Danish police arrest 10 over Philippine online child sex abuse

COPENHAGEN – Danish police on Wednesday arrested 10 men and raided their homes on suspicion that they paid for watching the live-streaming of children being sexually abused in the Philippines. “They have been questioned and a number of computers, phones and tablets have been seized,” Flemming Kjaerside of the Danish police’s cyber-crime unit told AFP. One of the men was remanded in custody in Herning in western Denmark while nine others had been released pending an investigation of the computers that had been confiscated, he added. “Only when we have gone through all the computers can we confirm if our suspicions are correct,” he said. Danish police said in a statement that “a number of money transactions” had led to the arrests being made. In the first Danish case of its kind, a man was last year sentenced to three and a half years in prison for his online involvement in the sexual abuse of children in the Philippines, having paid other adults between 150 and 300 kroner (20 to 40 euros, $21 to $43) to carry out the acts.  — Agence France-Presse

Walden Bello hits PNoy for fraternity-like style of running govt

Having severed his political alliance with President Benigno Aquino III, outgoing Akbayan party-list Rep. Walden Bello criticized the president anew by likening his governance style to that of leading a fraternity wherein loyalty is what matters. Following his aborted attempt to deliver a privilege speech on his resignation as a House member Wednesday, Bello told reporters he agreed with Senator Sergio Osmeña III’s statement earlier this month that Aquino was a “super hard-headed person.” “He’s (Aquino) a very stubborn President. I think that’s one of his flaws. Another flaw is he’s very loyal to his subordinates, who are either corrupt or incompetent. Parang fraternity ang takbo ng Cabinet. Instead of competence as the primary consideration in rational discussions, it’s loyalty that counts,” he said. While admitting he had mulled on resigning since last year over differences in opinion with the administration on various issues, Bello said Aquino’s decision to hold sacked Special Action Force (SAF) Director Getulio Napeñas for all the errors in the the botched Mamasapano operation was the “last straw” that prompted him to resign as a party-list representative.  “I think [Aquino’s statement] was an act not expected of a President because he was supposed to be part of the planning and execution of the Mamasapano operation. By the practice of command responsibility, he should have taken responsibility for it from the start but we now see that instead of doing that, he’s trying foist responsibility on a ground commander,” he said. Alleged US involvement in Mamasapano ops Read More …

Solon calls on PNoy to stop info ‘striptease’

Abakada party-list Rep. Jonathan dela Cruz on Tuesday called on President Benigno Aquino III to once and for all reveal his involvement in the Mamasapano clash, instead of dropping pieces of information every now and then in an “information striptease.” Dela Cruz said Aquino’s explanation during a Monday prayer gathering that he had at first failed to read then-suspended Philippine National Police (PNP) chief Alan Purisima’s first Feb. 25 message, sent at 5:45 a.m., because his mobile phone was off “makes things worse” for the bereaved families of the 44 Special Action Force (SAF) police officers killed in the clash. “They (the families) do not deserve this kind of [ambiguity]. This information striptease will just convince people that there’s a massive cover up in this operation because [the President] just comes out with all kinds of contorted [information],” he said. In the same prayer gathering, Aquino said he was “fooled” by Napeñas by giving him wrong information about the operation. This contradicted Aquino’s earlier explanation to lawmakers at a meeting in Malacañang that he had been lied to by Purisima when he received inaccurate information that help was on the way to the beleaguered SAF troopers trapped in a firefight with Moro rebels. Purisima supposedly called the shots during the police operation dubbed “Oplan Exodus” despite being having been suspended by the Ombudsman at that time. Dela Cruz also urged Aquino to take full responsibility for the incident as the police and military services’ commander in chief, and come clean Read More …

