VP Binay, son to face prelim probe over ‘overpriced’ Makati City Hall Building II

Investigators from the Office of the Ombudsman on Friday filed graft and malversation complaints against Vice President Jejomar Binay, his son Makati Mayor Junjun Binay, and 22 other city officials in connection with the alleged overpriced construction of Makati City Hall Building II. “The Complaint was filed following months of case build-up and evidence gathering by the Special Panel composed of field investigators,” the Office of the Ombudsman said in a statement. Aside from graft and malversation charges, the respondents were charged for alleged violation of the Government Procurement Reform Act in connection with several alleged irregularities in the procurement and award of the contracts for the design, architectural services and the construction of the controversial building. The elder Binay was Makati mayor while his son was Makati councilor when the controversial building was constructed in 2007. Both had denied irregularities, with the VP Binay linking the accusations to a supposed well-financed demolition job against him. VP Binay has been very open about his plans to run for president in 2016 and has been the top presidential candidate based on various surveys. The investigation of the Ombudsman’s Special Panel stemmed from a complaint filed by lawyer Renato Bondal, who was the younger Binay’s opponent in the 2013 elections, and a certain Nicolas “Ching” Enciso VI. Bong Revilla leaves Crame to visit son Jolo at hospital

Detained Sen. Ramon Bong Revilla Jr. on Tuesday afternoon left the Philippine National Police headquarters in Camp Crame to visit his son, Jolo, at the Asian Hospital and Medical Center in Muntinlupa City. According to a News TV Live report, Revilla left the detention facility at around 1:38 p.m. after the Sandiganbayan, which is hearing his graft and plunder case, allowed him to visit his son. The anti-graft court has set conditions for Revilla’s visit, including limiting his access to communication devices and forbidding him from granting media interviews. Revilla is currently detained at the PNP Custodial Center over his graft and plunder charges in connection with the alleged pork barrel scam. The younger Revilla, meanwhile, is confined at the Asian Hospital and Medical Center where he is recuperating from a gunshot wound on his upper right chest. Senate summons text messages between PNoy, Purisima

(Updated 1:36 p.m.) The Senate has summoned a telecommunication company to provide a copy of the Jan. 25 text messages between President Benigno Aquino III and resigned Philippine National Police chief Director General Alan Purisima. The office of Senate President Franklin Drilon said Tuesday that a subpoena addressed to Smart Communications president and chief executive officer Napoleon Nazareno was signed Friday. It was Senator Loren Legarda who requested that a full transcript of the text messages be sent to the Senate. “Not that I do not trust the sources of the text messages but I requested that the text messages from the telcos be subpoenaed,” she said during the hearing of the Senate committee on public order and dangerous drugs on February 23. Purisima earlier submitted to the Senate a copy of the text messages between him and the President on January 25, 2015, the day the Oplan Exodus operation to neutralize Malaysian terrorist Zulkifli bin Hir alias Marwan and Filipino bomb-maker Basit Usman in Mamasapano, Maguindanao, was conducted. The said operation was carried out by the PNP-Special Action Force (SAF). Forty-four SAF commandos died after an hours-long gunfight with the Moro Islamic Liberation Front and the Bangsamoro Islamic Freedom Fighters. Order of Malta turns over 700 houses for Yolanda survivors, eyes further cooperation with PHL

The head of the Sovereign Military Order of Malta on Tuesday turned over 700 newly constructed houses to the Philippine government for survivors of Typhoon Yolanda (Haiyan), which hit central Philippines over a year ago. Fra’ Matthew Festing, Prince and Grandmaster of the Sovereign Hospitaller Order of St. John of Jerusalem of Rhodes and of Malta, gave a symbolic key to the houses to President Benigno Aquino III during a ceremony in Malacañang. The housing units were built in Basey town in Samar, and on Bantayan Island in Cebu—two areas which were directly hit by Yolanda in November 2013. During the turnover ceremony, Festing trumpeted how his Order managed to extend help—particularly medicine, food, hygiene kits and tools for farmers—three days after Yolanda ravaged central Philippines. “The relationship between your country and the Order is not one between donor and beneficiary. Indeed, we operate together as partners, sharing common objectives for those who suffer and those who are in need,” Festing said. “We stand by our commitment to work with your people, accompanying the delivery of goods and the construction of infrastructure, with solidarity and brotherhood, embodied in our shared values,” he added. Gun-cleaning a common excuse of people attempting to commit suicide –Dr. Fortun

