Who's the PNP-SAF’s third high-value target in Mamasapano? 

The Philippine National Police-Special Action Force was not only after Malaysian terrorist Zulkifli Bin Hir alias Marwan and Filipino bomb maker Basit Usman when it carried out Oplan Exodus in Mamasapano town in Maguindanao on Jan. 25. They were also after a third target: Malaysian bomb maker Amin Baco alias Jihad.  The third target was mentioned in the exchange of text messages between President Benigno Aquino III and resigned PNP chief Dir. Gen. Alan Purisima.  When Purisima told Aquino about SAF’s status in Mamasapano, the President replied, “Are they still in contact with the two other targets? If not and the opposing force has escaped, are we now back in square one?”  Oplan Exodus included a profile or a target analysis of Baco. It said that he was also an expert bomb-maker and a member of Southeast Asian militant terrorist organization Jemaah Islamiyah. He was wanted for kidnapping two people in Sabah, Malaysia.  Security expert Rommel Banlaoi also explained that in the organizational structure of Mindanao-based terrorist group Khilafa Islamiya, Usman is under Marwan, leading a group in South Cotabato, Sultan Kudarat, and Maguindanao. Ex-congressman Valdez taken to PNP hospital on Sandiganbayan's order

The anti-graft court Sandiganbayan has ordered that former party-list congressman Edgar Valdez be taken to the Philippine National Police General Hospital in Camp Crame. Valdez, who’s facing plunder charges in connection with his alleged involvement with the pork barrel scam, earlier told the court that he was suffering from several illnesses. The Sandiganbayan has yet to rule on Valdez’s motion that he be detained at the PNP Custodial Center because of its proximity to a hospital, in apparent reference to the PNP hospital. “This is without prejudice to the court’s action on his motion re his place of detention,” Sandiganbayan Presiding Justice Amparo Cabotaje-Tang told GMA News Online in a text message. Tang signed the transfer order as justices of the Fifth Division, which is handling Valdez’s plunder case, were hearing cases out of town. Valdez left Sandiganbayan around 9:30 p.m. with police escorts. Valdez, who surrendered to the sheriff of the Sandiganbayan on Wednesday, said he needed easy access to a hospital for regular monitoring of his health. He was temporarily detained at the Sandiganbayan before the order to be taken to the PNP hospital. “On July 8, 2013, Valdez was diagnosed with Lumbosacral Spondylosis with multilevel disk duldge (posterior and intraosseus) and L1-L2 disk space narrowing; foreign body (bullet) embedded in the L2 vertebral body with left lateral wedged shape compression deformity. PNP OIC Espina submits affidavit to Mamasapano investigating board

Deputy Director General Leonardo Espina, officer in charge of the Philippine National Police, has submitted his affidavit on the Mamasapano clash to the PNP Board of Inquiry investigating it. According to a report on GMA’s “24-Oras” aired Saturday, Espina said his affidavit mostly contained details on how the PNP asked for support for the beleaguered Special Action Force commandos during the said incident.  The Board of Inquiry is composed of police officials and is also looking into tactical lapses that may have led to the bloody firefight.  The report added that the acting PNP chief will attend the senate hearing of the Mamasapano clash scheduled on Monday. Espina also attended the recent Philippine Military Academy homecoming celebration in Baguio City, his last time as an active official since he will be retiring next year. Espina, who replaced then suspended and now resigned PNP Chief Dir. Gen. Alan Purisima is also known for his emotional outburst during a Senate hearing of the Mamasapano clash. At that hearing, he asked the representatives of the Moro Islamic Liberation Front why they had to kill his men even if when they were already defenseless. On Jan. 25, the government launched a massive law enforcement operation against two notorious international terrorists in Mamasapano, Maguindanao, an area considered under the control of the MILF. Pimentel: PDP-Laban might field Davao Mayor Duterte in 2016 polls

The Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban) is considering fielding Davao City Mayor Rodrigo Duterte as the party’s standard-bearer in the 2016 presidential elections. At a chance interview with reporters during the party’s 33rd anniversary celebration on Saturday, Sen. Aquilino “Koko” Pimentel III, PDP-Laban president, said Duterte is one of their top choices for standard bearer. “Dadaan pa po iyon sa proseso pero malakas ang kanyang suporta within the membership of the party,” Pimentel said. “Hindi pa po sa ngayon, but nakikita ko na marami kaming members from Visayas ang Mindanao na halos solid sila na Duterte for president, pero dadaanan pa po iyon sa proseso,” he added. Bangsamoro law ‘rightful answer’ for peace in Mindanao, Sulu solon says

Passing the Bangsamoro Basic Law is the “rightful answer” to conflict in parts of Mindanao, Sulu Rep. Habib Tupay Loong said Saturday. Loong told GMA News Online that he believes the BBL will finally bring lasting peace to the Bangsamoro people of Mindanao. He added that the BBL will benefit everyone including the Armed Forces of the Philippines, the Philippine National Police and the Moro Islamic Liberation Front, which signed a peace agreement with the government last year. Deliberations on the BBL, which is meant to create a new political entity with greater powers but that will remain part of the Philippines, were put on hold after a bloody clash between police and Moro rebels last month. Police troopers had been on a mission to serve arrest warrants on two terrorists in the area. “Without the BBL, war will continue and the disadvantage is always on the government side since everyone — including the AFP, PNP and MILF — are all Filipinos,” he said. AFP to MILF: Make results of probe on Mamasapano clash public

