Manileños will finally have a respite from the incessant flooding affecting the streets of Metro Manila every time heavy rains bombard the city during monsoon season

The World Bank (WB) and the Asian Infrastructure Investment Bank (AIIB) will soon infuse the Philippine government with around P23 billion for the Metro Manila Flood Management Project. Bulk of this amount, or P20 billion, will be spent by the Department of Public Works and Highways to modernize 36 existing pumping stations of the Metropolitan Manila Development Authority (MMDA), as well as build 20 additional stations across Manila, Pasay, Taguig, Makati, Malabon, Mandaluyong, San Juan, Pasig, Valenzuela, Quezon City, and Caloocan.

The remaining P3 billion will be allocated to improve the MMDA’s “solid waste collection services, community mobilization and awareness campaigns, incentive-based waste collection, and to purchase more waste collection equipment.”

“With this project, the government is taking an important step in the implementation of the Metro Manila Flood Management Master Plan designed to safely control floods in the national capital region and surrounding areas,” said Department of Public Works and Highways (DPWH) Secretary Mark Villar, in a report by Rappler.

The National Housing Authority (NHA) assures it will resettle displaced informal settlers to be affected by the flood control project as the government looks to clear the waterways of refuse and detritus that are often the cause of flooding whenever there’s heavy rains.

The project is slated to start this year and is scheduled to be completed in 2024.

Aside from building new pumping stations, the flood control project also looks to reduce flooding from river systems that run through the metro by building a dam in the Marikina River catchment area, eliminating long-term flooding the flood plain of Laguna de Bay, improving urban drainage and improving flood forecasting, developing early warning systems and community-based flood risk management.

Duterte:  I never ordered cops to execute drug suspects

President Rodrigo Roa Duterte reiterates the huge problem of illegal drugs in the country is in his speech during the ‘Convergence of Nanay Volunteers as Community Drugwatch’ held at the Parade Grounds in Clarkfield, Angeles City, Pampanga on December 22, 2016. (MNS photo) DAVAO CITY, Dec 28 (Mabuhay) — President Duterte has categorically denied he ordered authorities to just shoot and kill drug suspects even as he dismissed criticisms that those who died outside of police operations were victims of extra-judicial killings. “Did I tell you to kill? I did not. I never said you should kill drug pushers,” Duterte said in a speech before village officials here on Tuesday. He said he told policemen to make sure they were not harmed by drug-crazed pushers. “If they put up a fight, then shoot them. But those being shot at the back, those wrapped in plastic, that’s not ours,” he said, referring to victims who had been summarily executed and were dumped in public places.   He said in police operations, pushers were getting killed because they had put up a fight.   “I have been telling you (authorities) don’t let them (drug suspects) outsmart you,” the President said in Visayan.   It was not the first time that Duterte denied ordering authorities to just kill drug suspects, although he underscored the need for them to stay alive during anti-drug operations.   He also pledged to stand by policemen or soldiers, who would face charges in line with the performance of Read More …

Lawyer of Serendra blast victim to Ayala Land: Pay family for damages

The lawyer of Angelito San Juan, the tenant who was injured in the May 31 explosion of a condominium unit at Bonifacio Global City (BGC) who later died without giving a statement, said the family is planning on suing Ayala Land Inc. for damages. In a “24 Oras” report on Monday, San Juan’s attorney Raymund Fortun said that although Ayala Land has paid for San Juan’s hospitalization and burial, it has not yet coordinated with the family to settle damages. “A civil suit for damages, actual, moral and exemplary damages has to be imposed. We’re always open to any form of settlement of these cases,” Fortun said. “Kailangan lang namin maging reasonable sila at maging sincere ang kanilang desire to try to alleviate ‘yung suffering of parties involved,” he added. He said the family deserves compensation for any financial loss they could face following the death of San Juan, who succumbed to burns all over his body. “Mayroon pang ilang taon na ‘yung tao ay magiging productive, na kikita pa o mapapakinabangan ng kanyang pamilya. Dahil dito sa hindi inaasahang pagkamatay, nawalan ang pamilya ng ganito,” Fortun said. “Certainly some form of compensation would be justified,” he added. Suzette Naval, Ayala Land’s corporation communications manager, told GMA News Online: “We’ve not had any information about the intention [of the family about compensation].” She said that Ayala LAnd has yet to issue a statement about the family’s plea. Meanwhile, Interior secretary Mar Roxas has assured the public that his department will Read More …

