Lacson wants to transfer his office’s rehab duties to NDRRMC

Presidential Assistant for Rehabilitation and Recovery Panfilo Lacson on Thursday proposed the transfer of post-disaster rehabilitation duties currently being handled by his office to the National Disaster Risk Reduction and Management Council (NDRRMC). In a statement, Lacson pointed out that his office’s mandate “only covers Yolanda-affected areas,” so it cannot extend rehabilitation efforts to those newly affected by Typhoon Ruby. “It dawned on me that a permanent agency should be equipped to handle all functions related to preparedness, recovery and rehabilitation since we are a typhoon-prone country,” Lacson said. He added that his office already has a “transition plan” to allow the NDRRMC to take over rehabilitation and reconstruction efforts. Lacson said it is the “perfect time” to expand the NDRRMC’s functions, because the law creating the council, Republic Act 10121, is set for review next year. “Having OPARR transition its accomplishments and best practices to the relevant government agencies by 2015 during the review period will also aid Congress in identifying the required remedial legislation to make the Philippines’ response & recovery from disasters faster & more efficient,” he said. A month after Yolanda struck central Philippines last year, President Benigno Aquino III appointed Lacson as presidential assistant to oversee the reconstruction of areas affected by the super typhoon. Last October, Aquino approved a master plan prepared by Lacson’s office to rebuild areas hit by Yolanda. 2 US ships dock at Subic amid row over Pemberton custody

Photo by Robert Gonzaga SUBIC BAY FREEPORT, Philippines—Two American military ships carrying an undetermined number of troops arrived here on Thursday for a port visit and to replenish supplies, Subic Bay Metropolitan Authority (SBMA) officials said. The USNS Richard Byrd and USNS Carl Brasher docked at the Alava Pier here between 8 and 10 a.m. Some of the civilian crew of the two ships were allowed to leave their ships but were not permitted to go outside this free port, an SBMA official, who asked not to be identified for not having been authorized to speak on the matter, told the Philippine Daily Inquirer. The official said all military troops, however, were confined in their ships. The ships will stay in the free port in the next three days, according to the official. The arrival of the US ships came as the American government rejected the request of the Philippine government to get custody of US Marine Private First Class Joseph Scott Pemberton, the soldier charged with murder for the killing of transgender Jeffrey “Jennifer” Laude in an Olongapo City motel on Oct. 11. Pemberton is held in a detention facility supervised by the American and Philippine governments in the Armed Forces of the Philippines in Quezon City. MRT gets failing grade from commuters in Sen. Poe’s survey

(MNS photo) MANILA (Mabuhay) – Commuters gave the Metro Rail Transit (MRT) trains a failing grade in terms of maintenance works on the 15-year-old mass transport system. At a hearing of the Senate committee on public services on Wednesday, chairman Sen. Grace Poe presented an independent survey done by her office covering about a hundred daily commuters of MRT. Using the grading system of the University of the Philippines, the 13 stations of the MRT got an average grade of 4 or conditional failure. “Sa kabuohan ay bagsak po ang nakuhang grado ng MRT. Ang pinaka-dinadaing po ng mga commuter ay ang napakatagal na oras ng pagpila, marurumi at mabahong comfort rooms, hindi gumaganang escalators at elevators, at ang labis na siksikan sa loob ng bagon habang nag-bibiyahe,” Poe said of the survey results. The survey focused on queuing time, conditions of comfort rooms, conditions of elevators and escalators, ease of travel or comfort while riding the train, air conditioning system and total riding experience. Japan firms in PH seen expanding operations

MANILA, Philippines–Japanese firms operating in the Philippines are bullish of their prospects for next year as more than half of those recently polled by the Japan External Trade Organization (Jetro) have expressed their intention to further expand their businesses in the country. The latest survey of Jetro also showed that about 71 percent of the respondents expect to post a “surplus in their operating profits” in the Philippines this year. This was based on Jetro’s 2014 Survey on Business Conditions of Japanese-Affiliated Firms in Asia and Oceania, which was conducted between October and November this year. It covered 4,767 Japanese-affiliated firms operating in 20 countries and regions in Asia and Oceania, including the Philippines. In a statement, Jetro noted that the number of Japanese-affiliated firms in China that were planning to expand dropped below 50 percent for the first time since the survey began in 1998. In contrast, about 60 percent of the Japanese firms operating in the Asean said they would expand over the next one to two years. In countries like Cambodia, India and Bangladesh, there was expression of interest to expand business, marking a high response rate more than 70 percent. “The proportion in the Asean exceeded that of China in 2012, and since then, the difference has widened to 13.8 points. DOE plans website posting weekly pump prices of oil firms

MANILA, Philippines – The Department of Energy (DOE) is urging oil players to provide weekly prices for each of their respective gasoline stations nationwide, according to a draft circular now being circulated among local petroleum companies. The idea is to put the prices in a DOE-run website so consumers can see which gasoline station offers the lowest prices in a given period.  “We are experimenting with this. All these companies have pump prices. The idea is every time they change, they have to inform us and automatically without any intervention, we will put it on the website,” Energy Secretary Carlos Petilla  said  yesterday. He stressed that nothing is final yet as the department is still studying the plan.  “We want to be transparent and we are giving consumers and motorists a choice. Let’s say you are five kilometers from a gasoline station and you want to know if prices are cheap there or in another station….” Petilla said. He said the scheme is not new because as it is now, oil firms provide the DOE their respective weekly prices. Bong Revilla asks Sandiganbayan to reconsider bail petition

Detained Senator Ramon Bong Revilla Jr. on Wednesday asked the Sandiganbayan division hearing his graft case to allow him to present more evidence against the accusations leveled against him, 15 days after his petition for bail was denied. Revilla is accused of funneling millions of pesos in his Priority Development Assistance Fund (PDAF) or pork barrel fund to fictitious non-goverment organizations for kickbacks. In his Omnibus Motion for Reconsideration, Revilla’s main argument centered on his defense that his signature was forged in some of the documents to make it appear that he endorsed the dubious NGOs of alleged pork barrel scam mastermind Janet Lim-Napoles as recipients of his PDAF. Revilla’s camp has repeatedly said that whistleblowers who were formerly employed by Napoles had admitted forging signatures in documents to secure millions of pesos in PDAF allocations for her NGOs. “The Court erred in finding the signatures of Senator Revilla in the PDAF documents were not forged. On the contrary, Sen, Revilla was able to sufficiently establish that his purported signatures were forged. This assertion, in fact, has been confirmed by the prosecution’s own witness, [Benhur] Luy,” the 32-page motion said. During his bail hearing, Revilla hired handwriting analyst, lawyer Desiderio Pagui, to boost his case. Campaign to promote Filipino core values launched

KREM Top formally launched its annual Change for the Better campaign in Davao City for 2015, focusing on elevating the five Filipino core values in creating change in the community. Nikki Tan, assistant brand manager for Krem Top, at a press briefing at Marco Polo Hotel Davao on Wednesday, said when the the campaign started in 2012, it was mainly focused on individualistic change. “In 2015, we want to harness [the five core] Filipino values — mapagpasalamat (gratitude), matatag (reslience), masigasig (diligent), mapagmalasakit (compassionate), and magalang (respectful), and use it as a medium to become a better Filipino,” she said.