The Armed Forces of the Philippines on Saturday urged the Moro Islamic Liberation Front to release the results of its probe into the firefight between its men and the Philippine National Police-Special Action Force troopers. AFP public affairs chief Lt. Col. Harold Cabunoc told GMA News Online on Saturday that releasing the results of the MILF investigation to the public will show the group’s sincerity in the ongoing peace process. “Kailangan nilang ma-convince ang public sa sinseridad nila,” he said, adding, “Transparency and accountability ang hiling natin, kailangan nilang isapubliko ito.” Cabunoc said this after MILF chief peace negotiator Mohagher Iqbal said the results of the MILF probe on the Mamasapano incident are only for his group, and will only be released upon request. He added that the MILF is already 90 to 95 percent done with its probe into the bloody encounter. Iqbal also disagreed with the idea of a joint probe between the MILF and the government on the bloodbath. “I don’t think that would be a good decision. Let it be. Whatever the findings of the Board of Inquiry, Let it stand. In the same way, whatever the findings of the MILF investigative team will put forward, let it stand,” he said. PNP, AFP: Surrender of MILF men in Mamasapano clash up to peace panel

Both the police and military said they will leave it to the Philippine government’s peace panel to decide if the Moro Islamic Liberation Front should surrender its members who figured in the firefight in Mamasapano, Maguindanao that left 44 police commandos dead. The Philippine National Police and the Armed Forces of the Philippines said this after MILF chief peace negotiator Mohagher Iqbal stated that his group will not surrender its members who joined in the bloody confrontation on Jan. 25, which left over 60 people dead, including 18 MILF fighters. Iqbal said his group would instead impose sanctions on its members, who engaged in the deadly clash with the PNP-Special Action Force (SAF) men. AFP public affairs chief Lt. Col. Harold Cabunoc told GMA News Online that while the military wants the surrender of the MILF men, it would be up to the government’s peace panel to decide on the matter. “Panawagan sana namin ‘yon, along with the surrender of the rest of the SAF 44’s equipment, pero it will be up to the peace panel to decide,” he said, adding, “Sila kasi ang nakikipag-negotiate [with the MILF].” For his part, PNP spokesman Chief Supt. Koko condemns killing of Bohol radioman, calls for Senate probe on media killings

Senator Aquilino Pimentel III on Tuesday condemned the murder of Maurito Lim, a local radio broadcaster in Tagbilaran, Bohol, as he reiterated his call for the Senate to probe the spate of media killings. In a press statement, Pimentel also called on the Philippine National Police to exert extra effort in arresting the killers of media practitioners “because we cannot allow impunity to reign especially at the expense of press freedom.” “The savage media attack again blotted the country’s image being among the five most dangerous places for journalists in the world,” he said. Lim was shot dead on Saturday morning in Tagbilaran City by a motorcycle-riding assailant.  Tagbilaran City police head Chief Inspector George Vale told radio dzBB Lim was about to report for work at the radio station when he was shot. Pimentel also expressed dismay at the slow resolution of work-related killings and the failure of authorities to arrest the suspects and their accomplice. Lim, who was critical of local officials linked to illegal drug trade, was the second journalist killed in Tagbilaran. He was the 172nd journalist killed since 1986, and the 31st under President Benigno Aquino III’s administration. PNP dedicates foundation day to Fallen 44

The Philippine National Police (PNP) on Monday dedicated its 24th founding anniversary ceremonies to the 44 Special Action Force commandos who were killed in the January 25 Mamasapano encounter with Moro guerillas, a TV report said. According to GMA News’ Saleema Refran, while there was a slight improvement in the police force’s morale following the incident, the overall mood during the event was somber and dignified. Interior Secretary Mar Roxas led the ceremonies held Monday morning, where he highlighted the “ultimate sacrifice” made by the PNP-SAF members. Roxas turned emotional when he asked that the Philippine National Anthem be sang for a second time as a tribute to the fallen officers, the report said. “Hindi matatawaran ang kalakihan ng kadakilaan, ang katapangan, ang sakripisyo na pinagkaloob nila sa atin, na kung saan ‘yung banta ng terorismo sa ating bansa — lalo na sa ka-Mindanao-an, ay nabawasan dahil nakuha nila ang kanilang target na si Marwan,” he said during his remarks, referring to Malaysian terrorist Zulkifli bin Hir, who was killed during the operation. “All of you who wear the uniform take an oath. All of you who wear a uniform every day, pagsuot niyo ng uniporme, alam ninyo na maaari kayong malagay sa peligro,” Roxas added. House suspends hearings on Mamasapano clash 

The House of Representatives has suspended its investigation into the Mamasapano incident, a day before its second scheduled hearing.   In a phone interview, Basilan Rep. Jim Hataman Saliman said the House will instead wait for the results of the investigation by a Board of Inquiry formed by the Philippine National Police. “I and Congressman Ferrer have jointly decided to postpone the hearings to await the results of the BOI’s investigation,” he said. Saliman chairs the House Committee on Peace, Reconciliation and Unity, which launched a joint investigation with the House Committee on Public Order and Safety headed by Negros Occidental Rep. Jeffrey Ferrer.  Saliman said the House leadership has already been informed of the suspension of hearings into a police Special Action Force operation in Mamasapano town in Maguindanao that ended in a bloody clash with members of the Moro Islamic Liberation Front, members of the Bangsamoro Islamic Freedom Fighters, and private armed groups in the area. — JDS, GMA News