People who attempted to commit suicide by shooting themselves usually use accidental firing of the weapon as excuse to cover up their act, Dr. Raquel Fortun said Tuesday, citing her experiences as a forensic pathologist. “From my experience, ‘yang ganyang senaryo ang madalas na ginagamit na excuse para sabihin na ang isang tao [ay] ‘di nagpakamatay,” Fortun said, in response to “News To Go” anchor Howie Severino’s question on whether it is common for gun owners to accidentally shoot themselves while cleaning their guns. “I have encountered that a lot na sasabihin hindi siya nagbaril sa sarili, ang nangyari, it was an accidental fire kasi naglilinis lang siya ng baril,” she added. The question was in relation to the claim of the family of Cavite Vice Governor Jolo Revilla that he accidentally shot himself on his right upper chest while he was cleaning his .40-caliber Glock pistol on Saturday morning inside their home in Ayala Alabang in Muntinlupa City. Though now in a stable condition, Revilla, son of detained Senator Ramon Bong Revilla Jr., remains at the intensive care unit of the Asian Hospital and Medical Center in Muntinlupa City following the incident. Jolo Revilla some space as the police created a task force to investigate the shooting incident involving the son of Sen. Ramon Bong Revilla Jr. “Ang nakikita namin kailangang bigyan ng konting space. Nakikita natin ang sensitive nature ng incident,” PNP spokesperson Chieft Superintendent Generoso Cerbo told reporters. “At this point, hindi nakikita ng PNP ang urgency para kausapin si Vice Governor o sinuman ang possible witnesses,” Cerbo added. Infant among Australia suspect's sex abuse victims – NBI

An 18-month-old girl was among the children allegedly sexually abused by an Australian man arrested in the Philippines last month, government investigators said Monday. Law enforcement officials are now hunting people overseas who apparently paid 51-year-old Gerard Peter Scully for the footage of the children being sexually abused, Manila’s National Bureau of Investigation said. “It was a video shown on the Internet, (of him) allegedly torturing the child physically and sexually,” NBI regional chief Angelito Magno said, referring to the young girl. Magno, whose unit originally arrested Scully on February 20 in the southern Philippines, said the infant’s parents apparently knew about the abuse, adding that the government’s Social Welfare Office was now caring for the child and her parents. He declined to give more information on the infant. Scully fled from Australia to the Philippines to escape fraud charges in 2011. The NBI has said he set up his cybersex operations in the impoverished southern Philippines, using offers of food and money to lure children into having sex with him and then selling the footage on the Internet. He faces human trafficking charges and could get life in jail if convicted. He is also being investigated for the suspected murder of a girl of about 12 years, whom he allegedly strangled and then buried under his rented house, said Basset Sarit, the executive officer of the NBI’s anti-human trafficking unit. Key House members not keen on tax exemption for boxing champ Rep. Pacquiao

House Ways and Means committee chairman Marikina City Rep. Romero Quimbo, a lawyer, said the tax exemption eyed for Pacquiao will raise questions about fairness in the application of the law. Quimbo also said the tax exemption should instead be granted to policemen, soldiers and other ordinary workers who help maintain the peace and order in the country. “[While] we truly idolize Manny and laud his efforts for the country… there are other hardworking Filipinos, aside from athletes, who deserve more tax breaks than athletes. They are the soldiers and policemen who put their lives on the line. Unahin muna natin ang mga kawani ng gobyerno na makakuha ng tax break bago ang mga mayayaman,” Quimbo said. Deputy Speaker Giorgidi Aggabao, also a lawyer, has a technical view. Jolo Revilla on Monday countered allegations that the local official tried to take his own life due to pressing personal and family problems. Lawyer Raymond Fortun, a spokesman for Revilla, denied that the vice governor tried to take his life because of his father Sen. Ramon Revilla Jr.’s detention on plunder charges. NGCP: Expect brownouts in Zamboanga City on Tuesday

A power interruption is expected in parts of Zamboanga City on Tuesday, March 3, the National Grid Corp. of the Philippines said Monday. In an advisory, the NGCP said the brief outage in areas serviced by the Zamboanga City Electric Cooperative would occur at 8 a.m. and 5 p.m. The NGCP said this was due to the preventive maintenance of the 50-megavolt Power Transformer No. 1 at the Zamboanga Substation. The maintenance efforts include the transfer of load from Zamboanga-Tumaga 69-kilovolt line to the Pitogo-Tumaga 69-kilovolt line. —Joel Locsin/NB, GMA News
