Whistleblower drags Sotto, Legarda, Marcos into PDAF mess

Pork scam whistleblower Merlina Suñas mentioned new names in the latest bail hearing for alleged mastermind Janet Lim Napoles at the Sandiganbayan, GMA’s “Saksi” reported Friday. According to the report, Suñas specifically said that Senators Vicente “Tito” Sotto III, Loren Legarda and Ferdinand “Bongbong” Marcos Jr. were also involved in the P10-billion Priority Development Assistance Fund scam.   She also mentioned Cagayan de Oro Rep. Rufus Rodriguez and Abante Mindanao Party List Rep. Maximo Rodriguez as members of the lower house who were allegedly involved. Furthermore, she said that former Customs Commissioner Ruffy Biazon and his father Muntinlupa City Rep. Rodolfo Biazon, who are both memebrs of the administration Liberal Party, were also involved. Aside from this, Suñas also alleged the involvement of other members of the House of Representatives whom she only identified by their surnames; Estrella, Ortega, Umali, Cagas, Olano and Fuentebella. She said she didn’t include the new allegations in her affidavit since the National Bureau of Investigation only asked her about incidents from 2007 to 2009. Sotto has earlier stated that he does not know Suñas while Legarda and Marcos have both denied the allegations. Napoles’ legal counsel Atty. Dave Buenaventura for his part questioned Suñas’ credibility as a witness. “We cannot rely on this particular witness. According to a report on GMA News TV’s Balitanghali, a wreath-laying ceremony and a 21-gun-salute were conducted at the Kalasag Memorial located at the grandstand of the PNPA. The report added that the six fallen commandos, who were PNPA alumni, were awarded the Lakan Distinguished Award, while the rest were awarded the Lakan Recognition Award. The six PNPA alumni were: Sr. Insp. Ryan Ballesteros Pabalinas (class of 2006)Sr. Insp. John Garry Alcantara Erana (class of 2009)Sr. Insp. Max Jim Ramirez Tria (class of 2009)Sr. Insp. Gednat G. FDA warns public vs. unregistered Vitamin E product

Health authorities on Friday warned the public against buying a Vitamin E product that it found to be unregistered. The Food and Drug Administration issued Advisory 2015-007 advising against the use of “KIRKLAND Signature Vitamin E 400 I.U. Softgels.” “Upon determination by the Food and Drug Administration, the product is confirmed to be unregistered,” it said in its advisory dated Feb. 20. The advisory was posted on the FDA website on Friday. FDA OIC Nicolas Lutero III said food and drug regulation field officers have instructions to seize the product if found in the market. Lutero also asked local government units and law enforcement agencies to help ensure the product is not sold or offered for sale in their localities. Also, he warned drug establishments and outlets against the importation, distribution, or sale of any unregistered drug product. On the other hand, he advised consumers to look for the FDA Registration number on the product label. Those needing more information may email the FDA at info@fda.gov.ph, or report the sale and distribution of unregistered health products at report@fda.gov.ph or (02)807-8275. Miriam appeals to colleagues, public to support bills on women's rights

Senator Miriam Defensor Santiago reiterated Friday her appeal to her colleagues and the public to support her bills to instutionalize gender equality. Santiago, author of the Magna Carta of Women (Republic Act No. 9710) and co-author of the Reproductive Health Law (RA No. 10354), said some of her proposed legislation on women and gender equality remain at the committee level. “I have written the committee on women, family relations, and gender equality earlier this year to ask that it prioritize public hearings for my bills,” the senator said in a press statement One of the measures pending in the committee is the proposed Child Support Act (Senate Bill No. 403), which seeks to penalize any parent who refuses to support a child. “This will protect single parents, especially women, from being financially abandoned by the child’s other parent,” the senator said. She also filed the Safe Haven Bill (S.B. No. 2457), which caters to women unprepared or unfit for motherhood, while ensuring the safety of their babies. The bill seeks to allow women to turn over their newborns with government-assigned safe haven providers rather than haphazardly abandoning them. Another pending measure is the Battered Women’s Testimony Bill (S.B. No. 1558), which seeks to facilitate the use of expert testimonies in cases of women subjected to domestic violence. Santiago is also pushing for the creation of a task force that will recommend a national strategy to protect women against violent crime. De Lima shuns speculations, will wait for copy of PNP's Mamasapano report

