lead to her arrest. Janet Napoles, the trader tagged as the brains behind a P10-billion pork barrel scam, had prison food for lunch at the Makati City Jail Friday noon. The decision to serve Napoles food prepared by the prison was part of precautionary measures to ensure her safety, radio dzBB’s Manny Vargas reported. Napoles, who was brought to the jail from Philippine National Police headquarters in Camp Crame before midnight Thursday, was served “ginisang toge at tokwa,” the report said. Jail officials were quoted in the report as saying Napoles liked the food. The report quoted officials as saying serving Napoles prison food was part of strict security measures due to possible threats to her life. Jail officials are wary of the possibility that food brought in from the outside could be poisoned, it added. Napoles surrendered to President Benigno Aquino Wednesday, hours after Aquino announced a P10-million reward for information leading to her arrest. PNoy: 'Luis Abalos' in COA report a mistake

Did the Commission on Audit (COA) err in reporting that P20 million in “pork barrel” funds went to a non-lawmaker between 2007 and 2009? President Benigno Aquino III thinks so. In a recent exclusive interview with GMA News, Aquino said the Luis Abalos referred to in the COA special audit report that bared the alleged misuse of pork barrel funds was incumbent Mandaluyong mayor Benhur Abalos, who was a member of the House of Representatives in 2007. “Yung pangalan nung isang tao na hindi miyembro nung Kongreso, ngayon sabi nila sa ‘tin miyembro ng Kongreso. Mali lang ‘yung binigay na first name,” Aquino said in a report aired on “24 Oras” on Wednesday. Abalos, son of former Commission on Elections (Comelec) chairman Benjamin Abalos, served as Mandaluyong representative from 2004 to 2007. Ninoy Aquino as a freedom fighter in exile

On August 21, 1983, then-Senator Benigno “Ninoy” Aquino Jr., upon his arrival at the Manila International Airport, was shot dead by a lone assailant. He was then coming home from a three-year exile in the United States. One could only imagine what would’ve happened if Aquino — or Ninoy as Filipinos fondly call him — had decided to just stay in the US and fight the Marcos dictatorship from afar. But that was not his style. Dubbed by former Senate President Jovito Salonga as “the greatest president we never had,” Aquino did not let his exile stop him from empowering the country, and, as it turned out, also from becoming the family man his long absence prevented him to become. It all started with his health condition. In March 1980, Aquino, who was incarcerated and on hunger strike to protest his military trial under the martial law, developed chest pain that, upon a brief test at the Philippine Heart Center, turned out to be caused by blocked heart arteries. He had to undergo an emergency triple bypass, otherwise, his attending physician warned, he “may die in six days to six months.” Wary of his situation, Aquino refused offers to have his surgery in local hospitals or to have his doctors see him, as he feared what he might say under anesthesia. May Pasok: Areas where classes will resume on Thursday

Some areas flood-free despite monsoon rains

The town of Sta. Ana in Pampanga can be called a flood veteran. But this year, residents were not gearing up to evacuate their homes even after their province was placed under the state of calamity due to monsoon rains enhanced by Tropical Storm Maring. The secret? A newly build retaining wall along Matubig creek in the town. “Dati ang baha rito hanggang dibdib pero dahil napaayos na ang creek at hindi nag-overflow ito, kaya hindi binaha ang mga taga-Sta. Ana,” Pampanga provincial information officer Joel Mapiles told GMA News Online in a phone interview on Wednesday. The creek’s retaining wall is approximately 200 meters in length and about 1.2 m above the road. Apart from building concrete walls, Mapiles said that the creek has been dredged. “Silted na ‘yung mga water channels sa Pampanga kaya kailangang magkaroon ng dredging and slope protection ang mga water embankment,” he added. On Wednesday afternoon, Pampanga was placed under the state of calamity after a dike in Minalin town was breached on Tuesday, which caused flooding in low-lying areas. Alan Peter, Bong Revilla deny anomalies in 'pork' releases

Senators Alan Peter Cayetano and Ramon Bong Revilla Jr. on Wednesday denied alleged irregularities in the release of millions of pesos from their pork barrel funds. At a press briefing, Cayetano countered the Commission on Audit (COA)’s findings that he gave P2.6 million to local government units (LGUs) for projects that were not in the “menu” specified by the Department of Budget and Management (DBM). “During that time, you can give financial assistance to local government units that lack financial capability and it is up to them what to do. I did not specify what to do,” Cayetano said Wednesday. In a special audit report released Friday, the COA said Cayetano released P2.6 million to three barangays in Taguig for projects without formal proposals and beyond the list of programs allowed by the DBM. The COA said these barangays used Cayetano’s pork barrel, formally known as the priority development assistance fund (PDAF), to buy uniforms for the barangay council, house numbering plates and fire busters. Cayetano however said he is certain that the money was used for their intended purposes. US Embassy: P23.65M aid from US gov't for flood victims

The United States government is extending the equivalent of P23.65 million in aid for victims of the flooding and monsoon rain in Metro Manila and other parts of Luzon, the United States Embassy said Tuesday. US Ambassador to the Philippines Harry Thomas Jr. said the disaster is of “sufficient magnitude” to warrant a response from the US government. “USAID/OFDA [The US Agency for International Development-Office of US Foreign Disaster Assistance], working with USAID/Philippines, and the US Embassy canvassed relief organizations operating in the area, and determined that the increasing number of displaced families seeking safe refuge from various evacuation centers and vulnerable families needing emergency assistance warranted an offer of assistance from the US government,” Thomas said. “Our thoughts and prayers go out to all of those who are affected by the floods, those who have lost loved ones, and important possessions. I want Filipinos to know that the United States stands by them in times of need,” he added. A news release from the US Embassy in Manila quoted USAID Philippines Mission Director Gloria Steele as saying the aid will include $50,000 for emergency non-food assistance and $500,000 for warehousing and logistics support (about P23,650,000 in total) from USAID/OFDA. This will be channeled “through a humanitarian agency working in the Philippines to facilitate the immediate delivery of non-food relief items, potentially including jerry cans, household kits, and tarps, to flood-affected communities,” Steele said. US defense chief Hagel to visit PHL

US Secretary of Defense Chuck Hagel will visit the Philippines later this month as negotiations on the framework of increased rotational presence of American troops in the Philippines continue between the two countries. In a statement, the Pentagon said that Hagel’s visit will cap the series of stops on the Secretary’s upcoming Southeast Asian trip. Hagel will start in Malaysia from Aug. 24 to 26, followed by Indonesia from Aug. 26 to 27, and Brunei from Aug. 27 to 29 In Brunei, Hagel will “meet with defense counterparts from across the Asia-Pacific region,” said the Pentagon. The US official will meet with defense ministers from the Association of Southeast Asian Nations (ASEAN) member countries on Aug. 28. The next day, Hagel will participate in the Asian Defense Ministers Meeting-Plus meeting. “Secretary Hagel will conclude his trip in Manila on August 29-30 and return to Washington the evening of August 30,” the statement said. The visit of Hagel will come as Philippines and US officials are negotiating the framework of the increased rotational presence of US forces in the country. The talks between the US and the Philippines began last Wednesday in Camp Aguinaldo. According to officials, at least three more rounds may be held before an agreement can be reached.
