Napeñas to submit informant's video to Ombudsman

Former Special Action Force (SAF) commander Director Getulio Napeñas Jr. will submit the secretly taken video of terrorists Zulkifli Bin Hir alias Marwan and Basit Usman to the Ombudsman to prove that,Operation Plan Exodus was not a suicide mission. “I was forced only to reveal this kind of video to show — although we are happy with the BOI (Board of Inquiry) report — na hindi lahat ng conclusions nila tama,” Atty. Vitaliano Aguirre, Napeñas’ lawyer, told GMA News TV program “QRT” on Tuesday.   The dismissed SAF commander will be attending a clarificatory hearing at the Ombudsman on Wednesday. Aguirre had released the video taken by a civilian informant, which shows Marwan, Usman, and a third terrorist, Amin Baco, meeting in Marwan’s hut in Mamasapano, Maguindanao.  The Philippine National Police BOI had earlier concluded that the SAF operation to arrest the terrorists was “defective from the very beginning”, resulting in the death of 44 police officers.  Meanwhile, the Philippine National Police has criticized the release of the video. “Hindi ko lang matiyak at this point, ito bang mga video na ito part of an intelligence operation na masasabi nating property of the Philippine National Police? Peace talks may have shaped AFP's actions during Mamasapano clash – Senate report

Senate committee findings on Mamasapano clash bared. Senator Grace Poe on Tuesday shows the findings of the Senate committee on public order, which she heads, regarding its investigation on the January 25 Mamasapano incident. She said President Benigno Aquino III is responsible for the operation when he allowed suspended PNP chief Director General Alan Purisima to oversee it. Benjie Castro The Senate report on the Mamasapno clash concluded that the ongoing peace process between the government and the Moro Islamic Liberation Front was one factor that influenced the actions of the Philippine Armed Forces during the January 25 “misencounter.” “The AFP, as a party to the cessation of hostilities with the MILF may have been constrained by the peace process, considered as the centerpiece of our current national security program,” an executive summary of the Senate report on the Mamasapano clash read.  The report also concluded that had the AFP  been more aggressive and had fired white phosphorous and high explosive artillery rounds earlier during the encounter, “it is possible that the battle might have ended sooner” and loss of lives would have been minimized. The report noted that it was late on January 25, at 5:48 p.m. 11 hours into the firefight, when the AFP first fired white phosphorous rounds, which was seen as crucial in driving away the opposing force that engaged the PNP Special Action Force (SAF) commandos. Lawmaker asks PNoy to convene natl security council to address Sino aggression

A party-list lawmaker has urged President Benigno Aquino III to convene the National Security Council immediately amid China’s creeping aggression in reclaiming areas in the West Philippine Sea. In a privilege speech Monday night, Magdalo party-list Rep. Ashley Acedillo sounded the alarm on China’s swift and silent reclamation activities in the disputed swath of waters, which he said present an “existential threat” to the country’s territory, sovereignty and economic well-being. Photos Acedillo obtained showed China’s reclamation and construction activities in territories within the West Philippine Sea have been continuous, with various reefs and islets being expanded humongous structures built on them. Most alarming of China’s reclamation activities he said, are occurring on Mischief Reef.  “Walang sinabi ang Philippine reclamation efforts sa Roxas Boulevard at ang pagtatayo ng SM Mall of Asia kumpara sa ginagawa ng Tsina sa West Philippine Sea,” Acedillo said, while showing photos of Chinese Navy ships guarding the structure.  Blockade of Ayungin shoal He warned that Chinese forces might stay in the structures being built in the West Philippine Sea and block the ships that supply the Philippine Marines guarding the nearby Ayungin Shoal, which is only 50 kilometers away from Mischief Reef.  The lawmaker, a former military officer, warned that China might be able to successfully enforce a blockade on Ayungin Shoal if its efforts are not thwarted. PNoy’s partymates downplay decline in trust ratings

Benhur Arcayan Liberal Party (LP) executives have downplayed  the steep decline in President Benigno Aquino III’s trust and approval ratings as a minor dip in the public’s level of satisfaction in his performance and expressed confidence the public will still remember him for reforms than the Mamasapano incident.  LP whip for Visayas Iloilo Rep. Jerry Treñas said the 21-percent dip in Aquino’s trust and approval ratings isn’t a cause for alarm even if he acknowledged that the President’s numbers were affected by the public outcry over the Mamasapano incident.  “Until the people have clearer answers to the questions [about what happened in Mamasapano], I think public sentiment will continue to be high and affect the President’s rating in the survey,” he said. AFP: We did our best to help SAF troopers with limited info we had on Mamasapano

