MANILA – President Rodrigo Duterte on Wednesday promised that cases would be pursued against policemen implicated in the killing of 19-year-old Carl Angelo Arnaiz.

In his speech during the 60th anniversary celebration of the Social Security System (SSS), Duterte said he was late because he met with the parents of the slain teenager in Malacañang.

“I’m a bit late because the parents of Arnaiz, the latest victim of, I don’t know, who (is) still under investigation. I ordered the Secretary of Justice to take over the investigation of the case,” he said.

The President said that he would only defend security forces if their actions were done in the performance of duty, stressing that he would never allow his troops to kill defenseless persons, including enemies of the state.

“Ang sinabi ko naman (What I said) we will protect soldiers and policemen, no doubt about it, but there should always be the element of the performance of duty and you do not kill defenseless persons,” he said.

“I’m sorry but I will pursue the case against policemen and need be, they will go to jail. Wala ako inutos patayin mo bata o matanda (I did not order that you kill young and old alike) and even the enemies on bended knees. It’s not the norm or rule of democracy. I would never ever condone or allow it,” Duterte said.

Arnaiz left his home in Cainta, Rizal last August 17 and was found dead 10 days later in a funeral parlor in Caloocan City.

Caloocan police reports claimed that he robbed a taxi driver in early hours of August 18 and fired at responding policemen.

Meanwhile, 14-year-old Reynaldo de Guzman, the last person seen with Arnaiz, was found dead with at least 30 stab wounds in Gapan, Nueva Ecija early Tuesday.

Malacañang has earlier guaranteed a thorough and impartial investigation into the killing of Arnaiz.

In a Palace briefing Tuesday, Presidential Spokesperson Ernesto Abella assured that there will be no whitewash and that those who will be found responsible would be made accountable. (PNA)

China Bank opens 4 new branches

MANILA, Philippines – China Banking Corp. (China Bank) has opened four new branches before the end of the year, bringing its network count to 295. In a statement, the bank said it opened new branches in Guagua, Pampanga; Jaro, Iloilo; Roxas, Isabela; and Sta. Rosa, Nueva Ecija. The new offices are the bank’s 13th branch in Pampanga, fifth in Iloilo, fourth in Isabela, and sixth in Nueva Ecija. BSP grants relief to banks affected by Typhoon Santi

MANILA, Philippines – The Bangko Sentral ng Pilipinas (BSP) has granted temporary regulatory relief to banks affected by Typhoon Santi. “(This is) to enable them to similarly assist and ease the financial burden of bank customers adversely affected by Typhoon Santi,” the central bank said in a statement. Banks eligible for the relief measures are those located in the provinces of Pangasinan, Isabela, Nueva Vizcaya, Quirino, Aurora, Bataan, Nueva Ecija, Pampanga, Tarlac, Zambales, Laguna, and Rizal. For thrift, rural and cooperative banks, the BSP has excluded the computation of due ratios for existing loans of borrowers in affected areas. The BSP has also allowed to the non-imposition of penalties on legal reserves deficiencies and has granted a moratorium on monthly payments due to the central bank for those banks with ongoing rehabilitation programs. At the same time, the central bank has slashed the general loan loss provision to one percent from five percent and said it will not be imposing penalties on delays in the submission of supervisory reports. PAGASA: Typhoon Huaning still heading for north Luzon, may become super typhoon

Typhoon Huaning (Soulik) moved closer to Batanes in extreme northern Luzon early Thursday, while state weather forecasters were not discounting the possibility that it could further intensify into a supertyphoon. “Hindi pa siya umaabot pero nariyan posibilidad na maging supertyphoon kasi nasa karagatan pa siya,” PAGASA forecaster Buddy Javier said in an interview on dzBB radio. Javier said a cyclone must have maximum sustained winds of 210 kph and gustiness of 250 kph to be considered a supertyphoon. But Javier said Huaning was moving west-northwest and was unlikely to make landfall over the Philippines. “Pinapakita ng model natin maliit chance tumama sa kalupaan ng ating bansa. Tinatahak niya papunta northern Taiwan gigilid lang pero maapektuhan ilang part ng Batanes,” he said. Globe, PLDT grapple with interconnection issues

MANILA, Philippines — Rivals Globe Telecom and Philippine Long Distance Telecommunications Co. continue to wage a bitter fight over interconnection problems. Globe has urged PLDT to address  the interconnection problems  in several areas in the past three days. In a statement, Globe reported  that problems began  February 25. The telco recalled that at around 8 p.m. last February 25, the local interconnection with PLDT in the province of Bulacan was monitored to be out-of-service. It was relayed immediately to PLDT and initial investigation showed the problem was owing to the unavailability of Signaling Link.  The PLDT team advised Globe that they will look into the problem and perform a reset if necessary. Globe revealed that since year 2012, the POIs with PLDT have experienced problems on the signaling link at PLDT side, prompting globe to perform a reset of these signaling links.  Business ( Article MRec ), pagematch: 1, sectionmatch: 1 On February 26, at around 12 p.m., other North Luzon local interconnections with PLDT (La Union, Baguio, Tarlac, Bulacan, Nueva Ecija) also went out-of-service,  still owing to the unavailability of signaling links.