The police findings on the Jan. 25 Mamasapano clash may already be available online, but Justice Secretary Leila de Lima has chosen to suspend her judgment on the matter, saying “speculations” cooked up by some sectors only threaten to aggravate the situation. De Lima told reporters on Friday that she has yet to receive an official copy of the Philippine National Police’s probe results prepared by its Board of Inquiry “Talaga namang bibigyan kami ng copy, hopefully within the day, matanggap namin para ma-evaluate agad namin,” De Lima said. She added that if she gets her hands on the report by today (Friday), she will spend her weekend going over the report, which had already been posted online by the PNP earlier in the day. “I cannot be commenting on something I havent seen or havent read yet. I cannot rely on media accounts on what purportedly are contained in that report. Hindi maganda iyan kasi lalong magkakaroon ng sari-saring ispekulasyon,” De Lima said. “Iyan nga ang dapat iwasan natin ngayon, yung mga ispekulasyon kasi may mga sectors na nagfu-fuel ng mga ganyan, para instead na magkaroon ng maayos na closure, may mga sectors na mas gustong nagkakagulo,” she added. PNoy not blinded by friendship in assessing Mamasapano operation —Palace

President Benigno Aquino III may not have made strong statements about resigned PNP chief Director General Alan Purisima’s liability in the Mamasapano bloodbath, but Malacañang on Friday said the friendship between the two has nothing to do with the omission. At a press briefing, deputy presidential spokesperson Usec. Abigail Valte also said Aquino is not being blinded by close ties with Purisima in assessing the January 25 carnage that left more than 60 people dead, including 44 elite police commandos. “Nagiging objective naman ang Pangulo sa malalaking issues tulad nito,” Valte told reporters when asked if the President’s friendship with Purisima is affecting the way he looks at the bloody incident. The Palace official also assured the public that Purisima will not be treated with kid gloves when Malacañang reviews the PNP Board of Inquiry (BOI) report on the Mamasapano mission. “Lagi naman pong malinaw ang Pangulo. Top Alphaland execs skip Senate hearing on Boy Scouts land deal

Top officials of property developer Alphaland Crop. skipped on Thursday the continuation of the Senate probe on the controversial land deal it entered into with the Boy Scouts of the Philippines, which supposedly benefited Vice President Jejomar Binay. Alphaland president Mario Oreta was not able to attend the Senate blue ribbon subcommittee hearing due to “medical reasons,” his lawyer told the panel. To this, Senator Aquilino Pimentel III, who is heading the investigation, commented, “Medical reasons? He doesn’t want to hear the opinion of Commissioner [Kim] Henares?” Henares, Bureau of Internal Revenue (BIR) chief, was present during Thursday’s hearing. She is expected to give her insights on whether Oreta’s supposed failure to declare his share from the land deal was tantamount to tax evasion. Alphaland owner Roberto Ongpin was also absent during the hearing. He is currently in Europe, according to his lawyer. During the last hearing, former Makati Vice Mayor Ernesto Mercado accused Binay of getting as much as P651 million from the land deal between Boy Scouts and Alphaland Corp.    Binay’s camp has repeatedly said that Mercado’s accusations are politically motivated. CIDG chief Magalong: BOI report still being printed

The Board of Inquiry report on the bloody Jan. 25 Mamasapano clash is still being printed Thursday morning, PNP Criminal Investigation and Detection Group head Director Benjamin Magalong said. But Magalong did not indicate how many pages and copies are being printed. Meanwhile, police sources said Magalong is set to meet PNP officer-in-charge Deputy Director General Leonardo Espina at 1 p.m. on Thursday. Earlier, Magalong told GMA News Online that the BOI will “definitely” submit its report on Thursday, adding that the turnover of the report to Espina will be announced to the media. He also said that if he would have his way, he wants the report be made public. However, Magalong said to Interior Secretary Mar Roxas if the contents of the report will be released to the public. The BOI was originally supposed to submit its report by end of February, but the team asked twice since last week for an extension. Forty-four elite policemen died during the Mamasapano clash with members of the Moro Islamic Liberation Front, together with the men of its splinter group, the Bangsamoro Islamic Freedom Fighters, and some members of other armed groups in Maguindanao. At the time, the police commandos were on a mission to arrest Malaysian terrorist Zulkifi bin Hir alias Marwan of Jemaah Islamiyah and Filipino bomb-maker and Abu Sayyaf member Basit Usman. Magalong prefers BOI report on Mamasapano clash released to public

(Updated 9:47 a.m.) If Philippine National Police Board of Inquiry chairman Director Benjamin Magalong would have his way, he would release the BOI report on the bloody Jan. 25 Mamasapano clash to the public. “The public should know,” said Magalong in a text message to GMA News Online. Magalong is also head of the PNP Criminal Investigation and Detection Group.  “But it depends on SILG [Secretary of the Interior and Local Government Manuel Roxas II], who has the final say. It was he who created the BOI,” he added. At the same time, Magalong said the Board will “definitely” submit the report on Thursday, adding that the turnover will be announced to members of the media by PNP officer-in-charge Deputy Director General Leonardo Espina.
