PH, US end naval exercises near disputed sea

INQUIRER FILE PHOTO MANILA, Philippines – The Philippine-US joint military exercise, Cooperation Afloat Readiness and Training, concluded on Tuesday after six days of a series of shore-based and at sea events. The ceremony was held on board the guided-missile destroyer USS Fitzgerald (DDG 62), the United States Embassy said in a statement. Shore-based training events covered several naval competencies, including jungle warfare and marksmanship; tactical combat casualty care; riverine small boat operations; visit, board, search and seizure; and diving and salvage. In the exercises 60 nautical miles east of Panatag, an area claimed both by China and Philippines, the Fitzgerald conducted maneuvering, communications and gunnery exercises with the Philippine Navy flagship BRP Gregorio del Pilar (PF 15) and the Philippine coast guard salvage and rescue vessel BRP Edsa (SARV 02). Panatag Shoal, an area contested by Philippines and China, is located 124 nautical miles off Zambales, but is well within the country’s 200-nautical mile exclusive economic zone. The dispute led to a maritime standoff between the Philippines and China last year. The incident prompted Manila to seek the United Nations’ arbitration. Participating ships included the guided missile destroyer USS Fitzgerald (DDG 62) with embarked Commander, Task Group 73.1/ Destroyer Squadron (DESRON) 7 staff, and the diving and salvage ships, USNS Safeguard (T-ARS 50) and USNS Salvor (T-ARS 52). US temporary access to PH military bases might violate Constitution

Panfilo Lacson INQUIRER file photo MANILA, Philippines—Two senators  have raised  an  alarm over  the  Philippines’ plan to  allow the  United States and other allies  “temporary access” to  its military bases, one saying  it might be a violation of the Constitution. “Technically, I think it may be a violation of the Constitution,” Senator Gringo Honasan said in a text message on  Friday. “But if our national interest and  security are at stake, we have limited choices because we are still a developing country at the mercy of and dependent on powers like the US and China,” he said. Honasan said the  “temporary access” might be  a violation of the 1987 Constitution, which prohibits foreign military bases in the country. Despite this,  the senator  said he would back  the plan if  only  to stop  China  from “bullying” the  Philippines on  the issue of the West  Philippine Sea (South China Sea). “For practical purposes, our national security is an urgent matter given the fact that China is not moving away. It’s only with the US that China could be cowed,” Honasan said in Filipino in a phone interview. UN Council backs machine guns for Golan peacekeepers

INQUIRER file photo UNITED NATIONS—The UN Security Council on Thursday backed UN peacekeepers in the Golan Heights carrying machine guns, as fallout from the Syria war increases in the ceasefire zone. The council passed a resolution to extend the mandate of the force, where the Philippines has the biggest contingent, until the end of the year. It also called on Syrian government and opposition fighters to stay out of the zone where peacekeepers monitor a three-decade-old ceasefire between Syria and Israel. The 15-member council strongly condemned three abductions of UN peacekeepers in the Golan since March and expressed “grave concern” at violations of the 1974 ceasefire accord. Members of the UN Disengagement Observer Force (UNDOF) and the UN Truce Supervision Organization (UNTSO) were kidnapped by different opposition groups between March and May. Two peacekeepers have been wounded in shelling as President Bashar al-Assad’s forces attack rebels in the ceasefire zone. The council stressed the “need to enhance the safety and security” of peacekeepers, and endorsed UN leader Ban Ki-moon’s changes to the mission’s operations to “enhance the self-defense capabilities of UNDOF.” The council resolution did not set out the measures. Mental health workers strike for safety in Long Beach

PHOTO BY HIYASMIN QUIJANO LONG BEACH, California—Nearly 200 workers of La Casa Mental Health Rehabilitation Center in North Long Beach, including several Filipinos, went on strike, demanding workplace safety and better pay. Striking employees want management to implement several safety measures, including hiring an onsite security guard and a Plexiglas barrier around the nursing station. They are members of the Service Employers’ International Union–United Healthcare Workers West. Workers allege that patient assaults on them have led to more than 200 calls to the police from the facility in a three-year period. According to the union, these consisted of 70 assault, 45 follow-ups, 24 suicidal, 44 medical, 3 rape, 4 illegal drugs and 31 escape calls to the Long Beach Police Department. “We want improvements in the safety of the patient and also the staff,” states Neilanie Bensana, a Filipina licensed vocational nurse who says she has been assaulted by a female client a few times. DOLE expands probe of sex-for-flight scandal

INQUIRER FILE PHOTO MANILA, Philippines—The fact-finding team created by the Department of Labor and Employment (DOLE) to look into the alleged sex-for-flight scheme at several Philippine diplomatic outposts in the Middle East is expanding its investigation to cover other irregularities reported in Philippine Overseas Labor Offices (Polo) in the region. Lawyer Leah Fortuna, probe team leader, said they had a big job ahead of them after Labor Secretary Rosalinda Baldoz instructed them not to limit their investigation to the sex-for-repatriation allegations. “We will look into several other issues reported to us, including irregularities in operational policy matters,” Fortuna told reporters. Bottom line: Reforms “The bottom line is, at the end of the process, whether somebody will be charged or not, whether the allegations are true or not, there should be reforms,” she said. Reports had surfaced that some distressed OFWs staying at the welfare centers or halfway houses awaiting repatriation were being made to do part-time jobs, like working as waiters in hotels, apparently by some labor officers. But other labor officials explained that OFWs at the centers were not allowed to take part-time jobs because this exposed them to risks and they were not covered by employment contracts.
