Palace: Congress should review rules on balikbayan boxes

(MNS Photo) MANILA (Mabuhay) — After the Bureau of Customs (BOC) drew flak for its plan to conduct physical inspections on balikbayan boxes, Malacañang said Wednesday that it is high time for Congress to review existing rules on these packages. At a press briefing, Communications Secretary Herminio Coloma Jr. welcomed Senate President Pro Tempore Ralph Recto’s proposal to amend BOC Memorandum Circular No. 7990, which sets rules for OFW-sent packages. In Senate Bill 2913, Recto particularly pushed for an increase the tax-exempt value of the contents of a balikbayan box to $2,000 from the present $500. “Mainam na nakapaghain si Senator Recto dahil pinag-uusapan ang bagay na iyan. (MNS photo) MANILA (Mabuhay) — Malacañang is not worried about the plan of an overseas Filipino workers’ (OFW) group to launch a “no-remittance day” on Friday to protest the Bureau of Customs (BOC)’s aborted plan to physically inspect balixbayan boxes. Abigail Binay, daughter of Vice President Jejomar Binay, documents obtained by Senator Antonio Trillanes IV show. At the resumption of the Senate Blue Ribbon subcommittee investigation on the corruption allegations against Vice President Binay on Wednesday, Trillanes said Ryan Barcelo, former officer-in-charge of the Makati Social Welfare Development (MSWD), was listed as the “payee” on the said checks. Barcelo said he recalls being a special disbursing officer when he received the checks, but said he can no longer remember if he got checks from the national government through the Department of Budget and Management (DBM). “I don’t recall receiving a check direct from DBM or [the] national government. If my memory still serves me well, lahat ng tseke na tinanggap ko ay nanggaling sa city government. I don’t know kung saan nanggaling yung funds na ‘yun,” he told the subcommittee. (MNS photo) MANILA (Mabuhay) – The government has no choice but to continue importing rice until the Philippines achieves complete sufficiency in the commodity and has assured that there is enough buffer stock for the lean months. The country has an estimated 4- to 5-percent shortage in rice since the sufficiency rate stands at 96 percent, Agriculture Secretary Proceso Alcala said. “Hangga’t hindi natin naaabot ang 100-percent rice sufficiency, plus buffer, mag-i-import tayo,” he told lawmakers during the budget briefing for the Department of Agriculture at the House of Representatives Tuesday. According to the Office of the Presidential Assistant for Food Security and Modernization, the National Food Authority (NFA) has achieved a 15-day national average in the buffer stock for 2014. The Philippines is one of the largest rice importers in the world. Since February 2015, the NFA has imported 750,000 metric tons (MT) of rice via government-to-government arrangements. The NFA has been authorized to buy another P250,000 MT, particularly if the El Niño drought impacts on the harvest. (MNS photo) MANILA (Mabuhay) — Senator Antonio Trillanes IV on Wednesday vowed to provide protection for Gerardo “Gerry” Limlingan Jr. should he decide to show up at the Senate Blue Ribbon subcommittee’s hearings on the corruption allegation against Vice President Jejomar Binay. Trillanes asked Victor Limlingan, who was present in Wednesday’s hearing, to tell Gerardo to appear before the subcommittee hearings. Gerardo is Binay’s longtime financial officer. Gerry and several others have been ordered arrested by the Senate for their repeated failure to appear before the committee since it began the hearings last year. At the resumption of the hearings on Wednesday, Victor told Trillanes he had not communicated with his brother. He said he wanted “to honor my agreement with him” that only Gerry will call him for security reasons.