The military did its best to provide the Philippine National Police’s Special Action Force with support during the January 25 Mamasapano clash despite the limited information and time they had, the Armed Forces of the Philippines said Tuesday. “Ginawa nila ang kanilang makakaya ayon sa information given to them during that time,” said AFP public affairs chief Lt. Col. Harold Cabunoc at a press briefing on Tuesday. “Kung suriin natin mabuti, may mga tropa na galing pang ibang probinsya, Sultan Kudarat, na pinadala to help out with just limited information.” Cabunoc said this after Senator Grace Poe on Tuesday sided with the AFP’s claim that it could not have provided artillery support to the PNP during the encounter, given the time they had been informed of the need, as launching an air strike requires ample time to prepare. “I respect what the military said—that you cannot just deploy, for example, air support at the last minute. You cannot just fire artillery support because of the friendly forces on the ground. There was also no forward observers, and also where exactly are the enemy forces on the ground,” Poe said. PHL calls on int'l community to press to stop reclamation in South China Sea

The Philippines has called on the international community to press for a stop to massive reclamation activities in the South China Sea that could increase tension in the disputed area. According to the Department of Foreign Affairs, Undersecretary Evan Garcia said at the 17th ASEAN-India Senior Officials Meeting (SOM) held in New Delhi on March 14 that “such unbridled reclamation activity worsens an already sensitive geopolitical situation and raises the specter of increasing militarization.”  The DFA also said that Indian Minister of External Affairs Anil Wadha assured the Philippines “that India will encourage the peaceful resolution of the dispute.” On Thursday, the Philippines called on China to stop reclamation work in contested areas in the South China Sea, including in areas that Philippine officials say are within Manila’s territory. A latest surveillance photo of Burgos Reef (Gaven Reef), according to Philippine defense officials, showed that China has constructed a building as large as the Mall of Asia in Pasay City – Manila’s biggest shopping mall. “We are strongly opposed to the reclamation for several reasons because very clearly it is intended to change the status quo, the character and feature, including maritime entitlements, of features in the South China Sea,” Foreign Affairs spokesman Charles Jose told reporters then. — JDS, GMA News

Marwan's death proof Oplan Exodus not defective, ex-SAF chief Napeñas says

Contrary to the findings of the PNP Board of Inquiry, former Special Action Force (SAF) chief Director Getulio Napeñas Jr. said the plan for Oplan Exodus was not defective. Napeñas said the Mamasapano operation successfully neutralized Malaysian terrorist and bomb maker Zulkifli bin Hir alias Marwan, GMA News’ “24 Oras” reported Sunday.   The dismissed SAF chief also said it is not true that he did not listen to the input from his men. He added the “utmost secrecy and operational security” was the key to the success of the mission. The Jan. 25 Mamasapano clash resulted in the death of 44 elite police commandos, 18 Moro Islamic Liberation Front fighters and five civilians.  It has also put deliberations in Congress on the Bangsamoro Basic Law, which is based on a peace agreement signed between the governmen and the MILF, on hold. The BOI report said time-on-target coordination “[did] not conform to the established and acceptable operational concepts and protocols of the PNP.”  Napeñas: Artillery could have saved SAF men Napeñas said at a Senate committee hearing that the fallen commandos could have been saved if the Armed Forces of the Philippines delivered the requested artillery support. Group calls on govt to pass law protecting children in natural disasters

In light of recent disasters, especially Typhoon Yolanda in 2013, a non-governmental organization urged the Philippine government to pass a law to protect children during calamities and other emergency situations. Save the Children country director Ned Olney said in a statement this week that Senate Bill 2446 or the proposed Children’s Emergency Relief and Protection Act will “mitigate the impact of disasters on education” through proper planning and investments. “The [proposed act] is asking for investments to make school facilities safer, setting limits on the use of classrooms as displacement centers and in preparing children and teachers for disasters,” Olney said. If passed into law, the bill will: 1) Enhance and institutionalize protection of children affected by natural disasters and calamities; 2) Provide Congress a strengthened oversight mandate to ensure child protection in disasters; and 3) Address policy gaps in current laws of importance to child welfare. “Disasters have a huge impact on education. However, it does not have to be that way. Proper planning can help us to mitigate the impact of disasters on education,” Olney added. The psychological distress that children suffer after disasters, which affects their ability to learm,  will also be addressed. The House of Representatives approved its version of the bill on third reading in January. De Lima on Mamasapano report: BOI got PNoy's role wrong

(Updated 5:28 p.m.) Justice Secretary Leila de Lima on Saturday said the Philippine National Police Board of Inquiry’s report on the Mamasapano clash had a “wrong premise” on President Benigno Aquino III’s involvement in the Mamasapano operation. “Comprehensive as the BOI Mamasapano Report wishes to be, it starts on the wrong premise insofar as the role of the President as commander-in-chief of the PNP is concerned,” De Lima said of the 130-page report. The BOI report, which was made public on Friday, pointed out that Aquino’s meeting with suspended PNP chief Director General Alan Purisima and Special Action Force commander Dir. Getulio Napeñas Jr. was against protocol. The BOI said “the act of dealing with Napeñas instead of OIC-PNP [Deputy Director General Leonardo] Espina bypassed the established PNP Chain of Command.” De Lima: PNoy not PNP commander-in-chief, but chief executive But de Lima pointed out that Aquino cannot be considered the commander-in-chief of the PNP, which is civilian in nature.  “In relation to the PNP, the President is the Chief Executive, in the same way that he acts as the Chief Executive to all the civilian agencies of the Executive bureaucracy,” she continued.