AFP recovers ‘BIFF of the MILF’-shirts in Maguindanao

The Armed Forces of the Philippines, which has gone on an offensive against the Bangsamoro Islamic Freedom Fighters (BIFF) in Maguindanao, has recovered clothing which alleges collusion between the Moro Islamic Liberation Front (MILF) and the BIFF. GMA 7 news program “24 Oras” reported on Tuesday that t-shirts recovered from encounter sites had “BIFF of the MILF” printed on them. MILF uniforms were also recovered. Capt. Jo-ann Petinglay, 6th Infantry Division spokesperson, said the clothing did not necessarily prove that the BIFF and MILF were working together. “Kung mayroon mang nakikitang uniforms ng MILF diyan it’s possible na suot suot ng BIFF ‘yung uniform ng MILF or nabili niya. Hindi natin alam, hindi natin masabi sa ngayon kung bakit may MILF uniform doon pero hindi nakapagtataka,” Petinglay said. The BIFF is made up of former MILF commands which broke away after the MILF continued to participate in a peace process with the Philippine government. Meanwhile, the AFP said they had retrieved DNA samples from the corpse of a BIFF fighter who could be Singaporean terrorist Muhammad Ali, who also goes by the alias Muawiyah. The BIFF fighter was killed last Sunday. The AFP also said that the BIFF was running out of food and ammunition because of the offensive, which began last February 27. Philippine security forces went on the offensive in response to the January 25 Mamasapano clash, in which 44 police commandos were allegedly killed by MILF and BIFF gunmen. — Andrei Medina/DVM, GMA News

Opposition solons criticize PNoy for blaming Napeñas for Mamasapano clash

Opposition lawmakers in the House of Representatives on Tuesday criticized President Benigno Aquino III for his Monday speech, in which he again blamed sacked Special Action Force (SAF) director Getulio Napeñas for the bloody results of the Mamasapano clash. Deputy Minority Leader and Bayan Muna party-list Rep. Neri Colmenares said Aquino seemed to have forgotten he should be at fault for breaking the chain of command by allowing then-suspended Philippine National Police (PNP) chief Alan Purisima to take charge of planning and implementing “Oplan Exodus,” the covert police operation to nab two high-profile terrorists. The mission ended in the death of 44 SAF police officers and five civilians. The Moro Islamic Liberation Front (MILF) claimed it had also lost 18 of its fighters in the clash. “Not owning up to such violation and denying the reported participation of US forces in the Mamasapano operation amount to cover up and is compromising the Board of Inquiry (BOI) investigation,” Colmenares said., The effect of Aquino’s statement on the BOI’s probe likewise concerned United Nationalist Alliance (UNA) interim president and Navotas City Rep. Tobias Tiangco, who said the President practically preempted the board in determining who should be held accountable for the tragic police operation., “Can we expect the BOI members to say otherwise when the President absolved himself of any blame, barely mentioned his BFF Purisima, and dumped the blame on Napenas?” he asked. During Monday’s gathering of Christian leaders in Malacañang, Aquino enumerated the errors allegedly committed by Napeñas during the Read More …

De Lima, MILF’s Murad discuss DOJ’s Mamasapano probe

Justice Secretary Leila De Lima on Tuesday expressed optimism that the government and the Moro Islamic Liberation Front would come to a common position as regards MILF members who would be found responsible for the deaths in Mamasapano incident. De Lima made the remark after a meeting with MILF chair Al Haj Murad, who reiterated that the peace process didn’t provide for the surrender of MILF members that figured in the “misencounter” that resulted in the deaths of 44 police commandos, 18 MILF fighters and five civilians. “We can reconcile. I think there is a way of marrying both positions, but I’m adding to that, without prejudice also to the application of the penal processes,” De Lima told reporters. Murad said the results of the MILF investigation would be ready “by next week.” “Meron lang mga gaps na hindi pa masyadong clear,” Murad told reporters. —NB, GMA News

