Pro-PHL hackers deface Chinese websites over ‘reclamation’

Pro-Philippine hackers on Thursday defaced several Chinese government, educational and commercial websites to protest China’s reclamation work in disputed areas in the South China Sea, parts of which Manila calls West Philippine Sea. Anonymous Philippines posted on its Facebook account a list of the Chinese websites it claimed to have attacked and defaced. While several of the sites in the list were still defaced as of 5 a.m. Friday, others had been taken offline. “Many of you are aware of the oppressive acts of the Chinese government over the South China Sea or West Philippine Sea. Their claims over the said area is nothing but mere assumption and without solid proof… Once again, we must gather our brothers and sisters to stand against this tyranny,” read the group’s message on the defaced sites. It added that while others may think this action does nothing, “so does sitting around while waiting for something to happen.” “To the Government of China, stop the reclamation, do not put or establish any structure on that location thinking or claiming that you are the owner. Weakened Chedeng still a typhoon at 165 kph; landfall seen in Isabela 

Chedeng, still packing sustained top near-center winds of 165 kilometers per hour as of Friday morning, could make landfall Sunday evening or early Monday morning in Isabela just south of the town of Palanan, PAGASA said in its latest bulletin. Chedeng also has wind gusts of up to 200 kph, PAGASA said. Cyclones with maximum sustained winds of over 118 kph are classified as typhoons by PAGASA. State weather forecasters warned that the seas east of the Luzon mainland will be rough as Chedeng moves closer, with waves as big as 4.5 meters or almost 15 feet and would be dangerous to sea vessels.  Fishing boats and small seacraft were advised not to venture out to sea, while larger vessels were alerted against big waves. The rough seas can affect coastal areas as far down south along Southern Luzon and further down to the Eastern Visayas. PAGASA’s forecast for the whole country is partly cloudy to cloudy skies with isolated rain showers or thunderstorms. Filipino chess prodigy Nouri makes it to ’15 Millionaire Chess Open

Old-time coach recalls Pacquiao’s early days

Tatay Ben, as “Pac-Man” fondly calls him, was the congressman’s first-ever boxing coach in the Philippines and his trainer for a good six years. The two met in 1995 at LM Gym in Manila where they both went for training. Pacquiao was only 17 years old then and already boasted a winning record of 64 amateur fights. “Usa mi nagka-himamat, iya kong gihangyo nga kung pwede ako siyang i-train [When we met, he requested me to be his trainer],” Delgado told Manila Mail in vernacular Bisaya during a one-on-one interview at Pacquiao’s old mansion in Los Angeles. “He was already making a name for himself, winning a number of bouts, before I joined his team as his personal coach,” recalled the 65-year-old, Davao-born coach. He said he did not think twice about accepting Pacquiao’s job offer. Govt lawyers block Lanete bail plea

The prosecution panel handling the plunder case of Masbate Governor Rizalina Seachon-Lanete blocked her application for bail late Wednesday, saying a hearing has to take place before any bail can be set. “It is only after the prosecution shall have presented its evidence and the court shall have made a determination that the evidence of guilt is not strong that Lanete [ask the court] to fix the amount of bail. Until then, the court is not duty-bound to accede to Lanete’s prayer,” the prosecutors said. In the same comment-opposition, the prosecutors also reminded the court of the criminal information filed against Lanete, and that even prior to a bail hearing, the evidence presented by the Commission on Audit against the former lawmaker appears to be strong. “A very strong case against the accused exists warranting the denial of her prayer that she be freed on bail,” government lawyers said. Meanwhile, prosecutors noted that the severity of the potential penalty of the crime of plunder automatically makes Lanete a flight risk, despite her claims otherwise. “Contrary to the accused’s contention that she is not a flight risk, the severity of the penalty of reclusion perpetua for plunder provides her a great incentive to flee,” they added. Bill seeking compensation for kin of missing emloyees filed in House

A lawmaker has proposed the provision of monthly income benefits to families of employees who are missing and in danger of death due to work-related causes. In filing House Bill 5558, Diwa party-list Rep. Emmeline Aglipay-Villar said families of employees who have gone missing for reasons related to work and under circumstances which makes his or her death likely, are left without any compensation. She said this was in contrast to the State’s mandate of providing benefits to families of employees who died or were disabled while in the course of their duties or employment. The proposed Missing Employees Compensation Act mandates the government to promote and develop a tax-exempt employees’ compensation program for dependents of employees who, in a situation where they are in danger of death due to a work-connected activity, go missing. The bill seeks to ensure that dependents can secure adequate income benefit from the employees’ compensation program even before the missing employees are presumed dead under the law. Guaranteed income Under the measure, families of employees who have gone missing due to work-related causes shall receive a guaranteed monthly income benefit for five years. The bill states that the following conditions must be present to be considered missing employees: their disappearance occurred during the performance of their work; their person or bodies have not been found; and they are not yet legally presumed dead under the Civil Code. PHL braces for typhoon over Easter

Chedeng, initially a top-rated category 5 typhoon, has weakened to category 4 as it lost strength over the water. It is expected to further lose strength as it hits the mountains of northeastern Philippines on Saturday or Sunday, the weather bureau said. But authorities are concerned foreign and Filipino tourists spending the long Easter weekend on the beaches along the eastern coasts of the main Luzon island may ignore warnings. The typhoon is expected to make landfall within 72 hours. The Easter holidays began on Thursday in the Philippines. “This will bring waves which our surfers really like. Senate panels approve benefits for kin of retired, dead Sol-Gen officials

Two Senate committees have approved the proposal to give monthly survivorship benefits to the spouse and children of deceased Office of the Solicitor General officials who has already retired or died while in active service. Senate Bill 2709, prepared by the committees on civil service and government reorganization, and finance, as per Committee Report 116, stated that among the officials that will be covered are Solicitor General, Assistant Solicitor General, Senior State Solicitor or State Solicitor. Under the bill, the surviving legitimate spouse or dependent children of said official shall be entitled to receive on a monthly basis all the retirement benefits that the deceased official was receiving or entitled to receive at the time of death under the provisions of the applicable retirement laws. A ‘dependent’ means a legitimate, illegitimate, or legally adopted child who is chiefly dependent with the deceased official, is not more 21 years old, unmarried and not gainfully employed, or if such dependent, regardless of age, is incapable of self-support because of mental or physical defect. It added that the surviving legitimate spouse or dependent child shall continue to receive such retirement benefits during one’s lifetime or until the surviving legitimate spouse remarries or the dependent child marries. It further said that if the surviving legitimate spouse is receiving benefits under existing retirement laws, the surviving legitimate spouse or dependent child shall only be entitled to the difference between the amount provided for in the proposed law and the benefits they are already receiving. Come home on Friday: DILG asks Pinoys to rethink travel plans as Chedeng threatens

The Department of the Interior and Local Government Secretary Mar Roxas encouraged those who are going out of town to reconsider their travel plans, especially if their destination is one if the areas that will be  affected by Typhoon Chedeng during the long weekend. “Please adjust your travel plans… Tatama siya sa may Isabela-Aurora-Northern Quezon areas anytime between Saturday evening and Sunday morning. Mag-ingat po tayo,” he said. The DILG secretary also urged those who are already in these areas to return home by Friday before Chedeng is expected to make its landfall. According to PAGASA’s 11 a.m. weather bulletin, the typhoon is estimated to make landfall over eastern coast of Aurora or Isabela by late Saturday to early Sunday. “We can’t afford to risk the safety of the residents and an estimated 10,000 tourists in the various towns on the Eastern seaboard,” Roxas said.