Roxas vows 'thorough and conclusive' probe on Serendra blast

Interior and Local Government Secretary Mar Roxas has promised a “thorough and conclusive” investigation — with the help of foreign experts — on the deadly May 31 Serendra blast that claimed its fourth fatality Thursday morning. Angelito San Juan, occupant of the condominium unit where the explosion occurred, perished Thursday morning at the hospital without giving a statement that could have helped investigators get a clear picture on the incident. “Our sympathies go to the family and loved ones of Angelito San Juan for their grievous loss,” Roxas said in a statement as he appealed for calm amid the ongoing probe. “Dapat siguro magpakahinahon tayo dahil hayag po at transparent ang ginagawa ng gobyerno dito,” he added. Roxas said foreign experts have already been tapped to help in the investigation. “Kumuha pa tayo ng foreign experts dahil kulang tayo sa karanasan at kaalaman sa pag-imbestiga ng pangyayaring ito,” he said. Prior to San Juan, three workers from an appliance distributor firm were killed when their vehicle was crushed by a concrete slab that fell from the condominium unit following the explosion. Initial investigation said the blast was caused by a leak from condominium unit’s centralized LPG system, although Roxas said there are still many questions that need answers. “Malinaw na gas explosion. Ang tanong, saan ba pumalpak ang sistema? Mali ba ang design? Yung mga sensor at saka yung mga automatic na shutoff ay pumalya ba? Yung installation sa unit ginalaw ba o hindi? Hindi natin masabi kaya kumuha tayo Read More …

A huge blast which probers said could have been caused by a gas leak in Unit 501-B on Friday, May 31, blew away a concrete slab which landed on a delivery van, killing the driver and his two helpers. GMA News/HO The May 31 explosion at the Two Serendra condominium complex damaged not just Unit 501-B.  Investigators have learned that Building B of the complex sustained extensive damage from the ground floor to the eighth floor as their probe now focuses on the angle that some sort of problem in the centralized liquefied petroleum gas piping system may have caused the explosion that killed three people. Interior Secretary Mar Roxas met with the investigators from various agencies and groups Wednesday, but he did not speak to media about what that meeting took up.   As this developed, initial information originating from the occupant of Unit 501-B indicate that the victim did not smell any gas while he was at the doorway of the condo unit when the explosion happened. In an interview with GMA News, Atty. Raymund Fortun, legal counsel of the victim and unit occupant of 501-B Angelito San Juan, said San Juan did not smell any gas at 501-B. Erap must revive Manila

Many have observed that becoming mayor of Manila is Erap’s last hurrah. It may well be just that and because of it, there is a lot at stake in terms of legacy issues in the next three years of Erap reigning supreme at Manila City Hall. Winning the election was the easy part, even if the homestretch proved to be more of a cliffhanger than most people thought. But as Dolphy once said, what do we do after we have won? For someone like Erap who had once been president of the country, vice president, senator and mayor of San Juan for the longest time, there should be nothing more to prove. But the abbreviated term of Erap in Malacañang and the corruption trial and eventual conviction and instant pardon make it necessary for Erap to prove himself all over again. If Erap failed to be the best president we ever had, he now has the opportunity to be the best mayor Manila ever had. If he manages that, maybe all will be forgiven, so to speak. He would have shown the world that what happened during EDSA 2 was undoubtedly a big and terrible mistake. Making something out of this opportunity to revive the City of Manila is a chance of a lifetime for Erap. Not many politicians are given a second chance in this grand manner. The challenges of reviving Manila can be as difficult and complicated as running the country, but maybe not as impossible. The basic Read More …

Comelec to start issuing notices to campaign violators

After a one-day leeway, the Commission on Elections (Comelec) will start sending out notices to national candidates will illegal campaign posters on Wednesday. Candidates who will not remove such posters within three days after receipt of notice will be slapped with charges, Comelec chairman Sixto Brillantes Jr. warned on Wednesday. “Wala naman kaming taong magtatanggal ng dinidikit nila (candidates). ‘Pag di nila tinanggal after three days from notice mag-uumpisa na kami mag-file ng charges,” said Brillantes in an ambush interview in San Juan where he was attending an event by good governance group Kaya Natin!. He admitted that as of Wednesday, the second of the 90-day campaign period for national candidates, all the Comelec could do was monitor and issue warnings regarding violations on election rules. “Tignan natin within the next few days. Probably by the weekend, tapos na ho yung three days, baka makakita na tayo ng konting galaw from us. Ngayon, puro warning lang ho kami. ‘Yung mga nagdidikit, okay, ‘di pa namin kayo hahabulin pero tatanggalin din niyo ‘yan,” he said “‘Pag ‘di niyo tinanggal, kayo na ho ang bahala. Kami naman ang bahala sa inyo,” he added. Brillantes appealed to candidates who violate campaign rules not to risk possible consequences that may jeopardize their candidacy. “Kaya pakiusap ko sa mga kandidato wag na kayong mag-risk kasi kung idemanda namin kayo doon lang medyo masisira na kampanya niyo e at malamang matalo pa kayo,” he said. “We’re giving them a chance. I’m announcing ‘yung mga nagdidikit diyan Read More …