SAF men in Mamasapano operation may receive highest PNP award

Some of the Philippine National Police-Special Action Force (PNP-SAF) commandos involved in the operation in Mamasapano town in Maguindanao last January 25 may receive the highest police award. At a press briefing on Friday, PNP spokesman Chief Supt. Generoso Cerbo Jr. said the police force’s Special Promotions and Awards Deliberation Board is looking into awarding Medalya ng Kagitingan to the deserving policemen who took part in the operation to arrest two wanted terrorists in the area. “Sa pakikipag-usap ko sa kanila, tinitignan na nila ang posibilidad na magkaroon ng award para sa iba pa,” he said. The SAF troopers were able to kill one of its two targets, Malaysian bomber Zulkifli bin Hir alias Marwan, although the other one, Filipino bomb-maker Abdulbasit Usman, was able to escape. The operation, however, led to a clash with Moro rebels in the area, resulting in the deaths of over 60 people, 44 of them SAF members. The Medalya ng Kagitingan is equivalent to the Medal of Valor in the military, which is the highest award for combat. The National Police Commission (Napolcom), in a memorandum, said “in order to justify this award, a member of the Philippine National Police must perform in action a deed of personal bravery and self-sacrifice above and beyond the call of duty so conspicuous as to distinguish himself clearly above his comrades in the performance of more than ordinary hazardous service.” Cerbo said the award entitles the recipient to a monthly financial assistance. Napolcom OKs posthumous promotion for SAF 44

The National Police Commission (Napolcom) has approved the posthumous  promotion of the 44 Special Action Force (SAF) commandos killed in the January 25 clash with Moro rebels in Mamasapano, Maguindanao. In a statement released Friday, the Napolcom approved the promotion after Deputy Director General Leonardo Espina, officer-in-charge of the Philippine National Police (PNP), made the recommendation. It said the SAF commandos were promoted “for demonstrating acts of conspicuous courage and gallantry in action at the risk of their lives over and beyond the call of duty that resulted in their untimely death.” The fatalities were part of a large SAF contingent sent to Mamasapano to arrest two high-profile terrorist targets. The covert operation, however, led to clash with members of the Moro Islamic Liberation Front (MILF) and its breakaway group the Bangsamoro Islamic Freedom Fighters. Interior and Secretary Mar Roxas, who chairs Napolcom, noted that although outnumbered by “a superior enemy force,” the SAF commandos “held their ground, fought up to their last breath and accomplished their mission.” Benefits Meanwhile, the statement also quoted Napolcom Vice Chairman and Executive Officer Eduardo U. Escueta as saying that the legal spouses of the 28 married SAF members and a legitimate child of one trooper shall receive the following: — gratuity equivalent to one (1) year basic salary,— burial expenses equivalent to three (3) months basic salary, and— monthly pension for five (5) years equivalent to 80 percent of the decedent’s basic monthly pay. On the other hand, it said the surviving parents Read More …

Roxas to ‘immediately submit’ BOI report on Mamasapano to PNoy, Senate

Interior Secretary Manuel “Mar” Roxas II on Friday promised to submit a copy of the Board of Inquiry (BOI) report on the Mamasapano incident to President Benigno Aquino III and to the Senate as soon as he receives it. In a press statement, Roxas said he will also furnish copies of the report to the National Police Commission (Napolcom), Department of Justice (DOJ), Commission on Human Rights (CHR) and other bodies investigating the incident that resulted in the deaths of 44 Special Action Force commandos. The statement also quoted BOI chairman Director Benjamin Magalong as saying the board will submit their report to PNP Officer-in-Charge Deputy Director General Leonardo Espina on Monday. Espina will then submit the report to Roxas, it added. Earlier on Friday, PNP spokesman Chief Supt. Generoso Cerbo Jr. said at a press briefing that the fact-finding team is still working on the report. He said Magalong is still waiting for the final report of some of the members of the board. The board was formed to study the incident on the “tactical level”. Senior Supt. Robert Po, a member of the BOI, in a text message to GMA News Online, said the operational audit part of the report would be submitted to Magalong on Friday afternoon. Meanwhile, Cerbo stressed that since the deadline was only self-imposed, “I would not say na na-delay.” The BOI was originally supposed to submit its report by the end of February, but moved the deadline to Friday, Mar. 6.
