Palace: Purisima, Napeñas committed lapses in Mamasapano operation

Former Philippine National Police (PNP) chief Director General Alan Purisima and former Special Action Force (SAF) commander Director Getulio Napeñas committed operational lapses during the deadly January 25 Mamasapano mission, Malacañang said Monday. At a press briefing, presidential spokesman Secretary Edwin Lacierda maintained that both Purisima and Napeñas did not follow President Benigno Aquino III’s instructions to coordinate with concerned government units about the operation. Lacierda said Purisima, who was suspended at the time of the operation, disobeyed Aquino’s instructions to inform police and military officials about the plan to arrest two high-profile terrorist targets in a rebel-controlled area in Mamasapano, Maguindanao. “Instructions were given to General Purisima to coordinate… There were instructions to coordinate with General [Leonardo] Espina. Those were instructions, very clear instructions coming from the President. Unfortunately, those instructions were not carried out or were not carried out time on target,” Aquino’s spokesman said. He added that Purisima, Aquino’s longtime pal, did not provide accurate information to the President during the Mamasapano incident, particularly regarding the artillery support that was supposed to be provided to the PNP-SAF. “Look at the text exchange between the President and General Purisima. Was he fully informed of the information? No, he wasn’t. Was he informed of the right information? No, he was not,” Lacierda said, referring to the record of text message exchanges between the two officials earlier submitted to the Senate, which investigated the incident. ‘Napeñas disobeyed PNoy’ Aquino’s spokesman also maintained that Napeñas should have coordinated with the Philippine Read More …

Palace: PNoy to keep consulting, meeting with Senate, House leaders on BBL

President Benigno Aquino III continues to consult and meet with the leaders of the Senate and the House of Representatives regarding the Bangsamoro Basic Law (BBL), a Malacañang official said Sunday. “Ang batid po natin ay patuloy ang kanyang konsultasyon at pakikipag-ugnayan sa mga lider ng Kongreso kabilang na ang mga lider ng Senado,” Communications Secretary Herminio Coloma Jr. said on dzRB Radyo ng Bayan on Sunday when asked if Aquino will also meet with senators to fast-track the passage of BBL. “Antabayanan lang po natin kung mayroon siyang ipatatawag na pagpupulong,” he said. The president met with House leaders and select lawmakers last week to discuss the BBL and the extent of his role in the Jan. 25 covert PNP-Special Action Force operation in Mamasapano, Maguindanao. He earlier asked lawmakers to honor the policemen killed in the clash by passing the BBL.  Coloma said Aquino gives high priority to the BBL, which embodies the peace agreement signed by the Philippine government and the MILF in March 2014. “Batid po nating lahat na mataas ang prayoridad na ibinibigay ni Pangulong Aquino at ng ating pamahalaan sa pagpasa ng Bangsamoro Basic Law,” he said. Deliberations on the BBL were suspended by both the House of Representatives and Senate pending the results of investigations into the Mamasapano operation which ended in the death of over 60 people, 44 of whom were elite police commandos. The House Bangsamoro ad hoc committee reset the target date of approval of a draft report on the Read More …

Trillanes: Aquino will finish his term

Despite multiple calls for President Benigno Aquino III’s resignation and rumors of a coup attempt, Senator Antonio Trillanes IV on Sunday said he believes the president will be able to finish his term. “Matatapos ni PNoy ang term niya. Wala tayong nakikitang threat,” Trillanes told dzBB’s Nimfa Ravelo in an interview. Critics have slammed Aquino for his unclear involvement in the Jan. 25 police operation in Mamasapano, Maguindanao in which 44 Special Action Force (SAF) commandos were killed. BBL However, despite his confidence that Aquino will be able to finish his term, the senator also said that the administration should not put a deadline on the Bangsamoro Basic Law, the supposed centerpiece of the peace accord between the government and the Moro Islamic Liberation Front. “Hindi ko sinasabi na ito ay malabo nang maipasa. Ang sinabi ko lang, ito ay hindi dapat na nilalagyan ng tanong,” he said. Aquino spokespersons have said that the BBL will be passed during the Aquino administration at all costs. The BBL will pave the way for the creation of the Bangsamoro Political Entity, which will replace the Autonomous Region of Muslim Mindanao. Trillanes said the BBL should not be forced, especially since trust has been lost between the MILF and the government after the Mamasapano incident. “Sinuman ang naunang pumutok, SAF man o MILF, nabasag na ang tiwala,” he said, adding that removing the deadline on the BBL means the MILF can negotiate with the government if the provisions of the law do not meet Read More …

