Miriam Defensor Santiago on Monday criticized “minefields” in the 2015 budget, including an alleged “unconstitutional” definition of savings and the retention of pork barrel funds under a different name. In a privilege speech, Santiago urged a return to the old definition of savings that refer to portions or balances “which are (i) still available after the cancellation or final discontinuance or abandonment of the work, activity, or purpose for which the appropriation is authorized…” She warned that the new definition of savings talks simply of discontinuance or abandonment at any time. “It could be during the first month, first quarter, first half. A deferral of a project can be construed as discontinuance or abandonment; the same project may be resubmitted for congressional authorization next year or two years from now. This contravenes the constitutional mandate of Congress to authorize appropriations but may later be declared by the DBM Secretary as abandoned, at its whims and caprices, and then he may use the appropriations for another project which has not been previously authorized by Congress,” she said. Sorsogon 1st District Representative Evelina Escudero recommended in House Bill 4783, or the “Enhanced Code of Conduct and Ethical Standards for Public Servants”, a more detailed filing review and compliance procedure of the Statement of Assets, Liabilities and Net Worth (SALN), and Disclosure of Financial and Business Interests to ensure more transparency in the government. “In all the existing anti-corruption laws in the country, it is RA 6713 (Code of Conduct and Ethical Standards) that is all encompassing in making it clear that corruption is not acceptable in society by providing ethical standards by which every public official and employee must comply, and by providing a system of rewards that would motivate public officials and employees to do well in the performance of their functions,” Escudero said in a statement. She said RA 6713 needs updating to adapt to current situations in public administration, and to keep abreast with international agreements the country has entered into, one of which is the United Nations Convention Against Corruption (UNCAC). “The proposed amendments to RA 6713 specifically address the gap on the coverage of the law by broadening the definition of the term ‘public official’ and ensuring more transparency in the government,” Escudero said. Charity groups allege a litany of maltreatment including violence, sexual abuse, malnutrition and torture and newspapers have in recent days carried photographs of an emaciated child resident. Former Philippine president Joseph Estrada, now the mayor of Manila, who is in charge of the government-run Manila Reception and Action Centre, said he had ordered an investigation into the facility, which is located near the city hall. “I have already ordered an investigation of that,” he told AFP, reacting to the newspaper images. That the chance was provided by SM Foundation Inc., the same organization that enabled him to graduate from college, made the work even lighter. SM Foundation does not require its scholars to serve the organization in exchange for scholarships, but Villanueva was only too happy to be involved, saying that being part of the foundation’s projects has proven to be a fulfilling experience. Villanueva is a project engineer for the SM Engineering Design and Development department and was recently tapped by SM Foundation to help in the construction of the SM Cares Villages for Yolanda survivors. He admits to being nervous in the beginning because he found himself dealing with the same people he used to submit his grades to when he was still a scholar. “Now, I work with them all the time. That makes me very happy,” said Villanueva, who graduated with a degree in Civil Engineering from the University of the Philippines. On Nov. 9, 2014, SM Cares turned over 200 new homes to survivors of supertyphoon Yolanda in Bogo, Northern Cebu.