Surrender of MILF fighters BBL ‘deal breaker’ – Solon

The Moro Islamic Liberation Front’s refusal to surrender fighters involved in a clash with the police Special Action Force (SAF) troopers last January could derail the passage of the proposed Bangsamoro Basic Law (BBL), a lawmaker has warned. Cagayan de Oro Rep. Rufus Rodriguez, chair of the ad hoc committee on the BBL at the House of Representatives, said the measure will face rough sailing if the MILF will not turn over its members involved in the Jan. 25 encounter in Mamasapano, Maguindanao since lawmakers are demanding for justice for the 44 SAF commandos killed in the incident. However, he said the MILF should only be asked to surrender its members once the Department of Justice (DOJ) concludes its investigation and identifies fighters from the Moro group as among those liable for the death of the SAF troopers. “If there is no finding yet and if the MILF is not going to surrender its people, there’s a big possibility that the BBL will lose in the House of Representatives,” Rodriguez told dzBB in an interview.  Asked if the MILF’s refusal will be the deal breaker against the BBL’s passage, the lawmaker said: “Yes, that’s really the deal breaker if they (MILF) will not cooperate to achieve justice in the country.” April 2 deadline The MILF’s surrender of its members involved in the clash was one of the three conditions set by lawmakers to rebuild confidence in the group’s commitment to the peace process. However, the MILF has ruled out the Read More …

Osmeña slams ‘hard-headed’ Aquino for refusing to apologize

Senator Sergio Osmeña III on Sunday blasted President Benigno Aquino III for supposedly being bull-headed and for refusing to apologize for any part he played in the Mamasapano operation. “[M]atigas ang ulo eh,” Osmeña said of the president in an interview with dzBB’s Nimfa Ravelo. “Government is a give and take of ideas. it’s a consultation or consultative process, with the executive, the legislative, and sometimes, if we do not understand ourselves who made the law, we go to the judiciary to ask. “That is the process of democracy. It will be messy, pero this president has been super hard-headed and he only listens sa mga kaibigan niya, so hindi naman maganda yung ganun. In that sense his management has been pretty ‘jeer-y’,” he added. Aquino has received flak for failing to clarify his involvement in the Jan. 25 police operation in Mamasapano, Maguindanao that led to the death of 44 elite commandos. Say sorry If Osmeña is to have his way, Aquino should apologize for Mamasapano—just like how his predecessor, former President Gloria Macapagal Arroyo, apologized for the “Hello Garci” controversy. “Mas mabuti pa sabihin mo na ‘I am sorry,’ katulad ni Gloria, ano? ‘Yun lang, eh, ayaw naman mag-sorry,” the senator said. The senator said that if the president apologizes, many of those who have lost trust in him might very well forgive him. “Very forgiving ang Pilipino, napaka forgiving. [Pero] yung Mamasapano talagang nawala ang tiwala ng majority of the Filipino people, so alam mo sometimes those Read More …

Osmeña warns of possible whitewash in Mamasapano clash report

At least one senator is afraid the recently-concluded Senate investigation into the Mamasapano clash could result in a whitewash of the incident, which has given President Benigno Aquino III more ammunition against him and his administration. In a radio interview with dzBB’s Nimfa Ravelo, Sen. Sergio Osmeña III said it would be “easy” for Aquino allies who dominate the Senate to absolve the president of any faults.  “Well, tingnan po natin kasi medyo kontrolado nila ang Senado ngayon so baka ma-whitewash. Pero we will look out for that. Sasabihin naman namin pag tantiya namin mukhang nawa-white wash. At di naman maniniwala ang taumbayan, medyo decided na sila kung sino ang may sala dito,” Osmeña said. Earlier, Sen. Grace Poe, who chairs the Senate committee on public order and dangerous drugs which is leading the probe, assured the public that there will be no cover up in the hearing or the committee report. But despite Poe’s assurances, Osmeña said he and the public will know if the probe has been compromised. “You can have one hundred and one signs. Basta makikita mo yun sa final report eh, magkakaroon ka ng feeling or belief or certainty na ‘ay, mukhang na whitewash ito ah.’ Pero makikita mo rin yan sa recitation of facts, kung nabungi or may kulang, ayun. There are many ways to engineer, but the final analysis is the result,” Osmeña said, adding that he cannot say if he will sign the committee report yet. “In order to be really fair Read More …

Sen. Revilla likely to ask court for permission to visit son Jolo in hospital – lawyer

The camp of Senator Bong Revilla Jr. will likely file a motion asking the Sandiganbayan for permission to visit his son, Cavite Vice Gov. Jolo Revilla whom the family says accidentally shot himself while cleaning a gun on Satruday morning. The senator’s legal counsel Ramon Esguerra, the incident will most likely prompt their camp to make a legal move to formalize the visit. “I believe it is most likely that we will ask the Court to permit him to visit his son at the hospital. I have no details about the incident but I am sure the matter will be duly investigated,” Esguerra said. The senator is currently at the Philippine National Police Custodial Center over graft cases in relation to the pork barrel scam. “Let us in the meantime heed the plea of the family to join them in praying for Vice Governor Jolo Revilla’s speedy and full recovery,” Esguerra said. The younger Revilla was brought to a hospital on Saturday after he reportedly sustained a gunshot wound to his upper right chest when he accidentally pulled the trigger while cleaning a gun at the family’s Ayala Alabang home. His mother, Cavite Rep. Lani Mercado-Revilla and brother Bacoor Mayor Strike Revilla are already at the ICU of the Asian Hospital and Medical Center in Muntinlupa City where he is currently confined. — Andrei Medina/JDS, GMA News

1986 People Power participants recall the day that ended the Marcos regime

Memories of the 1986 EDSA People Power Revolt are vivid in the memory of 58-year-old church volunteer Leo Mabansag.  He recalls telling his girlfriend back then that he will join the mass revolt to topple authoritarian regime of then President Ferdinand Marcos. “It’s still fresh to me, nandun sa lahat ng mga taong present yung emotions of fear at the same time yung excitement. Nasa gitna ka ng EDSA mismo, ang dami ninyo. Halos hindi ka makagalaw sa dami ng tao pero maayos,” Mabansag said to GMA News Online. Unknown to him, his girlfriend also went to EDSA to join the protesters. “I didn’t know that she went there also. Hindi kami nagkita dun pero nung  nagkwentuhan kami a few days after the event, dun namin nalaman na pareho pala kaming nagpunta,” Mabansag said. That same year of 1986, Mabansag, then a 28-year-old former seminarian, married his girlfriend. The couple was blessed with two children. Twenty-nine years after, Mabansag went back to EDSA Shrine – not to call for the resignation of any government leaders but just to offer a prayer and to remember those days. But Mabansag was quite surprised and a bit disappointed. When he arrived at EDSA Shrine to attend a Mass Wednesday morning, only a few people were there, mostly security personnel. It was then that he found out that the Mass usually held at the EDSA Shrine stage was now inside the EDSA Shrine chapel also known as the Mary Queen of Peace church, where Read More …

Ex-intel officer stumped by number of commandos in Mamasapano

A former intelligence officer of the Philippine military is wondering why there were so many policemen involved in the January 25 operation of the Philippine National Police-Special Action Force in Mamasapano town in Maguindanao.  In a phone interview, retired Navy commodore Rex Robles pointed out that troop movement of that size could easily catch the attention of the residents. “What were those people doing there? Those 300 or so?… Let’s say if you move 50 men in an enemy’s territrory, diba ang danger of detection is very high?… What were these men supposed to do according to operations order? ” Robles told GMA News Online.  The PNP also previously said that 392 SAF commandos were part of the operation to arrest Malaysian terrorist Zulkifli bin Hir alias Marwan. Only 74 clashed with the Moro Islamic Liberation Front,  Bangsamoro Islamic Freedom Fighters, and private armed groups. “Ano ba ang scenario na prinoject nila para magkaroon sila ng ganoon karaming tao?” Robles further asked.  He also explained that the SAF needed at least 10 trucks to bring the police officers to the highway, “Let’s say 30 (people) per truck. You need 10 trucks to bring those people. Sampung truck na nagtatravel, hindi pa sila madedetect?”  He also said that for that kind of operation like Oplan Exodus, three teams of around 100 men are only needed to avoid unwanted attention.  “Troop movements of this size will have to pass through Army check points. The fact should have been reported to GHQ (general Read More …
